Ardoki promised reform and joined the IFC in order to better usher it in. This angered a lot of people but he ended up being allowed to be a member. Resolution 22 (IIRC) was passed in order to help stuff in Ardoki. Ardoki ended up leaving the IFC because of it. Also, the dictator of Ardoki, Moriarty, who was in custody, escaped (maybe).

The IFC (or various members, at least) are invading in order to take control to ensure that Ardoki doesn't regress to its previous state.

As you may have guessed from my few days of absence, I've been getting very fed up with all the endless OOC quarrels. The best solution to averting OOC quarrels may well be to do more things ICly - and we can't run an IC government properly at present, unless you fancy more direct government ("dictatorship") from my end, which just results in IC quarrels. Many hands make light work, but the number of government ministers has fallen from twelve to seven - if you think the IFC is still a bureaucracy, you couldn't be further from the truth.

Since we are effectively at war, we need directors for the Task Forces, Air warfare, Land warfare, Naval warfare, and Peacekeeping. I am throwing the door open to applicants. Job descriptions are listed below: please apply here, or via TG to myself, Shazbotdom, and URA.

Deputy Minister of Defence:
Charged with assisting the Minister of Defence wherever necessary, in particular to ensure that the commanders of Rapid Reaction Forces and Task Forces and Member States and the various branches within these structures are co-operating with a central tactical direction that conforms to the strategic direction agreed by the External Cabinet (The Supreme Allied Commander, the Minister of Defence, and the Minister of Foreign Affairs and Director of Strategy), and also to encourage collaboration between member nations including exercises if appropriate.

Commander of Task Forces:
Charged with:
1. Implementing the creation of Ground Task Forces composed of member nation's divisions voluntary organized into IFC formations along the lines of Valaran's RRF proposals
2. The creation of Air Task Forces with similar arrangements
3. Arranging their tactical direction during deployments

Commander of the Air:
Charged with:
1. The tactical direction and operation of the IFC Rapid Reaction Air Force
2. Selecting and developing weapons and standards, including (a) the joint fighter programme, (b) standard communications, (c) aerial refueling standards, and (d) standard air-delivered weapons
3. Providing general strategic and tactical advice for the operation of (i) the IFC's Air Force, (ii) the Air Task Force, and (iii) Member State Air Capabilities

Land Warfare Commander:
Charged with:
1. The tactical direction and operation of the IFC Rapid Reaction Army
2. Developing weapons and standards, in particular a joint tank programme and standard ammunition
3. Providing general strategic and tactical advice for the operation of (i) the IFC Army, (ii) the Task Forces, and (iii) Member State Ground Capabilities

First Sea Lord:
Charged with:
1. The tactical direction and operation of the IFC Navy
2. Providing strategic and tactical advice for it and for the operation of national navies
3. Ensuring the protection of trade, in consultation with the Ministry of Trade
4. Developing weapons and standards where appropriate

Director of Peacekeeping:
Charged with developing and organizing all services required for the IFC to conduct peacekeeping, with the co-operation of the Blue Cross.

Cyberwarfare Commander:
Charged with developing the IFC's defensive and offensive cyber capabilities.

I should note as part of the reforms we would be developing the IFC's own ground and air forces into the airmobile RRF force. The task forces will be a not-quite-so-rapid main strike force. Our naval command shall remain distinct.

For reference, here is the provisional structure of the external consulate (the half of government under the Supreme Allied Commander) and here is the provisional arrangement of IFC forces. (Note some forces part of the RRF have been seconded to the Blue Cross).

Note units are shown in Red or Purple (unless the IFC pays for them, in which case they are shown in brown). Posts that are Purple (e.g. Task Force Alpha) or Dark Blue (e.g. Minister of Defence) indicate that a member nation should be in charge of it. Turquoise means that a member nation could be in charge of it. Green posts are run as an administrative office by the IFC's civil service (which is spread out over member nations) and I doubt anybody is inclined to RP the necessary bureaucracy - in any event, most of the actual paperwork is actually done by the Aestorian Commonwealth's Administrative Support Facility, which has about ten times the budget and actually has sufficient resources. Normal blue signifies a notional arrangement without anybody in charge of it.
