A seldom-seen but nonetheless familiar figure strode into the Council chamber with a leather portfolio under his arm.

Everàrd Torsièl, President of the Esquarian Community, addressed the chair.

"Mr. President and members of the Council, please forgive this interruption. I come before you today with a copy of the proposed association agreement between the Esquarian Community and Namor that President-General Antelope and I have just come from signing. With your permission, Mr. President, I place it on the table for the Council's consideration and, I hope, approval. I will be happy to take any questions the councilors may have."

Association Agreement between the Esquarian Community and the People’s Republic of Namor (AAECNA)

The Esquarian Community and the People’s Republic of Namor (henceforth known as “the contracting parties”),

WHEREAS the Esquarian Community, its member states and the People’s Republic of Namor share a common belief in democracy, human rights and the rule of law,

WHEREAS higher-level cooperation between the Esquarian Community and Namor is in the best interests of both parties and is conducive to international peace, prosperity and security,

HEREBY reaches the Association Agreement between the Esquarian Community and the People’s Republic of Namor (henceforth known as “AAECNA”).

1. As parties to the Esquarian Summit, both parties agree to swiftly implement the terms laid out by the Declaration of the Third Esquarian Summit held in Xiangmen, Namor, otherwise known as the Xiangmen Declaration.
   
2. The contracting parties agree to establish the following mechanisms for enhanced cooperation:
   
   1. The Namo-EC Strategic Dialogue (NECSTRAD), an annual conference between the heads of the Esquarian Community and Namor to discuss bilateral and global issues. The host of the NECSTRAD will rotate between Namor and an EC state.
      
   2. The Namo-EC Interparliamentary Dialogue (NECINPAD), an annual conference between the legislative leaders of all political groups in the Esquarian Parliament and Namorese Central Council to discuss issues relating to interparliamentary cooperation. The host of the NECINPAD shall rotate between Namor and an EC state.
      
   3. The Namo-EC Judicial Dialogue (NECJUDID), an annual conference between the leaders of the Esquarian Court of Justice, the Esquarian Court of Human Rights and the Supreme People’s Court of Namor to discuss issues relating to cooperation between Namorese and Esquarian Community judicial organizations. The host of the NECJUDID shall rotate between Namor and an EC state.
3. The contracting parties agree to eliminate all tariffs on agricultural, pharmaceutical, renewable energy and steel imports.
   
4. The contracting parties agree to cooperate on the disarmament of biological and chemical weapons and to promote of disarmament of said weapons worldwide.
   
5. The contracting parties agree to cooperate on issues pertaining to climate change and the environment at large in accordance with the Xiangmen Declaration.
   
6. The Esquarian Community recognizes that on 7 October 2014, the governments of the People’s Republic of Namor and the Christian Republic of Luziyca reached a basic agreement on the question surrounding the sovereign ownership of Nantai. The EC commits itself to this agreement and recognizes it as the basis for future resolutions to the Nantai question.
   
7. AAECNA shall be ratified by the Council of Esquarium, the Esquarian Parliament and the Namorese Central Council before taking effect.

Taras Pashkov rose.

"Mr. Speaker, Mr. President," he began, "we are concerned of the possible ramifications if we were to host NECSTRAD, NECINPAD, or NECJUDID within Luziycan territory, because of past... troubles between the two nations whose aftereffects still run deep to this day."

"As such, Luziyca will only host any of the three mechanisms if, and only if Namor explicitly requests that we host them," he said.

"With all that out of the way," he concluded, "the Christian Republic has no other objections to the Association Agreement."

"In regard to the point from the delegation of Toksan, I agree with the assessment of the delegation of Ainin.

Additionally, the comments of the delegation of Luziyca are noted and should pose no obstacle to the ratification of this agreement."

The Daeconese represenative also made a point in regards to the AAECNA.

"Mr. President, the delegation from the Federal Republic of Daecon would like to raise a question on Section IV, in regards to the disarmament of biological and chemical weapons, does this section stipulate a timeframe for when Namor will follow this section?"

[Montecara]

"As it stands, the timeframe for disarmament of these sorts of weapons is something that will be established at a later date. As you know the notion of moving forward with chemical and biological weapons disarmament is something that is relatively new in international discourse, having only been seriously entertained at the recent Esquarian Summit, which serves as the basis for our mutual commitment to divest ourselves of these sorts of weapons. In answer to your question, though, neither party is bound to a specific timeline by this agreement."

"The Toksanese Commonwealth apologizes Mr President for misreading the text of AAECNA and has now realized that the text refers to the Esquarian Parliament. Nonetheless, the Toksanese Delegation commends this Association Agreement before the council."

"I move the previous question," Cazeneuve exclaimed.

"There is a motion to call the previous question and move to voting," President Rémi de Wampley announced. "Are there any objections?"

With the agreement of the government of Toksan, the delegation of Montecara feels that it would be appropriate to issue Community-wide arrest warrants should suspects be identified and activate our mutual defense commitments where appropriate."

Whereas every person on Esquarium has the right to participate in free and fair elections,

Whereas the recent elections in the Auspicious Republic of Xiaodong were conducted in an atmosphere of fear and uncertainty conducive towards accusations of electoral anomalies,

Whereas a pacific demand for the investigation of anomalies, consistent with Xiao and international law, was met by state authorities with extreme force,

Whereas over two hundred unarmed citizens exercising their pacific rights were murdered in a wanton massacre,

Whereas such behaviour is fundamentally antithetical to the values and sensibilities of the Esquarian Community and the member-states and citizens thereof,

This House resolves to enact as follows:

1. With a view towards ensuring the protection of the safety and rights of civil society leaders within the Auspicious Republic of Xiaodong, the respective competent authorities in all member-states are directed, with all deliberate haste, to restrict commercial interaction with the government of Xiaodong while it refuses to investigate recent events to the satisfaction of this House.
   
   
2. All member-states shall, with all deliberate haste, suspend or cancel any export of materiel, high technology, and luxury goods to Xiaodong while it refuses to investigate recent events to the satisfaction of this House.
   
   
3. All member-states shall, with all deliberate haste, confiscate or suspend withdrawals in the assets of Xiao officials implicated in the aforementioned events.
   
   
4. The President of the Esquarian Community is hereby directed to authorise the Esquarian Secretariat to suspend the Auspicious Republic of Xiaodong from all participation in the Common Market of the Community while it refuses to investigate recent events to the satisfaction of this House.
   
   
5. The President of the Esquarian Community is hereby directed to file a formal diplomatic protest with the government of Xiaodong in his capacity as representative extraordinary and plenipotentiary of the Community.
