I think this is a direct attack against the citizens of other nations. Inyursta is basically legalising illegal smuggling of prohibited drugs into countries, where they cause much crime and physical/emotional/mental harm (such as death)

as well as tearing apart families, damaging the health systems and putting people in prison.

I didn't single out developed western nations, I just interviewed a character who pointed out the (RL) fact that the most consumption of the drug comes from those nations, while the production largely comes from Latin America, as well as minor crops in other tropical regions.
