I present to you the first draft of my proposal for the International Health Coalition. Which is basically an expanded and updated Bluecross.

Preface

As it currently stands, the IFC Bluecross currently suffers from a lack of direction, and lacks any true personal to have any effect in a true crisis. Furthermore even if it were to receive the needed boosts it would lack the people and equipment for helping the long term health of the nation and NS as a whole. As such I propose that the Bluecross be merged with a new IFC organization which shall be known as the International Health Coalition, IHC for short, and become the 'rapid reaction' arm of a greater IFC health push.

The main body of the IHC would have several key missions; coordinate medical research among members, provide long term medical assistance to LDC(less developed countries), monitor member nations and the NS multiverse -to the best of their ability- for potential outbreaks before moving to contain them, and provide communal resources for all medical services within member nations.

The Bluecross shall be reorganized for large scale capable missions within large disasters alongside short to medium term medical assistance for LDCs and any other nation which needs immediate outside medical assistance. It will be given far larger amounts of equipment – ranging from trucks to supplies and ships- and will be primarily meant for immediate aftermath response. Furthermore it would become a subordinate organization to the IHC and serve as a mobile health service where every the RRF deploys.

Organization of the IHC

The IFC council -for non IFC members they would simply send delegates to appropriate meetings- shall be the head and supreme body of the IHC. There shall be a vote among members upon the Director-General every general IFC election. Furthermore the Director-General shall appoint deputy-directors to assist in the organization and management of ongoing and planned programs, and continued assessment of policy for effectiveness.

There shall additionally be dedicated spaces allotted for the further research of medical techniques, technologies, and treatments inside of member states. For the further coordination of research there shall be created a joint network/database of common and shared information between nations and researches which any authorized researcher shall be allowed to access.

To monitor the potentiality of an outbreak, the IHC shall request from each member a report on current status of various know diseases and potential vectors as well has maintain a network of independent personal and staff within each member for the continued independent monitoring of ongoing health crises and potential crises.

For the continuing of availability of medical assistance in emergencies and nations without the capacity for such care the IHC shall maintain a stock of medicine, vehicles, equipment, and personnel needed to supply and direct missions to any location within the multiverse.

To ensure the proper personnel are available each member nation shall be tasked with maintaining a force of personal at all times which can be used in conjunction with personnel from other nations to provide the needed personnel to support and sustain the deployment.

I'm sure there are plenty of things which could be done better, so tell me.

Unusually, Ausitoria is very sympathetic to the Nihonese on this matter. If you'd be likely to accept it, you could be invited to the Summit - you could even RP having your ambassador bump into Moriarty and O'Brien on the corridor, just for the dramatic interest.

Ausitoria ejected three members. Since then they have accepted one back, invited another back; and accepted about twenty other applicants anyway.

Ardoki is here because they are handing over prisoners and being cajoled and coerced into liberal reforms.

What's going on is that Roski and a few others are upset that Ausitorian diplomacy is being more successful than an invasion would have been.

Yeah, what's this whole blockade thing about anyway? I understand that Ardoki is undergoing a number of changes- changes in government, reforms in laws and policies and that the IFC is going to be in charge of all this. So why exactly are SACTO & others throwing a fit over war criminals being tried by the IFC than by them? (besides their longstanding enmity)
