Besides, having several powerful nations willing to take your land, rape and murder your people, and leave nothing for you but a pile of ash, like a certain nation who is still suffering from it...., you need to have something to keep them in check and making sure they don't even think of attacking.

If there are any water shortages, extra water will be provided to those in need.
