Second Formatting and Procedures Amendment (2015)
An Act to amend the Formatting and Procedures Act (2015)
Amendments
(1) Section "Definitions," is amended thusly:
"(1) “Act of the Senate” is defined as any legislation passed by the Senate of the Western Isles.
(2) "Resolution" is defined as either:
a) a non-binding measure used to express the approval or disapproval of the Senate on any subject, or otherwise comment on an issue.
b) a measure to exercise a binding power of the Senate that is not a law-making power.
(3) “Bill” is defined as any piece of legislation under the consideration of the Senate, prior to passage."
(4) The following format shall be added to the Section "Standard Formats."

I second the motion. Now that we have 4 Senators we'll have to wait for another one.
In the meantime, what labels do you mean?
As the act says, resolutions are used for pretty much everything other than making laws. We have other powers, or may make other powers, that don't just relate to laws. Resolutions can be used to express the Senate's opinion, or do things other than laws. For instance, if we had passed the Order of the Senate act, a resolution would've been used to award it.

I think we should. I believe the power to set punishments resides with the Senate, the court has the power to determine if a person is guilty of a crime, and what punishment they deserve out of a range we prescribe.
Traditionally legislatures have had the power to determine the punishments for crimes, and I beleive we retain that right.
