Rental deposit to increase from 2 to 3 months

The Minilovan Government has approved new rules for those wishing to rent a property. One of the most important measures contained in the bill that will first have to be passed by the National Assembly before it becomes law is the increase in the amount of deposit payable by tenants.

Currently, a deposit equivalent to 2 months’ rent is payable by those wishing to rent a house or flat. Under the new rules, this will increase to the equivalent of 3 months’ rent. The changes were announced at a press conference on Friday evening.

The Minister responsible for housing Elizabeta Stopovjek (LDP) told journalists that: "Deposits for those renting a property will increase from two to three months. It is important for all the parties in the Government that the new system comes into force at the same time as other new rules on deposits for those with tenancy contracts”.

The new rules are the source of some controversy. Those with limited means might find it difficult to find three months’ rent as a deposit. To remedy this the Government intends to set up a system whereby would-be tenants can anonymously get a free loan to help them pay their deposit.

Only once this system is up and running will the deposit increase from two to three months’ rent. The current 3-6-9 tenancy contract system will remain in place.

In future deposits will no longer be allowed to be paid in cash, but will have to be put onto a frozen bank account.

Drought is costing farmers 187 million already

MALJUBAV, Minilov — The continuing dry spell is a disaster for Minilovan farmers. The situation is worst in South Minilov, which had even less rain than other regions over the past months. Farming expert Luçac Buscev calculated for the Minilov Korrespondent that almost 200 million rubles have been lost already/will be lost looking at the situation now.

It's especially cattle farms which have been hit so far. The grass on the meadows is no longer growing, so farmers have to give their animals extra food, often winter feed they had in stock or buy extra feed.

Other early victims are potato farmers. In the longer term, corn and wheat crops will turn out to be less abundant than usual.

The Environment Minister Vica Dimnjaleti is waiting for a detailed report from the Meteorological Office to determine whether the drought can be labelled as a disaster or not, and whether farmers are entitled to special financial support.

This will be the case when the situation is labelled as "exceptional", meaning it only occurs every 20 years. The total damage should exceed 1.25 million.

ONS Krossa finishes sea trials

The ONS Krossa the first Helicopter carrier of the Ostlandian navy finished sea trials earlier this week, Naval Admiral Adler was impressed with the ship and its performance and said in a recent statement ''This ship is the key to Greatness''. Though the ship finishing sea trials was cheered by Krossans and Ostlandians Groshians in South Komerania opposed the vessel stating in chant ''Ship a day keeps the equality away''. The ONS Krossa is planned to have its first deployment next month in the North Strachan sea with an escort of the ONS Kaiser and Ruchenveld. The ONS Krossa was laid down in early 2013 and was finally launched in 2014 where it saw commissioning in 2015 and was put into sea trials. The ONS Krossa has not received a specific complement of aircraft yet, but some military intellectuals have predicted its compliment though the Navy has not confirmed yet.

New Armored Vehicle Unveiled

At ArmorX 2017 Krossa Defence Corporation the leading weapons corporation in Ostland unveiled their most recent IFV, the Infanterie-Kampffahrzeug 2017 or IKF. The IKF is armed with a 40mm Mountain master autocannon, and a M-17 Heavy machine gun, aswell as a M-17V ATGM launcher. The IKF has a top speed of 70km/h, and a complement of 8 soldiers with a crew of 3. The IKF was accepted as the new IFV of the Ostlandian Army and will replace the aging IFV-91 which has been in service since 1991. Krossa Defence Corporation also announced their intent to export the IKF to foreign markets which will bring in even more money to the growing company.

OF-39 upgrade coming soon?

Maerin Group announced a possible upgrade to the advanced Ost Fighter or OF-39, the new upgrade according to multiple sources will include a much more advanced ECM system aswell as a SEAD variant of the fighter. Maerin also hinted at a ASW variant in the near future, Maerin aslo announced a new variant of the CAS variant which would prove much more effective than the current variant. Maerin Group announced with this announcement a join project with Krossa Aeronautics to develop a new fighter for the Ostlandian airforce, along with this fighter they announced a possible bomber design for the OAF. Along with multiple announcements from Maerin group, Krossa Aeronautics hinted at a possible merg between the two companies which might bring a massive growth in the Ostland Aeronautics industry as of now.

More noise nuisance around Maljubav Airport

MALJUBAV, Minilov — The Maljubav International Airport saw flight number fall by 8.6% last year. Nevertheless, complaints about noise nuisance rose sharply. The rise can be attributed to larger planes using the airport. The company that runs the airport says that despite the increase in complaints, noise nuisance norms were not exceeded.

The airport operators are obliged to compile an annual report into the effect of noise nuisance from planes on the area around the airport. So-called “sound contours” are mapped. It is on these maps that can be seen which areas are worse and which areas are less affected by noise nuisance from planes.

Although the total number of flight movements fell, the number of flight movements involving larger (and more noisy planes) increased Kademija University’s Krist Slaven told our newspaper.

According to an earlier report on Friday by Minilov Korrespondent, the area with 50 decibels’-worth of aircraft noise in the evening increased by 18%, while the number of people “very adversely affected” by aircraft noise increased from 3.015 to 3.950 (+31%).

Nevertheless, the figures show that the airport remained under the statuary noise nuisance norms.

"Bad joke" causes aircraft bomb scare

MALJUBAV, Minilov — A plane belonging to the airline Mlaz Airways was evacuated on Saturday morning due to a bomb alarm. The incident happened at Maljubav International Airport, at around 7am on Saturday morning. The aircraft was searched and it bomb scare was found to be a false alarm. The flight was due to leave for Sylva when a group of 9 men boarded, one of whom shouted “Allahu Akbar”. The plane was evacuated and searched but no explosives were found. The 9 men were taken away for questioning. Early indication point to it being a joke that went wrong. The Judicial authorities are investigating the incident. The plane left for Sylva with the remaining passengers.

President slams planned rail strike

President Yaroslav Miher (Liberal Democratic Party) has attacked the plans by the socialist trade union ACOD to stage a 24-hour strike on 10 October. Speaking on Friday morning, Mr Miher said: "Commuters and students are being held hostage. I don’t know why they are striking. They haven’t contacted the Transport Minister Mr Tolleb to start negotiations. It will be regrettable if the strike goes ahead. It is a way of holding commuters, people who work, and students hostage."

Why 10 October? 10 October is the day on which the President will make a speech in the National Assembly outlining the government’s plans for the coming year. The socialist party MSP wants to stage a general "day of reaction" to protest against the government’s policies. The MSP says that civil service tenure and pensions are at risk as a result of Mr Miher’s government’s policies. The rail strike is part of the "day of reaction". The Orthodox party COA will decide later today whether it will join the strike. If COA joins the strike it will mean that there will be few if any rail services on 10 October.

Chairman's Health Is Stable, Hospital Officials Say

After nearly a month of relative silence from the public eye, Chairman Choe Sŭng-min today answered the chorus of questions from the nation's people with an exclusive interview from the iconic Bŏdŭl-Ri Hospital in Hyangchun. For reasons of security, cameras and recording devices were not permitted into the building, but a team of reporters was permitted to take notes on paper.

Speaking from a hospital bed, Choe radiated the same welcoming attitude even in poor health, and was able to actively and cordially answer our questions. He confirmed official Party and State press releases on his hospitalization, explaining that he had reported to Donggwangsan's resident physician with severe chest pain on the morning of August 28th and had to be taken to Bŏdŭl-Ri for treatment. When asked if he was in any pain during our visit, he waved off this concern with a smile, and even indicated that he might make a complete recovery in time for the 30th Anniversary Celebration of the Decembrist Revolution at the end of this year. He also expressed "great satisfaction" with the recent performance of Kim Pyŏng-so, who has been tasked with managing national affairs in Choe's absence, and told us that he was deeply relieved to see that he had chosen a reliable second-in-command.

Doctors and staff present at the hospital told us that they were forbidden from disclosing the exact details of Choe's medical condition with the press, as a matter of personal privacy and national security. They did, however, confirm official Party press releases stating that the Chairman is suffering from "tumors within the chest." They also dismissed as "baseless and utterly without evidence" the possibility that Choe had been poisoned, which will hopefully quell rumors of foreign involvement.

In some respects, Choe's condition is a sobering reminder that illness can strike even the best-off among us. For his soon-to-be three decades in the nation's highest political office, the Chairman made a point of living a healthy and virtuous lifestyle. He never smoked, seldom drank, and ate only modestly. Following traditional Yuhak philosophy, Choe Sŭng-min still considers it the leader's duty to set a high moral standard for the nation, all the more so in times of reform, austerity, and development.

Yet virtues, too, can take their toll. Across the country, "death from overwork" has become a rising topic in public discourse, and the highest offices are no exception. For the last thirty years, Choe Sŭng-min labored tirelessly under the twin slogans of "build up the country" and "defend the homeland." Starting off at the helm of a poor and isolated nation, he personally labored through a series of reforms that brought unprecedented prosperity and well-being to Menghe. As Supreme Marshal, he strengthened the Army and Navy to world-power levels, and twice turned back imperialist wars that threatened to undo all that he had accomplished. In his own words, he climbed a mountain carrying the hopes of five hundred million people on his back, and the journey is still not complete. It is perhaps fitting, in a tragic way, that the accumulation of so many sleepless nights should be what wears down the tireless Marshal's health.

Hospital staff have added that the Chairman could still have a few more years of active life ahead of him, and his lively attitude in our conversations confirms this. Choe currently retains all of his current positions within the government, and consistent with previous announcements by the Socialist Party newspaper Dangjung Sinmun, he will be restored to full leadership after his recovery. For the coming months, however, he will remain in Hyangchun, to rest his body and mind in the city's fresh air and scenic gardens. If medical statements about "tumors within the chest" are true, it is also likely that he will be undergoing chemotherapy or radiotherapy sessions during this time.

In the months that come, it is likely that Kim Pyŏng-so, Kim Jŏng-min, Mun Jae-sin, Jang Sang, Hong Tae-jun, and other top State and Party officials will continue to visit the Bŏdŭl-Ri Hospital seeking guidance on important issues, as they have during previous periods of medical absence. The Chairman may be absent from official meetings, but his wisdom is still sought out by those further down the ladder, and even in his present condition he will not turn his back on the people's needs. Nevertheless, the smooth performance of the upper government during this period confirms that the Menghean political system will go on as before once the day eventually comes for our beloved Chairman to depart the mortal world.

Prison sentences of 8 and 9 years for pimps

The two leaders of a prostitution gang have been sentences of 18 and 19 years respectively by a court in the West Minilovan city of Kademija. They were found guilty of human trafficking and forced prostitution. The other 6 members of the gang were also found guilty.

The gang smuggled a total of 25 young women into Minilov. Their youngest victim was just 17 years-old. The women were forced to re-pay the cost of their voyage to Minilov by selling their bodies. The gang made a total of 700,000 euro from their victims. Once they were in Minilov the women were forced to live in inhumane conditions in a flat. Some of them told detectives that the flat was infested with rats.

Most of the illegal practices took place in Kademija. However, the women were also taken by taxi to Trziste to meet customers in hotels. It was in one such hotel that the police set a trap and were able to detain most of the gang in July. The two leaders of the gang have been sentenced to 18 and 19 years respectively by a court in Kademija. Six others were given sentences of 6 years in prison. Three of the gang’s victims were given compensation totalling 28,500 ruble.

Menghe Pushes the Frontier of Nuclear Development:
New-Generation Nuclear Reactor Goes Online in Hwasŏng

Top nuclear researchers and government officials from across the country gathered today in the northern outskirts of Hwasŏng to celebrate the official opening of the nation's first commercial Generation IV reactor complex. Though the plant itself was completed last year, engineers spent an additional sixteen months loading fuel and running initial tests; today, however, the 200-Megawatt plant was officially linked to the national electric grid, moving it into the operational phase.

While much of Menghe's recent nuclear energy expansion has been carried out through the construction of Pressurized Water Reactors of increasing safety and quality, new designs hold additional promise in terms of cost, safety, and efficiency. The pebble-type reactor built in Hwasŏng runs at temperatures of up to 900 degrees Celsius, driving helium gas through a bed of fist-size graphite spheres encasing Uranium-233 fuel. Unlike conventional reactor designs, it does not employ high-pressure steam as coolant and is naturally self-regulating in reactivity, meaning that it presents no risk of meltdown even in the event of a full power shutoff.

First Deputy Chairman Kim Pyŏng-so attended the opening ceremony, where he gave a speech celebrating the plant as a new milestone along the nation's determined march toward new forms of high-output clean energy. Praising the skill of Menghe's nuclear engineers, Kim also emphasized that the Hwasŏng facility is only one small step in the larger journey, and that continued effort will be needed to secure a new Socialist future.

Further steps could include a large-scale Thorium-based Molten Salt Reactor, the long-standing target of Menghe's peaceful nuclear development efforts. Such a design would present even greater benefits in safety and efficiency, and could potentially be used to dispose of existing radioactive waste and weapons-grade plutonium, furthering the global mission of nuclear disarmament. Meng Yong-jun, the Minister of Technological Development, used the event to reaffirm his ministry's goal of opening a commercial-grade Thorium MSR before the nation's 40th anniversary in 2028.

Both reactor designs are also unique in that they do not require a steady flow of water for use as coolant and turbine steam. Fresh water is abundantly available in Hwasŏng, which sits alongside the mighty Meng River, but it is rarer in the arid northwest, and human-driven climate change may place further strains on this valuable resource. Thus, new energy could serve as a vehicle to help transport the National Economic Miracle further inland, to regions far from the coast.

Most importantly, nuclear reactors of all types do not produce carbon and particulate emissions. For that reason, the Ministry of National Economic Development has shown particular interest in expanding their proliferation, in order to transition away from the coal-fired power plants that supplied Menghe's surging energy demands during the last 30 years of rapid economic growth. The Ministry of Technological Development has already drawn up enticing plans to one day convert old coal power plants into Thorium-driven facilities, clearing the air over cities that increasingly suffer under a blanket of smog.

At a Full Politburo Session last Monday, Kim Pyŏng-so and Mun Jae-sin introduced the theory of "Holistic Economic Development," a new evolution of Choe Sŭng-min's "Second Stage of Economic Development." The central vision is to expand the state focus on less material aspects of quality-of-life, while still maintaining annual GDP/PC growth rates above 5%. New forms of nuclear energy, including the Helium-cooled pebble-bed reactor, are an instrumental part of this vision, allowing Menghe to meet its rising energy needs without further burdening the natural environment in which we live.

Ostlandian-Chervak Relations Sour as Social Media Scandal Continues

Praszka, Chervakia —Ostlandian Diplomat Johannes Schirlitz has been ejected from the country on charges of "slander and libel" following his social media attack on several prominent members of the government and other high-profile Chervakians. The so called "attack" came in the form of a string of posts on social media site tweeter. It is widely believed that he was intoxicated during the attack due to his unusual aggression and lack of diplomacy.

The first post was directed at the yearly joint Erquinian-Chervak military exercise on the Chervak-Ostland border. He called such exercises "too aggressive" and "big news!". When refuted directly and professionally by the account used by the Foreign Ministry, he started to make personal attacks. First, he targeted the minister of Foreign Affairs, Andrej Švec:
Minister Švec does not know how to do his job. Sad!

After this post, he followed up with several others mocking high ranking Chervak officials in the Foreign Ministry and Military. When few reacted to his comments, he insulted others outside the government- including cultural icon Julie Růže, who he claims "entirely lacks sex appeal- flat and short. Sad!"

The Ostlandian Foreign Department has made no comments regarding the debacle, but the affair has started a rapid decline in already poor relations between the two countries. Chairman Vlček of the Central Party has called the events "shameful", and called for a complete apology from the Ostlandian government. The people are outraged, and a widespread boycott of Ostlandian products and companies has begun in many cities and territories.

The End of an Era: Conscription Ends on 25th Anniversary of the Fall of Pancevo

On October 1st, 1992; military forces from the Federation of Soviet Republics captured the capital of Pancevo during the invasion, which started in late 1991. The FSR took minimal casualties, while over 1,200 Yugoslovenski soldiers died in its defence. Even though FSR would eventually announce its withdrawal, in November of 1993, Pancevo was never recovered, which added to the desperation of the fledgling government to survive. FSR would never capture the secondary capital, placed on the border with Saintonge in order to better communicate with Suixxer, although all five of the republic's capitals would either be assaulted or fall. Since this event, Yugoslovenski military planners have had an all or nothing approach: in the event that the FSR would invade again, the entire country would be mobilized for war. This never happened, and in 2003, the Able Vigil Accords assured Yugoslovenski leaders that the FSR would never be able to take the country again. This did not lead to the repealling of the 1994 Military Conscription Act, however, so every year at 18, males would join the armed forces for five years. Today, that all changed.

On August 5th in 2017, the National Parliament voted overwhelmingly to have the 1994 Military Conscription Act to expire on October 1st; the start of the fiscal year for Yugoslovenski. Today, in the annual independence parade, instead of a circular route which brought soldiers from the Yugoslovenski Garrison building North Entrance to the West Entrance, they instead, slowly but surely, joined the crowd of those watching the parade.

The Largest Parade in Yugoslovenski

Though the other republics had similar sized parades as they do in other years, Pancevo had the largest military parade in the nation's history, even after government forces marched throughout the city to ensure the security of city after the FIrst Siege of Pancevo. Though usual parades have roughly 1,000 soldiers, this parade marked the 25th anniversary of the fall of the city, and they increased it to a large, and symbolic, parade. Military equipment, including domestically made M-84s and foriegn made BMP-2s, was also highly demonstrated, even 2 MiG-29s on trailers were towed through the parade. Writing on the sides of troop carriers stated "The Struggle of the Yugoslovenski People are Over". Soldiers carried flags, not guns, as they marched; and Mi-24s hovered over the military base as the remaining soldiers returned.

Crowds responded in kind. Cheering and waving of the national flag occured at all points of the parade, and towards the beginning, crowds initiated a chant: "Yugoslovenski shall live". Some of the military members who returned to the crowds attempted to start the chant later on, with varying success.

MALJUBAV, Minilov — The police purchased a total of 3,524 cameras in Minilov. Their number more than tripled over the past five years. It concerns both the normal safety and surveillance cameras and the newer (Automatic Number Plate Recognition) ANPR cameras. Speed control cameras and the private ones were not taken into account.

The goal of normal cameras is to produce video images that may or may not be viewed and recorded simultaneously. ANPR cameras recognise number plates of cars. In an instant, the ANPR camera knows whether a car has been signalled or stolen, or is driving around without insurance. It can also be used for roadside control.

The number of cameras in Minilov is not evenly spread throughout the regions. For example, cities such as Maljubav and Sjevernate have hundreds of them, while Trziste has only 11. Huge differences are also noticed in more rural areas: police district Kademija has none, whereas police district Spajanje has 121.

No less than 91 percent of the police districts increased the number of cameras in this legislature. Before 2012, there were 973 cameras - that number more than tripled over the past five years. It is mainly the high-tech ANPR cameras that are on the rise: from a few dozen in 2012 to 1,154 today.

    Yesterday, our paramount and glorious leader Vazyl Ruban called for the modernisation of the domestic railway system. His decision was made togheter with our Collective People's Rada, since this surely is a concern regarding them as well as the whole of our Vyzhvan realm, not to mention that this speeds up the progression of our country into that of the global powers, such as the capitalist Organised States and similar. Our former domestic rail transportations are starting to fail the tasks laid upon it, seeing as the world is advancing at such a rapid pace as it is doing. With an improved transportation like this, surely it will bring about a countless number of changes which will greatly improve, maybe even outdo, our current standards, most importantly within areas such as speed and durability.

    It has been mentioned that the modernisation will be performed over a period of time which as of today is estimated to last around one or one and a half year, all this thanks to the swiftness of our proud workers and ethnic working superiority, since it is scientifically proven by science that the average Vyzhvan man is more durable and willing-to-work compared to his counterpart in the capitalist Organised States. One of the unspoken changes which is likely to occur is the expansion of our current domestic railway network. This will surely advantage us greatly since that allows for a greater amount of goods and such to be transported in a lesser amount of time. The estimated cost has not yet been revealed by our Collective People's Rada, but whatever the cost of our modernisation program, it is important that we endure it and place the State as the uppermost collective unit and see through the darkness and into the light that a prospering railway network ultimately will gift us with.

    Our Collective People's Rada announced that the modernisation project will start on Monday, with the first stretches of railway and trains being replaced by improved modern counterparts. Approximately a number of 700 new diesel trains as well as around 4,000 railway cars, which will replace the old fleet of substandard cars and trains. This new railway will be sure to serve our needs in a proper and glorious manner. _

Governing parties largely hold their own in new poll

The governing Liberal Democratic Party (LDP) will not be pleased to have polled 30%, almost half the score as in the 2015 federal elections, but much better that in opinion polls taken in the intervening period.

A poll carried out on behalf of the Minilov Korrespondent has shown big gains for the Minilovan Socialist Party (MSP). The MSP remains the second most popular party in Minilov. 39.4% of those surveyed in our poll said that they would vote for the MSP. This follows in the line of previous polls that have shown the socialists enjoy between 35% and 40%. The socialists remain in the doldrums. The far communists are good for 5.1% of voting intentions. This is just above the 5% required to get any seats.

Of the parties that do not make up the Federal coalition, the Conservative Orthodox Alliance (COA) remains by far the most popular party in Minilov. 28% of those surveyed said that they would vote for the COA party if an election were held now. This is up 1.7% on our last poll in April, but still 4.4% down on the party’s showing at the last federal election in 2015.

Terror erupts in Pancevo as a protest designed for force government recognition of the existance of homosexuals, presumably in order to advance the rights of homosexuals in the nation, end in three seperate shootings killing 37 people and wounding 129 more. Below presents a timeline for the protests:

10:20AM; Protesters arrive in Pancevo National Gardens
10:35AM; National Liberty Party spokesperson Nikolai Nistriv, a second generation Letnevian immigrant, speaks on the advancement of rights for homosexuals
10:41AM; Police arrive in order to monitor the protest
11:56AM; counter protestors arrive. Police form makeshift blocks between the two protests.
12:32PM; Seren Markovic opens fire from the southeast, firing an AK-74M. He kills three police officers and 10 protesters, riot police are called in. Riot police establish two plans: remove the counter protesters from the area so that protesters can leave safely. Scuffles with police escalate with Lt. Trisha Sevornic being stabbed four times. Seren Markovic is killed by police after attempting to storm through past the killed officers. He is shot 41 times.
1:31PM; Unlit molotov cocktail is thrown at officers from counter protesters, suspect is unknown. Riot police open fire with rubber bullets.
2:15PM; A second shooter, Emil Milovanović, opens fire with a AR-15. Two people are killed. Emil is shot and killed by a riot officer after the shooters seventh shot.
2:31PM; Military police arrive in force, 250 arrive in armored vehicles. Flashbangs and smoke grenades are used to attempt to disperse the crowd by force. 8 people are shot and killed by military police after alleged attacks against the military police.
3:15PM; 13 people are shot and killed after a third shooter, Josif Crnčević, opens fire from an apartment building, weapon unknown. Military police fire at the window with an RPG-29, the shooter is assumed dead
3:17PM; Military police ram counter protesters, forcing an opening. Military personnel storm the National Gardens, evacuating the wounded. Military Mi-24s and UH-1s fly in to evacuate more wounded. Military police use automatic weapons fire and flashbangs to disperse the rest of the counter protesting crowds.
3:21PM; The President waves medical fees for all of those injured in the crowds. He is expected to speak at 9:00PM.

Protests for later in the week have been cancelled, an a mandatory curfew of 8:00PM is in effect for Pancevo. Other protests scheduled for later in the day around the country were cancelled, with movement leaders fearing more violence.

Newest High Speed Rail Route opened

Ostland Bahn a prominent Ostlandian Railway Company opened their newest High Speed Rail Route connecting Krossa and Ruchenveld. The new route is set to replace the aging and outdated Krossa-Next route which was opened in 1987. Ostland Bahn announced the High Speed Locomotive which would be operating on the route would be the OB-HSR3, the newest model of the OB series of High Speed Locomotives. The OB-HSR3 has a recorded top speed of 330 km/h. The Route already has operated its first day and has been confirmed to lessen the time of the trip between Krossa and Ruchenveld by 15 minutes.

Expansion of Oslko Military Shipyard announced

The Ostlandian Navy announced today the planned expansion of the Oslko Military Shipyard. The Navy confirmed that the planned expansion would give the shipyard the capability to lay down 5 more military vessels for future service. Critics of the ever expanding Navy have criticized the expansion of an already large shipyard. Navy spokesperson Arnold Erikson stated ''The expansion of the Oslko Shipyard both will bring the capability to expand the Navy, and to pave the way to secure our coasts and interests further''. The Navy stated in a following press conference that the expansion of the shipyard would cost near 500,000,000 Marks.

Exercise Northern Remark

The Ostlandian Army has begun a 7 day long exercise along the border with Chervakia, the aim of the exercise was in response to FSR exercises and to show that the Ostlandian Army is still capable to defend its borders. Along with this exercise, the air force participated with over 55 Combat aircraft in an aerial exercise. Along with this 7 day exercise, the Fallschirmjäger Division ''Hammer'' participated in a quick air deployment and drop, and then participated in the mainstream exercise demonstrating the strategic capability of the Ostlandian airforce. With this large exercise brought great criticism from critics of the Ostlandian government, some referring these exercises as the ''Second coming of the Ostlandian Empire'' being an obvious reference to the mass militarization of Ostland before the Pan-Sep war. Though the Army is to announce how many troops are participating, some estimates range from 25,000 all the way to 90,000.

Should affordable homes be reserved for locals?

MALJUBAV, Minilov — The Conservative Orthodox Alliance (COA) has proposals with which it hopes to breath new life into the “Live in your own nation” initiative that had to be shelved after a ruling by the Constitutional Court. The COA party proposes giving 104 of the 308 Minilovan towns where the number of incomers is greatest and the real estate prices are the highest the opportunity to make developers reserve between 20% and 40% of what they build for locals and their children.

Speaking on the public broadcaster MNTV Radio 1’s morning news and current affairs programme Ovo Jutro, the nationalist member of the COA Nilor Pariz said: "We are certain that our proposals will withstand the scrutiny of the Constitutional Court. We want to make it possible for people to carry on living in the town where they have close ties, but where it is expensive to live. We are focusing on people that aren’t entitled to social housing, but can keep up with the rising real estate prices. We would like to achieve this by making developers build at least 20% specifically for people from the area," Mr Pariz added.

COA has concentrated on 104 towns that have high real estate prices and/or a large influx of newcomers. Each town can decide whether or not it will impose the system on developers building on its patch. If they do 20% of the houses, flats or building plots in any given project will be reserved for people with local ties and on average incomes. This can be as much as 40% if the development is on publicly-owned land. A potential buyer must have ties to the municipality: for example, have been born there or have lived there for at least 10 years. Working there or having children that go to school in the town are also things that will be given consideration.

"This is also an income limit. A family with two children may not have a taxable income in excess of 72,000 rubles,” Mr Pariz added. "Anyone buying a property through the scheme would have to live in it for 20 years. If they moved before then they would have to sell their house/flat to someone on the waiting list or pay a financial penalty.”

Weak economic forecasts leave Jedorii Government looking for solutions

STRANA MECHTY – High hopes and aspirations for a bright future were dimmed earlier today as the Director the Economic Bureau, Atvars Vītiņš, revealed that total GDP growth for the year would likely cap out at just 1.8%, far below the 2.5% mark the Kask Administration was hoping for. The news comes as a harsh blow the Federated Combine, as many government officials find their promises of continuous economic growth and development to be out of touch with reality.

For the fourth consecutive year, the Jedorii economy has teetered with uncertain and uneven GDP growth, while inflation and consumer confidence have likewise see-sawed back and forth. While unemployment has continued it's steady decline from it's staggering 35% in 2009, it still stands at 10.6%, while gross national income has shown little change. Despite numerous efforts by the Federated Combine, it appears that Jedoria is still struggling to achieve reliable economic growth in the near decade since the conclusion of the civil war. Chief among the issues facing the economy is limited foreign investment. Uncertainty regarding the stability of the FedCom government and currency has resulted in only a small number of foreign enterprises making steps to get involved in the economy, stifling growth and production. A lack of significant trading partners has furthered the difficulty in getting Jedorii goods into foreign markets.

This isn't just bad news from an economic perspective. Much stock was placed in hopes for significant and stable GDP growth, and now it appears that the Federated Combine's various aspirations, from infrastructure development, civil projects, expansion of the Luminovian Canal, to modernizing the armed forces, will not be realized anytime soon.

The laundry list of issues needed to be solved has not stopped piling up. Domestic concerns are increasingly worrying for the Federated Combine. Earlier this week, protests against low wages broke out in various cities across Radstadt, necessitating intervention from local law enforcement. Despite repeated attempts at negotiating a new settlement, the Autonomous Kingdom of Nesedanda has thus far stonewalled efforts to increase the Kingdom's yearly contributions to the Federated economy, leading to accusations flying back and forth between Strana Mechty and Estalli.

But more concern has surfaced after Archon Jaan Kask confirmed the FedCom's mining industry had been green-lighted to begin major mining endeavors in the disputed Nathacular-Aversgard border region, a move that has analysts worrying about potentially inflamed tensions between the Socialist Republic and the Federated Combine. Aversgard continues to maintain that it owns much of the Nathacular state's territory, a claim pursued heavily due to the large deposits of gold and other precious minerals believed to be buried underground. Up until now, Jedoria has avoided efforts to mine such resources in the hopes of easing tensions between itself and Aversgard, but it appears poor economic growth across the board has forced the Federated Combine to re-think it's policy, a move that has not been well received in the Socialist Republic.

Minilovan Army’s commitment to foreign missions reaffirmed

MALJUBAV, Minilov — In 2018 the Minilovan Army will remain an active partner for missions in foreign countries as is currently the case. This was decided at Friday morning’s meeting of the Cabinet. The news of the Minilovan military’s renewed commitment to existing missions abroad, albeit with operational changes, was announced by the Defence Minister Pramaç Bunara (LDP).

The 68.7 million ruble budget that has been set aside for foreign missions in 2018 is less than the 73 million ruble attributed to foreign missions this year. However, the Defence Minister says that this is due to the Minilovan Airforce’s F-16 fighter jets no longer be required to help in the fight against so-called terrorist groups.

Minilovan troops will contribute to WESCO’s “partner capacity” programme, the aim of which is to help WESCO to develop an army that can be trusted to defend and is capable of defending the whole alliance. 10 Minilovan soldiers will be used in the coalition’s ‘Train the Trainer’ programme. In addition to this 95 Minilovan troops will be used in a ‘Train, Advise and Assist' capacity.

In Casaterra, the focus will shift from training missions with other militaries until the end of January 2018.Circa 20 Minilovan soldiers will be deployed on intelligence duties, 40 more will carry out reconnaissance duties and for the first time. Starting in February 2018, the Minilovan military will WESCO navy exercises with approximately 230 Minilovan soldiers.

20th NSCC Concludes Annual Meeting

The National Social Consultative Conference today concluded its 20th annual meeting by formally submitting a summary report to Ri Hyo-jin, the Speaker of the National Assembly. The record two-week session was extended to commemorate the approaching 30th anniversary of the establishment of the Socialist Republic of Menghe, and followed the theme "Evaluating Three Decades of Progress on the Road of National Reconstruction."

Delegates to the 20th NSCC represented nineteen different social classes, from Jachi-hoesa executives to miners and fishermen, and hailed from every prefecture of the country. Thirty-four percent were women, and sixteen percent represented various minority groups, making this the most diverse NSCC in Menghe's history. In spite of all these differences, the 2,918 representatives were able to work in the spirit of harmonious cooperation, setting aside class disputes to promote the collective advancement of the Menghean nation.

In its opening round of resolutions, the NSCC passed on a favorable assessment of the central government's initiatives to modernize the economy, protect the environment, root out corruption, and improve the quality of rural services. Representatives read aloud letters they had received from citizens, including sharp critiques of local officials who had dragged their feet in following the will of the center. In the same breath, they noted that major problems still remain unresolved, and urged the central government to continue pushing forward on all fronts.

Yet a conference full of praise only would be devoid of purpose. Motivated the spirit of Choe Sŭng-min Thought, the representatives engaged in "pragmatic criticism," following honestly the slogan of "seek truth from facts" and stressing that "actual practice is the sole criterion for evaluating truth." After much heated but civil and cooperative discussion, these "pragmatic criticisms" unfolded into core advisory resolutions on two themes: medical reform and migrant rights.

Menghe's thirty years of rapid economic development raised the incomes and living standards of five hundred million people and lifted untold numbers out of severe poverty, yet the country's medical insurance system has not been fundamentally changed since the Decembrist Revolution. Local-level funding for hospitals means that rural areas often lack quality medical services, and many rural and urban hospitals are reported to engage in price-gouging to make up the revenue gap. Recognizing the extent to which these problems have impacted farmers, laborers, and clerical workers, the NSCC drafted a resolution calling for the establishment of a nationwide socialized medical insurance system, coupled with more consistent nationwide regulation of drug prices.

Modernization and advanced industrialization also brought two hundred million people from the countryside to the cities, turning Menghe into a majority-urban advanced economy. Yet the nationwide "internal passport system," established in the 1960s to coordinate the provision of services in a Communist economy, left rural-to-urban migrants with limited access to insurance, education, and other aspects of the public service system. While the NSCC has in past years passed resolutions advocating for migrant rights, only in this most recent session did it demand the complete abolition of the internal passport system, a move which would allow rural-to-urban migrants to re-register their ID cards in their current locality. The move is certain to be controversial among the established urban population, which now enjoys privileged access to these services, but the NSCC called it a necessary move to address growing social ills and improve social harmony.

Supreme Council Chairman and Supreme Marshal Choe Sŭng-min was unable to attend the conference in person due to ongoing medical treatment, but he did sign printed copies of the two "pragmatic criticism" resolutions, and is said to have written in bold, flowing letters: "Strongly support" and "Establish a timetable for implementation."

In the coming weeks, the National Assembly will deliberate on these recommendations, which in their current form are non-binding. Yet with the endorsement of Choe Sŭng-min, it seems all but certain that they will prepare roadmaps for implementation in time for the ceremonies on December 21st. Such complex issues undoubtedly demand complex solutions, and great patience will be needed as the central leadership pushes onward toward the betterment of Menghe.

As they depart Donggyŏng to return to their home provinces and consult with the masses at all ranks, the delegates to the NSCC no doubt carry satisfaction in their hearts. Following the will of the people, bringing together all domains of society, they have again contributed a vital role in the well-being of the nation.

Riot report slams Maljubav police

MALJUBAV, Minilov — A report into Saturday’s riot in the centre of Maljubav says that the Maljubav Local Police Service is completely unprepared for spontaneous breakdowns of public order. The report was presented to the media at a press conference held on Friday by the Interior Minister Ioan Pekmez (Liberal Democratic Party). The report says that the lack of a command structure meant that the reinforcements that were sent to help deal with the riot were not deployed efficiently.

Furthermore, the police don’t have the means to be able to predict potential threats to public order and take preventative measures.

The Police Internal Affairs Bureau report says that while police is apt at dealing with planned demonstrations, this is not the case when it comes to dealing with riots on the streets. The police were unable to prevent the looting of a number of shops along the Krešimir Avenue, despite an understanding with the City Mayor that they should always intervene. The report goes on to say that an inadequate command structure between the various Maljubav local policing areas meant that reinforcements were unable to be used to best effect.

"There were thirty people in riot gear waiting, but they weren’t used”, Mr Pekmez said. “The reinforcements from Jezerograd were also too late to stop the looting. Why would you bring in police officers from Jezerograd and not use the reinforcements that had arrived from other police services?

A plan of action drafted on the basis of the conclusions of the report will be discussed by the Interior Affairs Committee of the National Assembly on Wednesday.

    This weekend, our military, our People's Mobilisation, has performed a large-scale military exercise in our two westernmost Agricultural Districts, the Plysky Agricultural District, and the Kononov Agricultural District. According to sources provided to us by our glorious and infallible People's Mobilisation, the purpose of this exercise was to teast the readiness of our troops stationed in those specific Districts. The exercise was composed of 8 brigades, equalling 24,000 brave Vyzhvan soldiers, making this exercise one of the bigger ones performed by our People's Mobilisation on later days.

    The scenario which our soldiers were drilled in was the invasion of our country through the occupation of our 5 biggest western harbours. During the first day of the exercise "friendly" soldiers were to prevent the hostiles from venturing further inlands, however this was a task which was proved difficult, and the hostiles advanced. The tasks of the second day was to repel them back to the harbours from which the hostile forces had entered, and with the joint-venture between our People's Mobilisation and Air Force, friendly troops managed to drive the hostiles back, and banish them from Vyzhva. Of course none of our troops were injured, since this was just an exercise. However, should this have been a real scenario military strategists from our People's Mobilisation deem our soldiers to possess the capabilites to push back an enemy which has access to operating landing operations, and coastal invasions such as the one portrayed in this exercise.

    During the last day of the exercise, our soldiers were drilled in numerous forms of warfare, with them ranging from Anti-tank operation in an open area, to exercises regarding rapid entrenchment and construction of defensive measures. As for this, our soldiers operated "faultlessly" according to a high ranking military official present at the exercise. As long as our brave men and women are defending and holding the Vyzhvan borders against our numerous enemies, we have nothing to fear, for our love to our pulsating organ which is our homeland, is greater than any fear which we might be struck with through the bombs of our enemies. █

22 police officers injured in "orchestrated" riot

MALJUBAV, Minilov — Shops were looted and cars set on fire in the centre of Maljubav on Saturday night as celebrations of Minilov’s qualification for next year’s football World Cup in Septentrion turned nasty. What had initially had been an outpouring of joy at their country of origin’s qualification on the streets around the Turov Avenue degenerated into violence when around 300 of the 2,000 or so supporters that had gathered at the Maljubav Stock Exchange started to damage property and loot.

22 police officers were injured and 1 member of the public hospitalised during the violence late on Saturday evening. It is not yet known whether the member of the public injured was involved in the violence or was simply an innocent bystander. An eye-witness said told journalists that a group of around 300 people started to destroy street furniture and damage cars. The trouble-makers through missiles and a bus from the Maljubav public transport company was damaged.

Interior Minister Ioan Pekmez (Liberal Democratic Party) has pledged to dismantle any network if it can be shown that the riots in the Minilovan capital are being organised. Pekmez says the people behind Saturday's demo at the Courts of Justice had nothing to do with the rioting. He called the rioters "infiltrators" who ran use of the protest to run amok. Mr Pekmez believes it's too early to link the three recent instances of riot or to say that a network is behind it.

“Maljubav is experienced. 3,000 demos a year. Maljubav police are well organised and well prepared for the like. What went wrong on 25 November? That was not announced, triggered by a soccer match, where people were celebrating: an unannounced event, where something like that happens. As I indicated we're dealing with this. It's clear there's more behind this. It's orchestrated. They are using a quite OK demo to run amok making use of the anonymity of the crowd. I think this is new and we need to address it. We have to examine whether this is systematic. If it's so we need to expose the network and dismantle it. I think it's orchestrated!"

The rioters also looted a number of shops. On Sunday morning no one had yet been arrested. However, police are currently looking at CCTV images of Saturday evening’s events.

Central Casaterran Crisis: Yugoslovenski unleashes startling second round of sanctions

Amid a rapid breaking down of relations between Yugoslovenski and Ostland, both members of the Able Vigil Accords, The Parliament of Yugoslovenski unleashes a second round of sanctions, after issuing an immediate affect total embargo on December 1st. These new sanctions target the Ostlandian Government much more harshly than previous ones, but still affect Ostlandian businesses and civilians. For now, all border traffic between Ostland and Yugoslovenski is to be ceased, with exceptions to Ostlandians fleeing Yugoslovenski and Yugoslovenskians fleeing Ostland, all airlines coming from Ostland are to redirect around Yugoslovenski, and flights to Ostland are now banned. Ostlandian military aircraft that enter Yugoslovenski will be intercepted and escorted back to Ostland, while disregarding orders has been warned to be "very dangerous".

Additionally, all assets of Ostlandian corporations and the Ostlandian Federal Government have been frozen, and the condition of release being formal apology for what Yugoslovenski claims was Ostlandian mercenaries funded by the government attacking the Maldanian Government. There is a 21 day deadline (December 27th, 2017), or all assets will be seized by the federal government, and distributed to the military. Yugoslovenski Ambassadors are ordered to leave Ostland, and the Ostlandian Embassy is to be evacuated.

The growing tension between the two states escalated rapidly in November when the President of Yugoslovenski accused Ostland of funding "terrorists" in Maldania during the 2014-2016 insurgency in the state. Ostland has not formally commented on the accusation. As relations come screeching to a halt, many civilians in Yugoslovenski are questioning the Able Vigil Accords, as they have not made a comment towards the accusations either.

Economists question the rapidity of such sanctions being passed, after economic shock from the coup from the Organized States would have just now subsided in most states. Additionally, economic shock in Yugoslovenski from the embargo has not yet been determined.

Ostlandian Government addresses Yugoslovenski accusation

The Ostlandian Government already shaken by a second ring of sanctions by Yugoslovenski has issued an official response to Yugoslovenski accusations of Ostland funding Mercenaries in Maldania. The Ostlandian Government Spokesperson Kurt Moltke stated in an official response ''The Ostlandian Government has no involvement whatsoever in the funding of 'Mercenaries', the Ostlandian Government has never funded Mercenaries that are acting against a foreign nation, these mercenaries are on hired contracts by foreign dignitaries and investors who see themselves threatened amid the situation in Maldania, these claims are erroneous are clearly an attempt at manipulating World Powers to their own gain''. With this statement the Ostlandian Government has issued its first economic sanctions on Yugoslovenski, along with this the Ostlandian Government has begun the process of seizing Yugoslovenski companies assets within Ostland. The Ostlandian Government has also stated that any Yugoslovenski nationals that wish to leave the country are permitted to, but are needed to have their passports ready and identification, with this the Vest Ferry Line has canceled all travels to Yugoslovenski amid Yugoslovenski restrictions on travel, the Vest Ferry Line is planned to only transport Ostlandian Nationals from Yugoslovenski and Yugoslovenski nationals to Yugoslovenski.

Border Security Increased

Amid the situation between Ostland and Yugoslovenski, the Ostlandian Government has taken the initiative to heighten border security along the border with Maldania to ensure the chaos does not boil over into Ostland. Along with this the Ostlandian Airforce has begun a major operation to secure the border by conducting more patrols along the border to ensure any possible hostile aircraft do not cross into Ostlandian airspace. Ostlandian Home guard deployments have also been increased along the border of Maldania to ensure total border tranquility. The Home Guard has also increased patrols along the coast in Lake Undoubtable to ensure there are no illegal entries into Ostland. And to ensure Vest ferries safely move around the Lake safely.

New Metro Route planned in Krossa

Due to the exponentially increasing population of Krossa the Krossa metro has undergone extreme stress due to being overpacked. This has prompted the City Government under Government funding to begin the construction of a new set of routes throughout Krossa to lessen stress on certain routes. The Krossa City Government in a recent press conference announced the new route, and presented a diagram of which streets the metro connects to, and the estimated commuting times. Krossa Public Works estimates the new route will be ready for operation in early 2019 with. The City Government has also released an official poll on wether to plan another route to begin construction in 2020, the results are yet to be reported.
