GREATER PONERIAN SECURITY TREATY
PreambleIn order to ensure the stability and security of the Greater Ponerian region, the Parties to this treaty affirm their intention to uphold this treaty, and all future treaties, in good faith. They affirm their dedication to civilisation, stability, and the rule of law for all beings, regardless of race, species, sex, or religion. The Parties also further affirm that the preservation and promotion of stability in Greater Poneria will open the doors to greater economic and personal prosperity for all beings, and the Parties will seek to spread this prosperity as best they can. With these goals in mind, the Parties agree to this treaty for the establishment of stability and security for Greater Poneria.Chapter I: Agreements & PoliciesArticle I
The Parties to the Treaty agree to settle any and all disputes between them by peaceful means, so that the stability, justice, and peace of Greater Poneria is not unduly disturbed.
Article II
The Parties to the Treaty agree that an attack upon one of them in any way, shape, or form, anywhere, be it on land, water, air, or space shall be considered to be an attack upon all Parties.
Article III
The Parties to the Treaty agree to seek--in good faith--the elimination of conflicting policies between them, and to seek greater integrations of economies and institutions between all Parties.
Article IV
The Parties to the Treaty agree not to join, ratify, or participate in any international organisation whose aims or requirements conflict with a Party’s agreements to this Treaty.
Article V
The Parties to the Treaty agree to provide good faith assistance to each other in all matters, when invited to by the Party in question, or upon the request of the Council of Nations.
Article VI
The Parties to the Treaty agree to consult with the other Parties via the organisations of the Treaty when an issue concerning the common interests of all Parties arises.Chapter II: Organisation & BodiesArticle VII
In order to fulfil the duties set out in Chapter I, a Council of States is to be established, on which each Party to the Treaty is to be represented equally. This Council of States will be empowered to arbitrate conflicts between Parties, establish other organisations in order to fulfil its Article Chapter I obligations, and to provide a judicial body for the interpretation of the Treaty.
Article VIII
In order to fulfil its duties as set out in Articles II & V, a Joint Command will be established, in order to coordinate activities of defence, peacekeeping, and aid amongst all Parties. This Command will only exercise control over forces and bodies provided to it.Chapter III: Ratification & ExpansionArticle IX
This Treaty shall not come into effect unless it has been ratified and approved via the appropriate legal processes of that Party.
Article X
Any state may be invited or request to become a Party to the Greater Ponerian Security Treaty, however such an invitation may be extended or request accepted by a majority vote of the Council of States. Any pre-existing Party may veto a state becoming a Party to the Treaty, which may--in turn--be overridden by a vote by two thirds of the Council of States.
