Actually, would it be possible for there to be a cap on military contributions or use population caps? It does seem a trifle uneven, though I know he is just trying to be supportive of the alliance.

What I'd prefer regardless is the possibility of fast reaction forces to deal with things like insurgency, terrorism, evacuations and other emergencies, with our alliance being able to fall back on the general armed forces of the member states if something bigger came along. OOC wise too, smaller conflicts are often more fun.

Yeah, I have just had a few numbers in my head I check before I accept any military contributions and financial contributions as well. So we do have a de jure set of caps, but its not written in law. Since your chief of military you can author a policy on it and we will make it the de facto one.
