Going back to my part in that war, should the declaration of neutrality be negated by a preexisting trade agreement? When we were involved, this was a new trade agreement where we gave them weapons so it makes sense for us to surrender our neutrality. But what if someone in the Pacific declares war on Dragomeria? Even if we wanted to we could not get involved due to us lacking a very up to date navy. So would we have to terminate the trade agreement to keep our neutrality, or can we keep the existing trade agreement and keep our neutrality?"

Andrei Klumystef sat and waited for his question to be answered.

"I term neutrality as a nation who is not giving active military assistance, such as sending troops, during conflict. I do not term trade deals existing prior to a war, as being allied to a nation during a war, as it economically punishes both those at war, and those who usually trade with those who are at war."

After a minute of waiting for suggestions, Emperor Jimenez spoke out. "Indeed Emperor Ryūō. However, It would be wise add to whatever official document that these rules will be on, that they could be edited at anytime by another conference. As the art, technologies, and complexity of war develops and advances, we will have to keep our rules up to date with them."

"Yes, The official list will be copied for distribution to each of you to keep. Also, we should hold a meeting to discuss these rules and to possibly update them once every ten years or whenever needed."

Listening to the conversation between Emperor Jimenez and Emperor Ryuo, Chief Friedrich interjected; "I have no issues with any of these proposals and these rules of war have the full support of my and my delegation. I also agree that this conference should be regularly held, in order to update the rules of war to keep with the times. Ten years, as you suggested, Emperor, sounds like a good time period. I have one question, however - how will we enforce them?"

Listening to the exhcnage between the Ascoobian and Dragomerian Emperors, Oscar Friedrich sat back with a sigh of relief. At least for now, the diplomatic wrangling has come to an end - time for the dinner that he had been awaiting since departing Olympia a week ago. Oscar was relieved, not just for the end of discussions, however temporary, but for the fact that the neutral countries proposal carried. 'Now that is something that I can take home', he thought. It was not common that decisions made at international conferences such as this one benefited Neigeland in such a particular and direct way, and this was certain to add strength to his election campaign.

Each dish held a different Japanese food, including a majority of seafood dishes. large wineglasses were set out with servants standing by with different vintages of wine.

"So, what drinks do you like? My family has stored up many vintages of wine over the years. Heck, I thing that we even have a 1000AD Vintage somewhere. Also, we can offer water and a variety of juices."
