Alternatively, blockades aren't always acts of war, so that's a good option.

What makes you think the Imperium has any trade with Excidium Planetis? IC, our nations have hardly interacted beyond the World Assembly, and our Isolationist policies tend to leave us without trading partners in general.

I would like to have plenty of planets from an RP perspective because:
-Planetary evacuations are fun.
-Having to prioritize where to send fleets is fun and adds fodder to the diplomatic chatter.
-Gives me more excuses to have things occurring, if you have only 30 or so planets having a horrible disease break out on one of them every week is kind of excessive.
-It means I can border more stuff, and therefore be more concerned about more stuff without sounding silly
On the other hand, too many planets makes the concept of an empire that big seem excessive and might also break people's willing suspension of disbelief.

By contrast, our shock troopers are more comparable to heavily-armoured Einsatzgruppen than the USMC. We may have gone slightly bonkers on the military bit.
