The International Union

Welcome to the International Union. The International Union is a politico-economic union between member states. Any democratic nation may apply to become a member state. The International Union in broad is just a political alliance. Once you are in the IU, its up to you to find areas which your country would feel good about joining, such as the Open Border Pact, or even as integrated as a shared currency. The IU never mandates you do major things, but allows you to "Opt-In" and "Opt-Out" on what you want.

Diplomacy

The IU Diplomacy Division (IUDD) is the largest division, it is home to the Executive Commission, the Executive Ministry, and the International Union Assembly (IUA). The IUA is a assembly of delegates elected from all member states to serve in the IUA. The IUA forges IU Legislation. The Executive Ministry forges IU Policy. The Executive Commission puts the Legislation and Policy is order.

The Open-Border Pact is apart of the Diplomacy Division as well recently, which you may sign!

The International Union Assembly

Trade

The IU Trade Division which houses the Trading & Economics Assembly and the International Union Central Bank (IUCB), the Assembly works and meets to discuss Trade between member states and hear the world trade reports, along with the Economics part, dealing with Taxation, Budgeting, and managing IU from a Financial Side.

The International Union Central Bank

The IUCB is the Central Bank for IU, it helps in sending aid to underdeveloped member states or just member states needing monetary assistance. Member States may donate to the bank in the IU Currency which you may convert your money into at the Bank, this money will go towards helping other Member States in Monetary Relief.

The IUCB has now been tasked with a Shared Monetary Unit, the 'Iuro' which is the currency of the International Union. Member states may now officially apply to become a holder of the Iuro Currency. The Iuro currency also is measured by the strength of the economy's of all IU nations wither they are in the Iuro or not.

The Mid East Federation, President & Founder is also President of the IEDC! (International Economic Development Council) Head on over their to be apart of the global foreign aid project!

Military

The IU Military Division is the Alliance Part of IU dealing with Member States that sign up for this Division the protection of others in the Division and for you to protect others also in the Division. It acts as an Alliance Treaty upon joining. NOTE if you declare war on someone member states are not obligated to help, they are only obligated when you are declared war on or a victim of an attack. This is a Defensive Alliance. You may donate Military Goods to use as the International Union Military Batch that will be deployed to assist member states when needed.

3. This will enable each crisis to have a player lead response to it.

New Recommendation as Minister of the Military: Protocol for Writing Military Posts.

In order to maintain a sense of quality writing, I would like to suggest the following steps be done in writing military posts, especially upon entering a thread for the first time.

1. A declaration of policy. What this means is that the government in question decides to take military measures. Any exchange of agreement to deploy troops to a country requiring aid, for instance, should start here, and #2 should not start until after this is done unless one is invading or something.
2. A declaration of military preparations. This can include gathering intelligence, preparing supplies, gathering troops to deploy them onto transport, briefings, etc.
3. At least one post describing travel towards the destination.
4. At least one post arriving. If in a foreign country or place where the poster's troops have no base, there should be a declaration of arrival as in a request to land or an opportunity for detection by enemies which includes any efforts at stealthy approach.
5. Actual boots on the ground. From here on, a fair exchange of posting actions while giving opponent/allies a chance to respond.

Nuclear Energy Funding Act

I: Funding


1: Funding for Nuclear Power Plants will only be given to nations in the IU (International Union) who have shown capable and trustworthy of handling the responsibilities of said Nuclear Power Plants, and have shown to understand the potential lethal affects of Nuclear Power Plants to the environment and health of the surrounding populace and area.

1A: Nations will be considered capable and trustworthy by analysis of past history of the nation, the current state of the nation, and the general knowledge the nation seems to have concerning radiation.
1A-: Nations will be considered capable and trustworthy by the IU, NOT the EESRC


2: Funding will be set to a limit of 8,000,000,000 (8B)

2A: Funding cap may be increased in special cases.
2A-: 'Special cases' are where The International Union Council (IUC) and the administrative positions of The International Union Grand Bank (IUGB) have voted (At least 50%) to increase the funding cap.

3B: Funding is to be shared and given among nations by the EESRC


3: Funding for nuclear power plants must and will be regulated by the IU and EESRC.

3A: If the nation for which nuclear power plants are being funded is found to be misusing the said funds, such as by using the funds for projects other than nuclear power plant construction/worker wage, nuclear weapons research, or the government has decided to no longer use said funds, then funding to the said nation for nuclear power plants are to cease.


II: Health, Safety, And Ethics Code


1:All workers must have a minimum of one(1) medical examination per month to look for signs of abnormal cancers, tumors, high levels of radioactivity, or any other radioactive-related diseases, symptoms, ailments, etc.

1A: If the worker in question is found to have the described signs of abnormal radioactive-related signs, then the worker is to be put on paid-leave and be provided with the healthcare needed until the worker recovers.

1B: If the worker dies from the described signs, then the workers family is to be compensated.

1C: If any workers are found to have the described signs, the area of the nuclear power plant is to be immediately searched for abnormally high levels of radioactivity with an approved radioactivity detecting device.
1C-: If abnormally high levels of radioactivity is found, then the nuclear power plant is to be immediately sealed.


2: A minimum of one(1) examination per month for each nuclear power plant by one(1) approved IU radioactivity inspector, one(1) approved IU safety inspector, and one(1) approved IU general inspector.

2A: All ratings and notes by the said inspectors are to be documented and archived.

2B: If any of the inspectors rate the nuclear power plant lower than 85/100 HC, or the inspectors find something to be extremely abnormal, unethical, or otherwise dangerous in some way, shape, or form, then the said nuclear power plant is to be immediately sealed.


III: Nuclear Waste Disposal And Nuclear Meltdown Evacuation/Sealment


1: All nuclear waste disposal areas are to be documented, archived, and approved, before the nation is allowed to dispose of the said waste in the area.


2: If a nuclear meltdown occurs, the local government is to immediately alert the surrounding populace and evacuate them to a safe area.


3: If a nuclear meltdown occurs, the local government is to immediately mobilize task groups tasked with sealing the nuclear power plant in question.

3A: Task group members are to be fitted with Class:6 radioactivity-protective suits.


4: The local government must then bar access to the affected area of the nuclear power plant.


5: The local government is to immediately inform the IU and the EESRC of the nuclear meltdown.


IV: The Energy Ethics, Safety, And Responsibility Committee


1: The Energy Ethics, Safety, And Responsibility Committee (EESRC) are to oversee the funding and operations of the said nuclear power plants, are to provide the IU approved inspectors, are to inform the IU of any nuclear meltdowns or nuclear power plant sealments, are to document and archive the above specified areas, and are to give all information that they have collected to the IU.


2: Once a month, the IU is to send one(1) ethics inspector, one(1) corruption, power, and information inspector, and one(1) general inspector.

2A: All ratings and notes by the said inspectors are to be documented, archived, analysed, and are to be kept Class:C confidential (Class C: Cannot be viewed by any committee's of the IU, can only be viewed by administrative, advisory, minister, and deputy minister positions of the IU, including The Diplomatic Division, The Trade Division, and The Military Division.)

2B: Notes are to be analysed and reviewed by the IU.
2B-: If the IU finds the EESRC to be corrupted, abusing power, abusing funds, or the IU finds something abnormal is some way, shape, or form, the IU is to start an investigation into the matter.


3: The EESRC is to be given funding appropriate to the allocated amounts decided by the IUGB.

IU WMD Control Act

Purpose of law
To establish a set of laws and agreements to both maintain and control member states Arsenals of Weapons of mass destruction and such defined.

Definition of a weapon of mass destruction
The International Union defines Weapons Of mass destruction as a nuclear, radiological, biological, chemical or other weapon that can kill and bring significant harm to a large number of humans or cause great damage to man-made structures (e.g. buildings), natural structures (e.g. mountains), or the biosphere. The scope and application of the term has evolved and been disputed, often signifying more politically than technically. Coined in reference to aerial bombing with chemical explosives, it has come to distinguish large-scale weaponry of other technologies, such as chemical, biological, radiological, or nuclear. This differentiates the term from more technical ones such as chemical, biological, radiological, and nuclear weapons (CBRN).

Use Of WMD
The International Union declares that the use of WMD is to be used only in times of a last resort or the use of WMD by hostile forces and as such the IU bans the use of aggressive WMD uses including a first strike policy and instead declares a nations arsenal to be completely defensive and remain defensive unless given approval for aggressive use by the member states of the IU along with this any aggressive use by a member state will result in immediate action by the members of the International Union as a whole.

Limitations on WMD
The International Union declares that member states are limited to the number of active WMD they can have at any given time and as such can only have so much weapons in active service as stated in this act which includes the following

Nuclear: Member states may only have up to 3000 active strategic nuclear weapons if given approval by the IU council deployed at any time with another 2000 in storage service if given permission from the IU council at any given time this includes ship launched missiles, Air launched missiles, ground based weapons and space based weapons.

Biological and Chemicals: Nations may have up to 100,000 lBS of chemical and biological weapon materials in active use if given permission at any time but these weapons are to be limited to last resort only and will be monitored by the IU strictly which are to be contained correctly
