Government issues Official Travel Warnings

Despite the best efforts of the CHO and the Xrevaran government, the ticking flu continues to spread. An estimated 90 cases have been confirmed with 20 confirmed deaths. However, a sudden string of mysterious deaths in a refugee camp outside of Rehusó has sparked concerns that the flu has entered the refugee population awaiting reallocation. Rehusó has been put on an official travel ban with sea traffic being redirected to Grókea and Ozran. The Queen, along with the Head of the CHO branch in Xrevaro, have advised all people entering and leaving the nation to wear surgical masks and consider the idea of wearing gloves in public areas to help prevent the spread.
With this being the first outbreak of any disease the nation has had to deal with in almost a century, many are anxious to see how the healthcare system and government respond.

Climate Summit Concludes


The Kirsdoff Climate Summit wrapped up this week as about a dozen nations signed onto a treaty with the goal of limiting greenhouse gases. Charles Rochester, ambassador to the conference, was quoted as saying that the summit was "very successful for Vancouvia" and that "Vancouvia is and will continue to be a leader in this field."

Vancouvia controversially refused to sign onto the Western Isles Climate Response Council, essentially a charity designed to help latent nations fund their energy infrastructure through taxation of federal revenues. "Vancouvia is going to save billions of dollars in the coming years because of this decision," said Rochester. "Prosperity for Vancouvians comes first; we achieve success on our own merits and it is time for other nations to step up as we have and will."

Terrorism, Gang Activity Increase in the City


26 hostages were freed today from West Central Bank after a 48 hour standoff with police and Vancouvian Special Forces units. This comes at a time of heightened violence in the I.D., with the Island Guard frequently relying on stationed Vancouvian military personnel for aid. "The VSF Cohorts in the I.D. are there for observation and training," declared Congress in an address today. "It is with some reluctance that we must repeatedly commit our forces to the protection of the district when the local authorities call on us to do so."

Several sources cite the widespread corruption of the Island Guard as a chief reason for the growing violence and lawlessness.

"We are prepared now," said General Storm, "to counter all threats that may exist in the Argean Sea. Government announces health screenings in response to Ticking Flu.

The Council of Approval approved the Chief Executive's request to put in place health screenings for flights coming from Atnaia and Xrevaro. COA approved the screenings by a 61:39 vote ratio. The Council Of Proposal And Drafting had no objections. The health safety measure will be implemented at Lardingo International Airport on April 16th, 2017.

Divorce rates very low in AM; marriage vows remain permanent for most citizens

While, the marriage month in Athara Magarat might have ended, marriages are still in practice unlike in the past indicating that tradition-loving Athara Magaratis have given up the notion of good marriages happening only when the bride and groom tie their knots in the auspicious month. And there has also been a tremendous spike in marriages that were traditionally uncommon in the island of Athara Magarat. While marriage across ethnic and religious lines was in practice in the multiple nations-spanning Khas-Kirat Empire, such ties had became rare after the dissolution of the nomadic empire. Now they are resurfacing and along with them same-sex marriages that are still unheard of in many nations.

But even with such cases of rise in non-traditional marriages; demographers, anthropologists and psychologists have unveiled recent statistics that show that only 0.32 divorces taking place per thousand people. They also further pointed out that divorce has remained rare and almost constant throughout Athara Magarati history.

The first and the foremost reason given for such low divorce rates (perhaps one of the lowest in the Isles) is that Athara Magarati society has one foot in modernity and another in tradition. Almost all Athara Magaratis are extremely religious with no notice of any atheist population and most Athara Magaratis are further sycnretic in faith: following their ancestors' traditions as well as mainstream religions like Buddhism, Balnianism, Nyssic Christianity, Whindism, Islam, etc - a fact which means that the average Athara Magarati follows at least two religions in the secular democratic socialist republic. As most religions place emphasis on sanctity of the marriage vow, the devout Athara Magaratis (who unsurprisingly have high religious activity rates) are less likely to think of divorce than other people.

The next important fact to take note of is that even with the rise in inter-ethnic, inter-racial and inter-religious marriages as well as same-sex marriages, still more than half of the marriages are arranged beforehand by the parents and the society especially among the Khas-Kiratis. Though they are generally considered as a single cultural group, the Khas-Kiratis have diverse traditions and some of the most unique arranged marriages in the Isles.

The Khas people for instance, believe that marriages should occur between families as far as possible and travel long distances to search for a suitable Khas boy or girl of marriageable age. Meanwhile, the Magars (including the Four Kham tribes of Pun, Gharti, Rokka and Budda who make up the dominant group in Athara Magarat), Gurungs and similar tribes like the Dura, Chepang, Thakali, etc prefer cross-cousin marriage and only go searching if the cousins have been already taken away.

In the dominant Pun tribe (which has preserved its traditions despite the Four Khams being one of the hordes to convert to Balnianism), a person cannot marry someone within his/her clan or a special clan. For example, a Purja cannot marry a Purja and a Garbuja (this has something to do with stories regarding flower and tree; believe our word for this). And when a Sherpuja woman gives birth to a baby without the father's identity, the child's clan is White Sherpuja while his/her mother was a Black Sherpuja. The rule applies to all Pun clans.

Other unusual practices involved the Bhutias who traditionally had polyandry. A woman among the Bhutias generally married a group of brothers for socio-economic reasons in the high mountains. Men usually died in young ages in the mountains (still the harshest place to live in Athara Magarat) hence to continue their line, brothers would marry the same wife. But this tradition has more or less disappeared among the new generation Bhutias (except for some girls who want their own harem).

And not to mention the Kirant-Limbus or Yakthungs where a man can marry his elder sister-in-law provided that the older brother has died. One of the most famous person who got married this way was none other than the legendary Chemjong Hang, 7th (or 6th if Angdemba Hang the Usurper is not counted) Mahang of the Khas-Kirat Empire. His wife Doquma was the Balnian Kiranti wife of his deceased elder brother.

These strange marriage customs forced upon individuals by the society meant that whoever planned for divorce went against the society and the Khas-Kirati have always been collectivists no matter which tribe they belonged to. Asking for divorce would be being a social outcast something one could not risk in the mountains, hills, steppes and jungles in the past.

The extreme focus on society by an average Athara Magarati is also said to another reason for lower divorce rates. Still today, many cases are settled within local tribal councils or meetings that go by different names (kurultai, kachari, jhara, bhela, etc) for the fear that if such cases are reported to authorities, the tribe's name would be in bad spotlight. And most divorces cases are often solved at local level without being reported to authorities on time. It was only after the nation became a democratic socialist republic that official divorce papers had to be made at any cost (or else there would be heavy fines) and divorce rates started being counted.

The final reason given by not demographers but by the married couples who were surveyed was that they could not put their children and society at stake with divorce. Often many times, a husband and a wife shouting for divorce break down when the society asks them what would become of their children, their family and the society they live in. Traditionally, most Athara Magarati couples have one or more children immediately once they get married and with the declining population the government has also been requesting citizens with incentives as bribes to have children as soon as possible. Hence, even if some Athara Magarati couple rarely do ask for divorce, they immediately call the matter off after thinking of their children, their family's future and the children's place in the society.

And this fact is supported by none other than the statistics that the few Athara Magaratis who get divorced are mostly childless young couples who had married out of their own will after hitting off. Whatever the reason, it seems that marriage is indeed the most sacred and treasured vow in Athara Magarat making the socialist republic one of the lowest divorce rates having nations in the Isles.

CIDF reports growth in Euranian economy, however notes room for improvement

The Covonantian International Development Fund (CIDF) has issued a preliminary report concerning the issuing of FUNDs from the CIDF to Eurania a month ago. The report expressed that the FUND is pleased with the recent legislation passed in the Euranian Nationov Zoviet in the form of the National Economic Policy. The report stated that "The Euranian government are seen as eager to boost their economy and reap in the rewards from their aligning of fiscal spending and economic outlook." The report however expressed that there are still shortfalls in programme that the Euranian government should address before the 1st quarter has passed where it states "the FUND identifies that though government support of the programme is seen, the moves at certain recommendation which are vital to Eurania overcoming fiscal burdens are yet to be addressed. In the first stage of the transfer of funds, the Eurania government acting on the advise of the CIDF has disbursed finances in areas focusing on machinery and agriculture which we hope by the first quarter will account for growth in that sector, we are however displeased that the Nationov Zoviet has not made it a national priority of the National Economic policy to focus great attention on the implementing of a robust tax system. We however wait to see if the Nationov Zoviet will heed our calls for speedy reform in this area." The CBC spoke to CIDF representative to Eurania Mr. Eugene Ignacia where he expressed that the government would find challenge in implementing stage 2 of the agreement if a robust tax system is not pursued.

We have seen where the Euranian parliament, the Nationov Zoviet has made well on the recommendations made in having the first phase of the loan established we see where the economy is beginning to pick up, but we are also concerned with the long term vitalization of the economy, and we stressed in our meetings with government officials that a robust tax system is needed. We were pleased to see the creating of the National Economic Policy that have implemented some of our proposals we hope in time more will be added such as the total liberalising of the economy, we however are cognizant that these can't happen immediately and must be gradual thus not causing much shock to the economy, but we hope they will be pursued vigourously.


Mr. Ignacia expressed that if the Euranian government does not act in the early stage by having their tax system reformed they will have challenges in its Balance of Payment and may see great reduction in its government budget that may find them at the CIDF for more loans.

The CIDF was not created to be an entity that sees nation continuous reliance on the FUND money. We operate to bring nations at a tolerable level that they can sustain themselves financially. We always recommend to any state that looks to the FUND for financial assistance that if their tax system is broken it must be fixed. Any state that is looking to survive on loans for any period of time has to ensure that while they are paying it back at interest that they are able to have a robust tax system that can allow for the cushioning of effects.


Mr. Ignacia expressed that the CIDF will be making these concerns known to the Premier when he meets with her next week Monday.

Zone of Marlonicis opens bridge connecting to Senoica

The Zonal Council of Marlonicis has approved its zonal project of a bridge that would connect mainland Covonant to the island territory of Senoica located in the zone. The project that has cost the Zonal Council in excess of $2.6 billion dollars. Speaking at the opening ceremony of the bridge was Mayor of Marlonicis His Worship John Harolding.

I am pleased to announce the opening of the Aureus Bridge which will now connect the Island of Senoica to mainland Covonant


Mayor Harolding expressed that the venture took 1 year and 3 months to complete.

This project that I am sure will serve the people of not only the Zone of Marlonicis but also the Union of Covonant at large. This initiative that lasted for roughly 1 year and 3 months is now open and will ensure that no longer will those travelling from Antonite or the quiet town of Xerica to Gaslet on Senoica, by boat or ferry but by car and will see travel time reduced greatly to 15 minutes from Xerica to Gaslet. This project that has cost the Zonal Council of Marlonicis in excess of $2.6 billion dollars was worth it


The Mayor expressed that the Zonal Authority intends to make a profit on the venture as the bridge will be maintained and managed by the Zonal Council Transportation Division. He notes that the Council expects a return from the tolling price that will be announced shortly.

We are looking to make revenue for the Zonal Council with this bridge through establishing tolling booths and a toll price that will be announced very shortly once it has been finalised by the Ministry of Transportation. But we intend to have the bridge be accessed by the commuting public for free for one month after which we should have toll fees established


The Aureus Bridge is slated to be the longest suspension bridge in the Union of Covonant, connecting mainland Covonant at Xerica to the Island of Senoica at Gaslet.

Many Marlonicisians are hailing the project as grand, noting that it was well needed.

I am happy that the bridge is finally open so I can travel to Gaslet to see my friends and I don't have to go on a boat or ferry which makes me sea-sick, so I am very happy. I hope that when the toll prices are decided on that it is not too expensive that the average citizen can't afford

I believe it is a very good venture. I work in Gaslet and I live in Xerica so every morning I have to take the ferry to work. I will still take the ferry to work to cut down on fuel and to be environmental but it is good to know I have an alternative.

I have to commend the Covonantian authorities on seeing through this progressive project. Working at the Cooperative Zone and working in Coventry is very hectic coupled with transporting to and fro. As Athara Magarati Ambassador to both the CU and to Covonant, I have to be in both Coventry and the Cooperative Zone located on the Island of Senoica which is very expensive travelling between both especially by plane, so to cut down on expenses the bridge could play a role in that and I can see myself use the great Covonantian highway networks to travel between both sites.

Future Bio-Solutions Inc. is about to up the ante in the effort to get more people eating plant-based and cell-cultured meat. With a staff that will soon exceed 30, the Nanchun-based firm is expanding its attention from Gudao to the entire world.

Formed only a year ago, the Future Bio-Solutions Inc. (FBS) staff has already grown from two to 15 people, with 17 more positions to fill. The firm has rapidly made a name for itself by offering strategic support to and lobbying on behalf of meat alternative companies. It's lead scientist, Dr. Hans Toai, and his staff are now putting down the tracks that will enable the success of the many new “sustainable” and “environmentally-friendly” food industry entrants that are capturing the attention and imagination of consumers. In Gudao, FBS is currently working on a bipartisan measure in congress to reform long-established food system programs that favour traditional food groups.

Now it’s thinking global: one of FBS’s open positions is for a director of international engagement, which will lead FBS’s effort to transform agriculture on the global level. That person will oversee the herculean task of working with foreign governments, venture capitalists, entrepreneurs, and activists to build steam behind the meat alternative movement. The group is already looking to expand their work in Atnaia, Covonant, Ostehaar and beyond.

In March, FBS hired former white-goods manufacturer executive Samantha Barkinson as the managing director of its Covonant branch. Barkinson, who is based in Coventry, had approached FBS independently with an action plan for getting more plant-based foods into the marketplace.

Noticing that Gudaoan consumers are leery of the meat industry and also interested in plant-based alternatives, one of the country’s leading business magazines, White Collar, this month published a story (Gudaoan) positing that the meat of the future may just be “100% meat and 0% animal.”

Better quality plant-based meat is much needed in Gudao, Toai says, as the products currently offered are expensive and mostly tastes bad - having to be imported in from overseas. “They’re selling canned, plant-based meat that reminds me of the plant-based meat I was eating in the 1980s, and it’s the equivalent of $6 a can.”

Barkinson’s first step will be to forge relationships with chain restaurants and food service companies in Gudao to help meet get more plant-based products on the market.

Ahern Expands Trade With Domanania

The first Owinn freighter has arrived in Domanania as part of the new deal.


Earlier in the week, Jon NaSedlon spoke to both the Comsedlon and Ahern of Shanowinn, advocating governmental assistance for the Owinn textile industry. The present difficulties have worried many in the industry, businesspeople and workers alike. Jon NaSedlon suggested that the Ahern allow foreign wool imports to supplement the sheep and wool under Ahernric control already. At first the Ahern appeared to be apprehensive to the prospect of relying on foreign wool, rather than regaining the sources of highland wool through military operations. Ahern NaAchill claims that "we will take in wool from our neighbor Domanania, at this point; but we will regain our own highland wool soon enough."

The first Owinn merchant vessel Curragh has just recently docked in Dowlwind, Domanania, the nation's capital. There was some concern about the trade route, which would bring cargo ships like the Curragh near highland shores to the southwest. Although the insurgents do not have any naval vessels of their own, a merchant ship would be prey for pirates. Recall that pirates from Arván raided an Owinn trade ship months ago. To thwart such efforts, the Ahern assured that the Royal Owinn Navy would provide "light protection" and "escorts." Such was the case with the Curragh, which is making its voyage under the protection of the Owinn Ahern's Ships.

    FRANKLIN, SEATON-In the capital city of Seaton, an epic conclusion has been found to a month-long investigation. The investigation, which started with the ponzi-like practices of a local stockbroker, has ended up getting the governor of Seaton arrested.

    It started in early November, last year, when accusations arose against local, affluent, stockbroker, William J. Reuben, and his company, Reuben Investment Securities LLC., of ponzi-like behavior. The most prominent accuser was a former competitor, Quincy Moore, who calculated that the returns Reuben's company was promising we're 'simply unbelievable'. He contacted local authorities, who responded, as Moore described, "like a roaring mouse". It was no coincidence.

    Reuben had contributed handsomely to Shriver's reelection campaign, and solicited bribes through the Governor's office. He also, as evidence seems to suggest, solicited other funds to the Mayor of Franklin, and local attorneys (though evidence is scarce for the latter). Shriver seems to be complicit in preventing investigation into Reuben's company.

    A frustrated Moore decided to alert the National Securities Fraud and Other Banking Crimes Unit (NSFOBCU) of the Justice Department to investigate. Initially, he was viewed with suspicion as a broker at a competing firm, but eventually, the evidence was taken seriously. Through a sting operation, a ponzi scheme was found and Reuben was arrested on those chargers.

    Initially Reuben was uncooperative and refused to say any names, however an undisclosed deal convinced him to list names and fill in details. He claimed to have swindled nearly 12 billion from people; the largest scheme in Catharian history. But that is not what interested law enforcement; it was the names he mentioned. Among the names he accused of collusion, corrupt, and all in between included District Attorneys, Mayors, Representatives, CEOs, and Governor Shriver. While most of his accusations were baseless and found untrue, the Shriver connection was found to have evidence. While nothing was conclusive, a rogue, anonymous, staffer with transcripts of emails one morning was the tipping point.

    A little later after being confronted with the evidence, police raided the hotel Governor Shrive was staying in, and she was quickly escortd out without a fight to a discreet, black, police car, swarmed by media. She proclaimed innocence, but the mounting evidence seems to suggest otherwise.

Owinn Cargo Ship Vanishes, Navy Investigating

It appears that the first Owinn trade mission to Domanania as part of the new wool deal has gotten off to a bad start. In the early hours of the morning, authorities received a notice that communications and contact with the Curragh had been entirely lost by that point. This Owinn sea freighter made its voyage to Domanania without any trouble. The Curragh was the first Owinn trade vessel sent to Domanania to bring back new supplies of wool. Now, the freight company is unsure of its whereabouts. Ahernric authorities and the military have gotten involved, due to the missing status of the naval vessel.

The Curragh reached Domanania successfully, took on its cargo, and started back for Shanowinn, all while under the protection of the Owinn Ahern's Ship Carrighinnis. The freight company and the Royal Owinn Navy can confirm that both ships maintained regular communications, and both indicated that they were on course back through the Four Passages between Domanania and Shanowinn during the earlier part of the night. Then at some point, communications were lost with the Curragh. According to a press release this afternoon, company monitors were able to get through to the Navy and the Carrighinnis, and inquired about their freighter. The Carrighinnis alleged that the Curragh's communications had broken, but assured that both ships were on course.

Both the company and the Royal Owinn Navy have yet to find the freighter. It is clear that they deviated from the intended course. Currently there are no new reports to shed light on either ships' whereabouts. The Royal Owinn Navy assures that search elements have already been dispatched to the Four Passages, and more will follow. "We will rectify the situation shortly," said one correspondent. If the Ahernry and the RON collaborate with assets from Domanania, then the Owinn Navy will likely expand its search area.

Quesada is expected to name more cabinet members soon, but previous President Martin La Madrid's cabinet will remain until then.

Kenzai today returned to Mandurah to spend the Easter holiday with his family. Throughout this weekend, his family, along with many families and organisations across the nation will observe this holiday. It is a thoroughly Whindist event, with Whindists all over the Unified Electorates celebrating at a larger scale than ever before. There will be easter fireworks in Arnton, Mandurah and Rathane, along with Easter parades all along the south coast of Ainslie.

Many Ahnslens will flock to the shores of the south coast to celebrate this event, with the Easter atmosphere in these cities being infectious. Outside of the south coast, the quiet charm of towns such as Highland Ridge will quickly be overtaken by the celebratory atmosphere. In Ainslie, houses all over the nation will have lights set up, forming a shining light for all to see. These lights are to show the dedication that Whindists have to Jesus, and to represent the resurrection of Jesus Christ, the light of the world. Cities around Ainslie are also holding festivals of lights in addition to fireworks, which showcase the creativity and devotion of the Ahnslen people.

This event has also been largely linked to the teachings of Matthew 5:14-16.

“You are the light of the world. A city set on a hill cannot be hidden.Nor do people light a lamp and put it under a basket, but on a stand, and it gives light to all in the house. In the same way, let your light shine before others, so that they may see your good works and give glory to your Father who is in heaven.”

Whindists will then attend church throughout Sunday, eat chocolate easter eggs and the festivals will continue until tuesday morning.

On these nights, the cities of Ainslie will shine and glow to represent this. Happy Easter, fellow Ahnslens, brothers and sisters in Christ and esteemed citizens of the Isles, and good night.

KALDWASSER, KALDWASSER PREFECTURE, ATNAIA - With national cases of the Ticking Flu outbreak cresting 500, with 75 deaths already reported, public fears of the epidemic are on the rise. Kaldwasser faced great panic yesterday as spokespeople for the NHS and the Atnaian Workhouse Regulatory Commission confirmed that a factory workhouse tied with Bradley Engines had become an epicenter for a large outbreak of the disease, with fifteen confirmed cases and possible infection of up to a 150 workhouse occupants.

"This is very concerning," said the NHS spokesperson. "In a city as densely packed as Kaldwasser, catching cases like this before they expand is of utmost importance. Hopefully we have done our duty on that front."

In response to the outbreak, Stone Wall-Bastion, working with representatives from the government, have set up temporary checkpoints in Kaldwasser's subway system to remain vigilant for signs of the disease and to detain possible infectees for quarantine.

"Kaldwasser, more than any other Atnaian city, relies upon its public transport network," said Mayor Jon vich Njeiran. "Ironic for a city reliant upon the automobile industry, but car ownership and use in Kaldwasser is the lowest in the country. Stone Wall-Bastion is seeking to prevent that public transport network from becoming a breeding ground for the Ticking Flu. We do not want to see our subway system becoming a web of contagion."

Increased precautionary measures have also been added to Balk Hil, where cases have yet to be fully contained following travel shutdowns. Similar public transport quarantining measures have been proposed for cities around the country. In response to Asorist provocations, the government is also suggesting an expansion of the Bastion Networks in Port-Graje and Kaldwasser to incorporate metal detectors at major transportation hubs.

"The safety of the public is our main concern," said Bartimaeus Yorke of the Quorum.

The government would like to remind the public to contact your local Stone Wall-Bastion offices with reports on any suspicious behaviour or to report possible cases of the Ticking Flu.

FNN CHIEF MEDICAL CORRESPONDENT: STILL NO VACCINE FOR 'TICKING FLU'


Following recent reports on the first confirmed cases of Ticking Flu in Ostehaar, FNN's chief medical correspondent Dr. Lora Grihner explains what is known about the epidemic and what can be done about it. Yesterday, a spokesman of the Espersand City Hospital announced that 9 people have been infected with the Ticking Flu and put in quarantine in recent days.

Q: Dr. Grihner, what is the Ticking Flu?
A: It is a flu-like infection, as its name suggests, that probably originated in Atnaia and has spread to other Commonwealth nations. Its symptoms include those of seasonal flu, as well as twitching, spasms, and lack of motor control, decrease of touch sensation in extremities and face, and eventually disorientation, hallucinations, and strokes. The greatest difficulty in controlling the outbreak of the disease is that its initial symptoms usually subside for a day or two before reemerging in their most severe form, while the infection potential remains the same.

Q: With Ostehaar being a close ally of Atnaia, how is it that we're only now hearing about the first cases in the country?
A: That is a fascinating issue, and most experts think that it is a result of three separate factors. The first reason is the fact that the initial outbreak began around mid-March - coinciding with the Daaft ast Ehur (Oster new year) holiday vacation and the school winter vacation. This greatly diminished the infection potential, as most people remained at home with their families instead of coming to work and school. It also gave the public and the government time to learn about the outbreak of the disease, which in turn increased awareness and further decreased infection rates. The second reason is the current dry weather Ostehaar is experiencing, as a combination of cold and dry conditions decrease the lifespan of the virus outside the body. The third reason is the initial overreaction to the outbreak across the region - this affected the rate of infection in allied nations and slowed its arrival to north Gael.

Q: So now, given the recent reports from Espersand and the expected warmer weather, are we likely to see mass infection in Ostehaar?
A: I'm not sure 'mass infection' is the right thing to say, but indeed the chance of infection has increased in the recent week or two. That is why it is still imperative to understand and follow government instructions regarding public health. Until a vaccine is found, it is better to limit outdoor activities as much as possible and avoid overly crowded places such as dense urban centers and public transportation. Fortunately it is less of a problem in Ostehaar thanks to the relatively low population density, but precautions should be taken nonetheless. Wash your hands a lot and sanitize surfaces, try to avoid touching your face all the time and use napkins when touching door knobs and buttons, and leave windows open to allow constant air flow.

Q: Can you tell us a bit about the epidemiological aspect of the disease?
A: As of this morning, the number of confirmed cases in Atnaia was about 500, with less than 80 deaths. It means that the mortality rate is around 15% - roughly similar to that of SARS. Unfortunately, we still don't have reliable data from other places, such as Athara Magarat, where the fatality rate may be different. The rate of infection itself is represented by a figure called 'basic reproduction number', denoted R0 and pronounced 'R-naught'. You can think of it as the number of cases one case generates on average. For example, seasonal flu has an R0 of around 1 and the Spanish Flu had an R0 of 2 or 3. It is too early to accurately tell what is the R0 of the Ticking Flu, but since the virus seems to have a rather short latent period and a relatively long incubation period, chances are that it has a higher R0 compared to seasonal flu - perhaps even higher than 2 or 3.

Q: Final question - what is currently being done to find a cure?
A: As with any infectious epidemic, the first phase is usually to attempt an inactivated vaccine, consisting of killed viruses. Vaccines for the regular flu are usually inactivated. This isn't always successful, as it may be difficult for the body to identify the dead viruses as a threat and develop antibodies. Inactivated vaccines did not work for the Ticking Flu, as far as I know. The next option is therefore to try an attenuated vaccine, in which the viruses are still alive but weakened so they are harmless or less virulent. The problems with attenuated vaccines is that they are very hard to produce and transport, and also secondary mutation of the virus while in the body may cause reversion to virulence. I am sure that research is currently being done both in Atnaia and in other places to create a working vaccine. Afterwards, it would have to be tested on human subjects and distributed publicly in a controlled manner.

While being able to operate within the nation, the company has managed to gain a majority market share in its industry. It argues as attitudes change in The Western Isles at large, that it should be free to compete in the free market like any other corporation.

Providence: Covish Union Bank's new building in the Federal Hill neighborhood is expected to open this week, the largest branch outside of the capital. This particular branch is expected to be a regional hub for all of northern Travencia, and is applauded for bringing much needed competition into the financial sector. Mayor Chafee had this to say..

"By having Covish Union Bank in our city, the citizens of Providence now have 21st century banking tools at their disposal. It's a win for us and its a win for CUB. I hear a rumor that the Royal Noronnican Banking Corporation is looking to expand here now too, see I rest my case"

Earlier today, the West Suomian Senate passed a bill making Blue Waters the new capital city of the nation, the first ever city to gain the title.

We interviewed a resident of Waters (Blue Waters for short) to gather their thoughts about the news.

"I think this is a great step forward for our nation, as our country has never really had a proper government since its independence in 1983, so our nation now having a capital is a good sign for an improvement. Also I am ecstatic that my home town got chosen!" the resident told us, who wishes to stay anonymous.

Easter Celebration

San Jimenez hosted an Easter celebration this weekend with the Foreign Minister from Ainslie attending. A parade was hosted on Saturday with President Canone also present. Statues of Jesus Christ and the Virgin Mary along with many saints were carried throughout the streets of San Jimenez. Purple banners were flown all around the city and even from buildings. The parade went smoothly without interference. It was publicly televised across the country and broadcasted on the government radio.

The high priest addressed the nation on issues regarding the nation's religious policies and urged citizens to continue their hard work to keep the theocratic republic alive. He spoke on keeping the nation's spiritual beliefs first when getting involved with foreign matters. The Foreign Minister of Ainslie was accompanied by Lucas Canone during the parade. The minister was greeted with great jubilation from the crowd attending. "Viva Ainslie!" and "Viva Canone!" were on banners hanging from buildings near the capital.The president stated his feelings on the matter. "It is with great pride that I announce that the Minister from Ainslie is with us today on this holy weekend. We hope that this will enhance the bonds between our two nations spiritually and politically. That he may remember what he experiences today and takes that experience with him back to his own country". The crowd erupted after the speech was given by the president. The next day, the minister also attended mass at the St. Francis Xavier Cathedral in Gran Teran. The estimated number of people present at the Easter celebration was 8,000,000. Many are asking the question on how how will this affect San Jimenez in the global community? What does the atheist Head of State of Ainslie think of this momentous event? Being the youngest of the three largest banks in the Western Isles being Noble Bank from Gudao and Royal Noronican Banking Corporation from Noronica, we still have room to grow and improve on the services we provide, but I have to express that I am happy with where we stand in the Isles.


Mrs. Seegres notes that the success of the CUB is as a result of the bank's loyal 60+ million customers.

I will admit that the secret to our success is having loyal customers that currently averages 60-65 million and we are happy with the relationship and love we have with our customers. We are a regional bank that came out of Covonant a country that supports regionalism and our bank is a true testament to our pledge to regionalism. We have sponsored many project in countries around the isles such as cultural and educational programmes and have provided scholarships to deserving underfunded individuals across the isles. When asked whether the CUB is worried of increasing competition, Mrs. Seegres had this to say.

We are using our position of being a bank of a member state of the CU to use the CU to ensure our growth and sustainability

Cooperative Union members vote to establish CU space agency

With a 2/3 majority vote, the member state representatives of the Cooperative Union (CU) agreed for the creating of the Cooperative Union Aerospace Council (CUAC). Earlier the CBC spoke to Covonantian Ambassador to the CU Lucretia Silvania from the Cooperative Zone, on Senoica where she had expressed joy at the outcome of the vote and expressed Covonant's support of the new agency.

It is a historic vote as it is the first time we have by-passed the CU Parliament and voted directly on a resolution. I am pleased with the passing of the resolution, as it was something that majority of the members have proposed and deliberated on, so with its passing it shows the CU states that their representatives are working.


Mrs. Silvania noted that though the resolution has been passed a few of the stipulations may take time to fulfill. She expressed that the Commission is yet to decide on where the head of the CUAC will be housed but noted that important stipulations have been outlined and approved with the vote.

The resolution was thorough and many points and clauses have been made that have raised concerns but the discussions and outcome has been civil. One such stipulation was member states contributing to the CUAC, so in essence we will be funding the agencies budget and will oversee how much is spent though the agency will have its own body that will be responsible for the spending of funds. But overall I am happy at the outcome and believe this is the CU making a bold statement that we plan to lead the space race and I am more than confident that we can


Minister of Business, Energy, Science and Technology Caeso Herma expressed that Covonant welcomes the vote and is ready to work with other CU states. He noted that Covonant having a newly created space programme is hoping to garner assistance from the CU which he believes could improve on Covonant's operations.

The government of Covonant welcomes the vote and the creation of the CUAC. Covonant just like the CU has a fairly new space programme and we believe that as a unit we are better poised at making our space programmes the best where we can share expertise and collaborate with having access to sites and by sharing data and use of equipment. I believe this new agency is truly what the CU is all about, and that is fostering cooperative relations


He notes that the CU will have a huge task ahead of them as they will have to integrate individual member states challenges and expertise to make the CU programme a success. He also noted that competition from Commonwealth states should also be an issue that the CU would have to contend with.

We have to be frank that the CUAC won't operate without taking advantage of areas where member states are strong in with relations to their space programme and also the weaknesses member states may have and how to alleviate those weaknesses. The CUAC may be the CU space programme but I believe it will be operated with individual member states having their own programmes in mind. I also think that being late in the space race, they have to take into account that they would have competition fom the Commonwealth of Nations but I believe their strength lies in their numbers and their ability to pool their resources and finances together.


The CUAC according to the resolution passed in the CU Commission "is to be the Cooperative Union's proprietor of Union-wide space exploration programmes and initiatives."

People of the northern coast of Sakaya and Westmark, we are facing an invasion from the military forces of Keomora, Domania and Covonant. Unless you have a teenage daughter, there is nothing to worry about. Wellsia is not going to war with C6, but will be hosting war games. These games will involved joint operations of C6 military from international squads to corps level maneuvers. This will show strengths and weaknesses of our joint combat forces and how well our troops will interact. The Imperial General Staff also wants to evaluate how well Wellsian troops interact with our allies, especially the abilities of female troops in combat situations. Don't worry girls, you wont be signing up for the draft board anytime soon.
Good people, just remember while their customs may seem strange and their actions incomprehensible, this young men and women are being sent from their homes and families, it will be up to us to show them good Wellsian hospitality and welcome them.
Also, any with construction experience or just need work, contact the public works departments in your towns and they will get you into contact with the proper agencies. New roads will have to be built, bridges made stronger, local airports and airfields built and enlarged, temporary housing for close to a hundred thousand constructed. These war games will be a major influx into our communities bring in millions of scales for both public and private coffers.

Sheriff Shooting prompted the banning of Guns
The shooting of Sheriff Malkha happened in the Frontier District of the capital, after he try to put down resistance by a teenager that was fined. The teenager shot him twice in the chest and afterwards riot ensued. The Capital Police Department could only clear the district out of riot after several hour. The result was tens of dead bodies lying in the street around the district. Witnesses said that it was one of the worst incident ever happened in the capital.

After what seems like a hastily investigation, police found out that the perperator is an unstable teenager that had mental illness. He later reasoned that he felt threatened by the sheriff's gun, although the sheriff forgot to bring his gun that day. Several demonstration followed, with 'NO GUN, SAFETY WILL PREVAILED' sign posted around the country. Another riot was stopped by the police between the demonstrator that demanded gun banning and 'gun for safety'.

The pressure prompted the People's Representative council to discuss about the possibility to change the Weapon Owning Policy. With the government coalition as the majority, they campaigned to tighten the gun policy, even banning the entire gun sales around the country in accordance to public demand. The legislation passed with no objection, 201-9.

With this legislation passed, the Gun For Safety demonstrator couldnt put pressure on the government anymore, simply because the owning of gun now led into huge amount of fine. The gun banning movement leader, Bancakan Tanto said, "This will led to a better and safer future for the Samuderans, no more unreasoned killing!".

Will this move makes a better country? The President Justuva sure is happy about this. Nevertheless, this will led us into neutral and pacifist country, possibly.

    Gudao's highest authority, the Zhouzhang, have called for a ban on all petrol and diesel cars by the start of the year 2030, leaving only zero-emissions vehicles on the road.

    A report released from the Zhouzhang Secretariat says that all members of the board have taken a vote confirming they want to ban petrol and diesel cars within 14 years, and that this would help to reach the up to 95% reduction in emissions agreed for 2050. However, it did not specify whether the proposed ban would take them off the roads, or simply halt their sales.

    The Gudaoan legislature also reported that despite a $1.2 billion scheme to boost public interest in electrified vehicles, just 1800 drivers had registered interest. A $4000 grant is offered to those buying an electric car, and $3000 is offered to prospective plug-in hybrid buyers.

    Gudao aims to have 300,000 electric cars on the road by 2019, and half a million the following year. By 2030, it hopes to have six million electrified vehicles – hybrids and pure EVs – on its roads.

    One of Gudao's biggest car manufactures, Clover Motoring Group, has continued to invest large sums of their own capital into the development and production of their "X-Leaf" branded electric cars; of which there will be four base models. The "One-Leaf" will be a 3-door urban, small city car/van; the "Two-Leaf" will be a larger, 5-door version of the "One-Leaf", featuring van, estate and "Grand-Tour" variants, the "3-Leaf" is set to be an urban SUV - in both two and four-wheel drive versions; and the "Four-Leaf" to be an high-end, urban sports car.

    The corporatocracy’s desire to be fossil fuel-free by 2030 was kickstarted by the deputy economy minister of Gudao, Harry Kuzio, who called for 100% of all new car registrations to be for emissions-free models by 2030.

    "If we are to remain a powerhouse, we need to look into the future - this will mean sacrifice and heavy investment. Complacency on oil will benefit us in the short-term, but we will lose to others in the long term. The signs are clear, electric and hybrid is the future - pure diesel is not. If we don't start now, we will fall behind. We need to stay ahead of the competition - second place is not acceptable."

    Whilst other countries have recently considered banning fossil-fuelled cars; Gudao appears to be one of the first to set out a clear deadline - which critics say is ambitious and will only hurt the economy when the ban comes into effect.

    Manufacturers have also been turning their backs on petrol and diesel cars; Gudao's Clover automotive company recently predicted the death of diesel models before 2020, especially in its smaller cars, while Gudaoan lobbyists continue to call for diesel drivers to pay higher taxes than petrol drivers.

    In a further move to incentivise the uptake of hybrid and electric cars by Gudaoan's, the Department for Transports announced, as part of their upcoming migration of vehicle and car tax databases to the GUIDE system, electric cars will pay no road tax for the first 5 years of driving, and only pay $50 a year after that. Hybrid cars will pay $25 a year from first purchase, upped to $75 after 5 years. All petrol cars registered from 2020 will pay a flat tax rate of $100, but will increase depending on CO² output.

    In a further move to reduce the economic impact, it was also revealed that the Zhouzhang will put forward a similar proposal for other members of the Commonwealth, as well as members of the Coalition of Six alliance.

Travencia City: Breaking news out of the capital, it's been reported that president Fredo McMurray has been rushed to Travencia General Hospital for a serious ailment. The presidential press corps has confirmed there will indeed be a press conference later this afternoon once acting-president James Albano gets briefed on the situation. Security is high and expect delays for the time being in the metro east section of the city. Mrs Caldwell, one of the members on the hospital's board of directors briefly made a statement to reports gathering outside the main entrance...

"Yes I can confirm that president McMurray has been admitted into our facility, but I am not at liberty to discuss the circumstance. I have to ask you to please refrain from blocking patients and staff, and patiently wait off the property. I'm not taking questions at this time, Thank You"

Kingsley Summit Begins

Today, the official negotiations to create a binding document which establishes a set of inalienable human rights will begin. Shirazi today gave a comment to the media saying that the Summit so far has begun nicely, with around a dozen different nations attending the summit. He hopes to see more come as the summit continues. Whitford will be officially representing Ainslie, with Shirazi presiding over the summit.

The busyness of the ministry right now means that Kendall is able to attend this summit, although he has a non-diplomatic role. He is in Cruxa, along with delegates from other nations, to discuss aviation safety and security, and to possibly discuss how the state of these two things could be improved at a domestic and international level.

Judicial Council orders election

Amidst the scandal of the Electoral Council of Wesland (ECW) wrongfully imprisoning a human rights activist, the judicial council has ordered an election to take place on the 3rd of May, to elect a new representative from Wesland to the Electoral Council, after the current LLST candidate (who represents Wesland) refused to follow Judicial Council recommendations. The election is expected to be close. The last election poll, taken at the beginning of the month had ACEGAD receiving 35% of the primary vote, LLST 35%, APC 20%, with minor parties rounding out the number to 100. However, this poll does not show what the citizens think about the LLST party after their representative did not follow Judicial Council recommendations, which were endorsed by the Ahnslen Senate.

Terror on the Seas: Highland Sympathizers Strike Again!

In the wake of the mysterious disappearance of the freighter Curragh and the naval ship OAS Carrighinnis, several days ago, both the shipping company and the Royal Owinn Navy have initiated an organized search effort in the Four Passages. Several Owinn naval vessels steamed into the Four Passages, and further expanded into the North Mesder Sea. It was in the Four Passages, however, that the personnel involved found remnants of the Curragh.

The Owinn Ahern's Ship Suncrest reported that it saw objects floating in the water. Upon further investigation, members aboard the Suncrest discovered floating debris. The shipping company which operated the Curragh believes that the debris is from the missing freighter. A spokesperson for the company claimed that although they are unsure if the cargo ship sunk, and where it is laying if it was sunk, they will concentrate their efforts in the vicinity. They said that they would consult a salvage firm in case it has sunk.

Meanwhile, the Royal Owinn Navy marked the OAS Carrighinnis as AWOL (Away Without Official Leave) initially, but in the past couple of days has asserted that the vessel has deserted the Royal Owinn Navy, the Owinn people, and the Ahern. Ahern NaAchill made a stern statement, in which he called the crew "traitors," "highland sympathizers," and "terrorists." Indeed, it appears that some of the Carrighinnis' crew initiated a mutiny; much of the crew is of Owinnorse descent, from the island of Carrighinnis itself. It is assumed that they now fight on behalf of the Highland Republic.

Besides allegedly betraying the Curragh which it was escorting, the Carrighinnis appears to have struck another freighter. Although the traitorous crew initiated its first act of piracy in the Four Passages between Shanowinn and Domanania, it has escaped northwards. Now it has savaged a second Owinn-owned trading ship in the North Mesder Sea-Wake Islands area. The Royal Owinn Navy is in pursuit, and does not see the Carrighinnis as a serious threat for long. A military consultant pointed out that the Carrighinnis is a relatively light vessel, known as a Corvette. "It has only gone up against unarmed freighters with an element of surprise," they said, "but if and when it comes up against the Owinn Ahern's Ships, it will not prevail."
