I'd say you can if you want to, no one's going to stop you. It's just not recommended because it encourages wank opportunity.

Sure, technically, it's up to whether people agree to RP with you. In practice, though, lots of nation stats are just too out there, from military size, to income tax, to GDP per capita. Hell, most of the time I feel like there are only three real economic conditions for NS nations: Imploded, Meh, and Frightening. And income is obviously going to be less than GDP per capita, so under NS stats I'm starting with a minimum of ~$163,000/year each for my oversized population.

It's better to just eschew them for RP and not play with others who use them unless their NS stats are within reasonable ranges.
