Greetings from the Axis Commonwealth,
After much debate with the Military Joint Chiefs of Staff, Members of the various Cabinet Ministerial Positions and the Supreme Emperor himself, I am issuing the following communique on behalf of the people of the Shazbotdom Empire via our alliance within the Axis Commonwealth. We hope that what we are offering and suggesting will be accepted by your leadership. Now down to business,
It is well known within the Axis Commonwealth that at least one nation that is currently within our Membership have joined the ranks of your alliance within the past year. This is the way of world politics and it is well within the rights of the nation in question to join whichever alliances that they feel would help to bolster their sphere of influence in the world. Therefore, I have been tasked with issuing an offer to the leadership of the Santiago Anti-Communist Treaty Organization to meet with either the leadership of the Axis Commonwealth, or the leadership of the Shazbotdom Empire, to discuss many issues facing our two alliances, including cessation of cold-war style hostilities between our two Alliances.
The Supreme Emperor is willing to meet face to face with your leadership, either at a place of your choosing or at the Headquarters of the Axis Commonwealth. If you choose to allow the Axis Commonwealth to hold the talks within our headquarters, then security will be contracted to an outside source. Food will be catered by one of the four Restaurants that are located within Glendenhall Tower (The Grill, Madigans, The Chop Shop, Al's Steak House). We hope to hear from you as soon as possible and hope that you have a pleasant day.

Greetings from the Axis Commonwealth,
We thank you for accepting our offer. I will notify you, though, that Glendenhall Tower is not located within Shaz City, it is located in one of the Empire's Colonial holdings as that is where the building that the Founders liked was located. It is, though, a fantastic facility.
We also clear any and all personnel that your delegation wishes to bring, as long as they do not carry any handguns larger than 22mm within the building and, if asked, surrenders them to any security forces that would be employed by the building to keep everyone safe. Also, please note that if anyone attempts to wander outside the area of the Conference Floors to the upper levels that are restricted, they will be escorted back to the Conference Floors. This is just to facilitate the security of our more restricted area's of the building, including the Axis Commonwealth War Rooms.
Access to lower floors, including the two restaurant floors, is available. If any of your entourage wish for something other than the food provided by the restaurants within the building, we can easily order out to whatever type of food facility within the city and have it delivered to the building. Although, it might be hard to get cuisine from your respective nations, we will attempt to provide cuisine for everyone's taste. We thank you for your time and patience.

Your excellency, Mr. Murakami Akira, Prime Minister of the Empire of Greater Nihon:

Our nation, the Great Quirina Repulbic, and its government, the Permanent Council, would like to remind the whole Organization that our history with the Shaz Empire, and their so-called "allies", are not in good alignment with our diplomacy with them [if ever it exists], considering the Milogradian War that happened more than a decade ago [which they supported the side of the warmongering Brimstone Pact], and our nation's generation vividly remembers the horror and transgression of the Brimstone Pact, and their home region, Gholgoth.

With this in mind, we would like to emphasize our clear intention of not engaging any diplomatic action with the Shaz Empire and remain in hostility, unless this organization reserves us with our grudges. Also, it is also worth noting that our plans that may involve a few nations [of the Great Republic] with any affairs with the Shaz Empire, be it hostile or unfriendly, or both, will commence when time allows.

Finally, we are still determined to set afoot again to Gholgoth if it is the best option if any conflict arise between any SACTO nation. We are also certain of any victory that may arise in case our second coming to Gholgoth or to any Brimstone nation, or any allies of Axis Commonwealth, ever happen.

Being one of the full representative of the Secretariat of this deemed Organization, I write this letter as both the commission of our delegation and that of our sixty [or more] nations of our Republic.

The Allied States of New Edom's Ministry of Defense officials and Chiefs of Staff or their deputies have, following discussions about how to better streamline communications and joint operations in SACTO, come to propose the following policies for the alliance.

1. Improved Embassy Sattus: that all embassies within SACTO shall have special status for priority calls and communications within fellow SACTO nations.

a. Under this proposed policy, military attaches or equivalents shall have regular contact and meetings with senior military officials within the host nation and be advised of any issues that concern sATCO on a regular basis.
b. Cultural attaches or other intelligence organization representatives in embassies will counterpart this with regard to their brother organizations in the alliance.
c. Joint security operations in non-SACTO countries where SACTO members share embassies will be possible to aid in protection of embassies and diplomatic officials, to aid in joint intelligence operations and to deal with the possibility of emergency evacuations.
d. General cultural and economic policies which will undermine the spread of communism or pure socialism in foreign nations or their branches of ideology will be able to be supported by joint diplomatic policy where possible.

2. Officer Exchange Program

It is proposed that a regular officer exchange program of commissioned and on commissioned officers will take place where it wold not undermine the vital security of the nations in question in order to promote the alliance's military cooperation.

a. It is proposed that such officers and NCOs should first attend a war college in one of the leading nations to learn the language, military customs and culture and improve on their genera SACTO security communications systems.
(OOC this will justify a certain degree of OOC explanations of things so that we can have it as background)

b. It is proposed that officers or NCOs will be able to actually erve in a fellow SACTO member's military n active service for a period of up to two years following this training.

We hope that these recommendations will be taken, offered modification, and discussed with pleasure among our fellow alliance members.
