But that's the general idea. Easily the largest single challenge in terraforming Mars (not to imply that every other aspect of the task is nigh-insurmountable in itself) is accounting for the near-lack of a proper magnetosphere. Unless you happen to have a convenient way of melting Mars' core then send it spinning, there is little one can do.

Oh, that is easy. A large nuclear pulse engine-equipped spacecraft. Robust enough to be fitted with an artificial gravity ring, food production facilities, and proper radiation shielding. I could keep it in Earth orbit if I wanted to have an internet connection, but I could also take it on multi-month trips to other planets and back if I wanted to.

Granted, it definitely would be unable to land on said planets, however. But, it could be fitted with landing craft or probes with conventional chemical rockets for this purpose.

My favorite is the "floating cities" one. I've actually consulted structural and civil engineers here at the UW about the plausibility of my nation's creation, and how it would be done, so I know full well the difficulties of sticking a city anywhere but solid ground.

Europa, Enceladus, possibly Ceres, and I think on or two other planetoids may have subterranean seas shielded by ice. The thick shells of ice would protect the oceans from solar radiation, so they wouldn't need magnetic fields.

@Vistora not sure what reason Sarif would have for bothering them.
