It was put on too early, and they had virtually decided the fate of our region, We should a voice too obviously, for the West asserting this kind of dominance is unreasonable. The Caliph sighed, and continued, "I am refusing a second referendum. Whether it is funded or not by a foreign power. Yosun will have a second referendum after this is over. Until then, funds and resources will go towards rebuilding the region."

Seeing that this was the closest point, when the parties of the conflict were all gathered and on the verge of making peace, President Rellăs Famél decided not to wait and placed a document on the table.

PROTOCOL

Peace Agreement

Between

The Kingdom of Al-Ahsa/The Commonwealth of
Al-Masri Caliphate

And

The Federation of Iackstorm


The Trilateral Contact Group consisting of representatives of Iackstrom, Al-Ahsa/Al-Masri Caliphate, Yaramaqui, United Soviet Jason Republic and the representatives from supporting, neutral and third-party countries in Sunalaya, having discussed and considered the proposals issued during consultation in the Rezuan Peace Summit, achieved understanding in need of to take the following steps.

1. Ensure an immediate cease-fire on both sides.

2. Permit that the cease-fire be monitored by the USA.

3. Assure the withdrawal of all combat military forces from the front lines, zones of conflict and the territory of the Kingdom of Yaramaqui under observation of USA peacekeeper soldiers.

4. Any and all humanitarian efforts in the countries affected by the recent natural disasters, including Yaramaqui, would only be carried out by non-combat military personnel.

5. The State of Yosun would eventually be given permission to hold a second referendum on its status, with the referendum being hosted by a neutral third-party state and any and all military forces being temporarily withdrawn from the territory of Yosun until the referendum is carried out and the votes are counted.

6. Military forces of intervening parties, deployed to participate in the current conflict, are withdrawn from the region, with the only remaining forces being the ones stationed there under agreements between countries and prior to the current conflict.

-A Sub committee shall be created by the General Assembly to oversee reconstruction of the region.

"I think this covers all the basic points. I welcome input on the finer terms of the matter. I want this resolution to be a group effort. This will only be in affect for all USA aspects of the treaty suggested by Sunrisia , which the USJR would like to sponsor."

"Excuse me, but I think you have brought up a valid point... How did Yosun organize its first referendum? It had just experienced some of the massive damage from these Earthquakes yet they took time to set up a referendum by pulling many power away from humanitarian aid to determine if they would join the Caliphate? I would think the first obligation of Yosun would be to stablize the nation and help people before worrying about joining your Caliphate. I also question the validity of the first referendum due to the fact that people may not have been able to made it to polling stations due to te devistation in Yosun.

The Caliph looked directly at Chancellor Pudikov directly and continued, "I doubt a second referendum will receive as large of a turn out."

Pardon me for intervening again, but we are not insisting on the second referendum in hopes of a different result. We simply want to repeat the process under different conditions, where the international community can make sure that everything has indeed been carried out in accordance to the international norms. If the people of Yosun vote in favor of staying with the Caliphate again, then there will be no questions left. As for the time of the referendum – carrying it out now would be the best time, because Yosun has not yet been fully assimilated into the Caliphate.

"I hope you are not seriously thinking I will believe such a lie." Said the Chancellor as he looked back at the Caliph.

"You can not possibly believe that 89% of Yosun's population voted after a 9.8 magnitude Earthquake knocked out power, water, communications. How did the people even know about the referendum if you can not even drive down the roads of cities where entire buildings are now laying in ruin blocking the roads. I refuse to believe that false statistic and I hope other here will as well."

"What I suggest from all this, is to focus on Humanitarian efforts first for the sake of rebuilding the region, when things improve, THEN we hold the second referendum. Reports now have been even showing the massive celebrations in Yosun for joining the Caliphate. There is nothing from with autonomy. Just like what we have been saying since the beginning."

Only northern Yosun was damaged in the Earthquake, which is largely depopulated; and where the majority of those who did not vote are located. You forget, just 50 years ago, the majority of the region traveled by camels, horses, mules, and donkeys. These still exist today, and with damaged roads, they are more effective in travelling in this times."

The President took a seat behind the table, sighed, took a sip of water and thought to himself. “I think there’s nothing more left for me to say. No words.

He then took the time to make a correct copy of the peace protocol, with additions of conditions proposed by USJR.

PROTOCOL

Peace Agreement

Between

The Kingdom of Al-Ahsa/The Commonwealth of
Al-Masri Caliphate

And

The Federation of Iackstorm


The Trilateral Contact Group consisting of representatives of Iackstrom, Al-Ahsa/Al-Masri Caliphate, Yaramaqui, United Soviet Jason Republic and the representatives from supporting, neutral and third-party countries in Sunalaya, having discussed and considered the proposals issued during consultation in the Rezuan Peace Summit, achieved understanding in need of to take the following steps.

1. Ensure an immediate cease-fire on both sides.

2. Permit that the cease-fire be monitored by the USA.

3. Assure the withdrawal of all combat military forces from the front lines, zones of conflict and the territory of the Kingdom of Yaramaqui under observation of USA peacekeeper soldiers.

4. Any and all humanitarian efforts in the countries affected by the recent natural disasters, including Yaramaqui, would only be carried out by non-combat military personnel.

5. The State of Yosun would eventually be given permission to hold a second referendum on its status, with the referendum being hosted by a neutral third-party state and any and all military forces being temporarily withdrawn from the territory of Yosun until the referendum is carried out and the votes are counted.

6. Military forces of intervening parties, deployed to participate in the current conflict, are withdrawn from the region, with the only remaining forces being the ones stationed there under agreements between countries and prior to the current conflict.

7. USA peacekeepers are sent into Yaramaqui to oversee the recovery effort.

8. USA peacekeepers are sent to the Iacki-Caliphate-Erani border for a period of four months to oversee the stability of the international boundary as observers.

9. A Sub-Committee shall be created by the General Assembly to oversee reconstruction of the region.
