ROENDAVAR ENTERS SAWNEEAK ATOLL DISPUTE, "STANDS WITH NATURE"
Roendavăria othrivorie Formamarithos meroără disputarî, "ștelithos moithi lorași"

Image
One of the geographical features in the highly disputed Sawneeak Atoll

Following a shift in Roendavarian politics to assert its place on the international stage, the Grand Court, as well as the current Crown Prince Ivan Alexandru Coastăs Avarești, has reiterated the country's stance on the current Sawneeak Atoll Dispute, advocating for: the invalidation of all claims on the said atolls, recognizing the Sawneeak Atoll, other related geographical features both above and below water, as well as all waters surrounding it, as an area of ecological importance, declaring it as a national park, and for the atolls to be governed and overseen by an international organization that would seek to maintain and protect the area's environment.

The Sawneeak Atoll, despite its name, is actually a group of islands, reefs, and shoals positioned in a circular shape located in the Southern Sea. The islands are home to 8,520 people, mostly immigrants from countries who have a claim on the islands. It is home to 22 species of birds and countless species of fish, dolphins, and whales. The islands also hold a few species of land animals and numerous species of trees and plants endemic to Sawneeak Atoll. It is also home to one of the largest coral reefs in the area, serving as habitat to countless marine animals.

According to disputed sources, 8 countries currently have a claim on the islands. These countries include Vancouvia, Noronica, Athara Magarat, Norstham, Dormill and Stiura, Suvurnia, San Montagna, and Noronica. All of them have settlements on the islands, with six out of the eight claimants having considerable military presence on the area. Despite the tense political issue, no major conflicts have been started between the claimants.

This morning, the government of Roendavar has released a statement on the issue, calling for all the claimants to retract their claims and to halt further expansions in the area. They describe the current issue as a "danger to the environment, especially to a rich and diverse area such as the Sawneeak Atoll". The Roendavarian government also expresses concern on the military presence on the islands, warning of "dire consequence to nature and wildlife if tensions are to erupt in the area". When the issue of the already settled populace on the islands was raised, the government adviced "a slow evacuation", to return the immigrants to their respective countries and leave the atolls to the local wildlife.

Others expressed confusion as to why Roendavar chose to settle in involving itself in the Sawneeak Atoll Dispute. The Crown Prince has explained this in an interview earlier this morning, citing two reasons, history and foreign policy.

In Roendavarian history, the Davari, the people of the once great Davari City States, were the first to explore the islands. It was during the Treioreferostia in 699 B.C.E., led by the God King Vladimir III of Ariethos, were the islands' existence recorded. The islands were named Formamarithos, meaning Born of Forma, the Protacist God of Water. Since then, the islands were frequently traveled to by Davari explorers, and it was even for a short period of time, part of the Empire of Corinthus around 148 B.C.E.. However, after the collapse of the Empire of Corinthus, the Sawneeak Atoll were left alone by both the Kingdom and Empire of Daciara, as well as subsequent political entities after that. That makes Roendavar the first to discover the islands, which the country sees as a valid claim. However, the Roendavarian government has stated that they will not pursue the claim, only using it as a leverage to further advance its stance and agenda on the issue.

Roendavarian foreign policy sees the country as an arbitrator to settle international disputes as well as a self proclaimed "protector" of the environment. Given the Sawneeak Atoll Dispute, Roendavar sees it fit for all the claimants to get equal solutions to the issue, and given the environmental implications of the dispute, the Crown Prince laughed, "I mean... if equality is what we're going for, then have all the claimants get nothing. That way, they can't say who won. Everyone loses. Wouldn't that be fun?". Therefore, the Grand Court has adopted this stance, calling for the complete invalidation of claims and to have an international organization, rather than a nation, to govern the islands.

Ainslie have expressed intent on supporting Roendavar's stance on the matter. This is not a surprise since both countries share a foreign policy that prioritizes the protection of the environment. Roendavar is also seeking to be the most prominent voice in the opposition to all claims in the Sawneeak Atoll Dispute. The country calls for other allies in the dispute, claiming that "we must stand together in the protection of nature".

Roendavar demands we leave our islands to nature!

Who would win? 1600 years of history and over 6,000 people or naive environmentalism?

Today, the government of Roendavar has made a grand declaration, as part of their push to make their country relevant on the global stage. In doing so, they have possibly given the MAM and Suvurnian government common cause, for the first time in history. What could be behind this once-in-a-lifetime occurrence? Nothing short of one of the most idiotic policy moves in recent history.

The declaration, which was full of unfactual information and, well, fake news, was published by the Grand Court and Crown Prince himself. Nations were told to "retract their claims" to the isles lest fish be hurt. There is just one problem with this clearly well-intentioned statement. The Sawneeak Atoll has been inhabited for thousands of years, and the people who have lived there whole lives there do not want to move away on the orders of some foreign royal.

Someone should give the Roendavarian government a history lesson. Even if the islands were discovered by Roendavarian sailors, a narrative denied by many Dulungese historians, they were gone 722 years before the Hijri. Dulung, the area which is currently registered as an overseas territory (TOM) of Suvurnia, has been settled since about 200 years before the Hijri by Ipachi from the Torangese family, related to those in Suvurnia and Samudera. By the 681st year AH, the Dulungese people had converted to Islam (meaning we beat the mainlanders to it!). Our relationship to Suvurnia came about from strong cultural and economic ties, so when Dormill and Stiura took us over we were lumped together in the Île d'Or colony. Upon independence, politicians within the Union Party campaigned for our union within their nation. Nowadays, as a TOM, we get federal self rule and the ability to pass our own laws, and get two seats guaranteed in their Council of Representatives. It's a deal we like well, and not one we want to give up for some turtles.

The environment is great and all, but our livelihoods are more important. We will not accept ethnic cleansing of our people and the abandonment of our cultural heritage in the name of environmentalism. We recycle, we use renewable power, we don't overfish. And we aren't going anywhere soon!

New Tax Revenue; IlsAir Established

Continuing the trend towards interconnectedness in the face of legislative skepticism, the King has charted the first national public Ilsan airline company, IlsAir, which will operate out of a new airport being built outside of Gloria, the capital. Ahnslen investments have proved crucial, and IlsAir will be joining the Skyles Alliance, and launching flights to Arborai and Mandara. Flight schedules will be released once the airport officially opens. The new company has been put up for public trade, though the government has not yet sold a great deal of shares. The government has encouraged purchasing however, and combined with gifts to loyal servants of the crown. There have also been attempts made to expand current runways in other provinces, though most provincial governments have declined the opportunity.

Opinions are diverse on the use of the new airport. Many suggest that it could help the Ilse’s ailing tourism industry, especially the large number of historical tourists, who seek the well preserved ruins and traditions of the Ilse. Tourism previously has been made difficult by limited airplane capacity and difficult transportation around the Ilse. Others suggest that the Ilsans may increasingly travel abroad, possibly settling down in places such as Ainslie and elsewhere abroad.

New Justice Courts

While Royals Courts habe existed in the Ilse since the early Angern courts, King George II has innovated on the current system. Per tradition, only the King has been considered worthy to arbitrate cases, though often in practice, the King has delegated the administration of justice to the wise and perceptive servants of the crown. However, after the Conquest, regional divisions encouraged by Maximilien I allowed for Royal Court systems to decay, so that while such courts existed, they were never universal in the judgements.

King George II has consulted with the Commons, and a bill has been approved which will re-establish Royal Courts with national jurisdiction over the provinces. The Courts would have the ability prosecute corrupt noblemen and right provincial wrongdoings, acting as an appeals court equally accessible and fair to all citizens.

Rachel Alpin Found In Pain

Rachel Alpin was scheduled to make an appearance in the rural area of Norwhich, but when her assistant went to usher her, she was found in her office in pain. The assistant quickly called a medic and our leader was rushed to St. Dove Hospital. Doctors say the baby might be coming early, and if so the baby will have to stay in intensive care. Rachel is only 6 months pregnant so this could spell disaster. No one knows if the baby is truly coming or not so we will keep you posted.

Religious School Leaving Out Important Material
There are many religious schools in Enchanta that teach their values while also following the curriculum, however one school is not playing by the rules. Ridgeview Equilism Academy is a religious school that has been ignoring the curriculum. For example, the religious school curriculum says that students must learn Equilism was created by the Enhanchis, but this school is teaching that it was always there. This school is also not giving students enough time for learning, since they spend half the day in prayer. Students are just not getting the proper material.

"We mix secularism into religious academies so students can be prepared for a life outside of religion. If this 'school' wants to be devout, then it should change its classification to a church. We don't need our future generation to be uneducated.", says Ramona Alinez member of the EED. Parents are starting to pull their children out of this school and there are rumors that it is going to be shut down.

SÂTÊP CONFIRMS PASSAGE OF TRADE REGULATIONS WITH SAN JAVIER

SHUHAKALLU - Following the release of a message from the 'uhitap last week, the Sâtêp has elected to pass trade regulations on imports from San Javier. These regulations simultaneously apply import quotas on Javieran tobacco and create stringent import inspections for all Javieran shipments to Mênna Shuli. These appear to be a first step in a larger scale anti-smoking campaign being designed by the government.

"The steps we have taken today are movements to improve the health and reduce crime in our country," stated the 'uhitap A Tempore.

Officials of the military government of San Javier have responded negatively to the news, threatening to cut off Mênnan goods being imported into the country.

"The actions taken by the government of Mênna Shuli are rash and dangerous," stated General Pedro Fresia of the People's Freedom Coalition Government of San Javier. "We will respond in kind until these regulations are dropped."

"We will not bend to the bluster of a government whose legitimacy remains in question," stated Kivêlâ Hitap Kishiku'êt Lêta. "Our regulations are required to stem the tide of drug-funded warlords in our country."

Some economists worry about how this budding trade war will effect the growth of the Mênnan economy. San Javier has been a net importer of Mênnan fuel and arms over the past decade.

"We have better partners elsewhere," responded Hitap Kishiku'êt to these concerns. "San Javier is not a state we should be cozying up to."

MARTIAL LAW DECLARED

We, the Noronnican Media Corporation, would like to remind our readers that to ensure their safety all military personnel should be listened to and their orders followed. It is vital that readers do not attempt to come into conflict with any officer of the law. The Noronnican Media Corporation is not liable to any damages caused through ignorance of the law.

The reinstated Tytus Alexander and the armed forces, now consolidated under the order of the Federal Assembly, have universally instated Martial Law throughout the Prefectorial State of the Overlordship of Noronica. The announcement was made today as part of the peace process between the two sides of the three months long conflict. Speaking to NMC's Jack Brenaugh, the Overlord made it clear that Noronica is on the path to peace and strength once more. He was also adamant in his commitment to the 'safety and wellbeing of Noronica's citizens'.

According to many, the 'Noronnican Crisis' is now over. After days of uncertainty and hostility, the Federal Assembly convened with Overlord Tytus Alexander to commit to the peaceful resolution of the said crisis. This came after the sudden arrest of former Prime Minister Joshua McIntosh, who was charged with suspected treason against the state. His arrest marked the end of this crisis, as Lord Bartholomew Montague, former Prefect of Arván, stepped in as interim Prime Minister.

Nolon was wrecked by protests and rioting throughout the final days of the crisis, but now the units of the 31st Infantry Brigade have been deployed to maintain peace and recovery throughout the city. Brigadier Henry Huntingforth of the 31st Infantry Brigade has implored all citizens to abide by the orders given to them by troops under his command and to aid in supporting the mounting effort to find and secure all items stolen from looting in the riots.

Citizens in overseas territories have been provided with emergency kits and supplies, while local governments have been provided with emergency powers so as to limit issues with the administrative transition within Noronica. Martial Law has not been declared in any of Noronica's territories.

The Federal Assembly has approved the motion to provide Overlord Tytus Alexander with emergency powers so as to initiate the process of bringing peace and stable leadership across the Noronnican Isles. It has not been confirmed how long this shall last, but due to the special nature of the situation, a fixed date is unlikely to be set.

Speaking in a public announcement on a live broadcast, Overlord Tytus had this to say:

"What was the Winter of our Discontent, is now at an end. We, as a people, are finally at peace. I ask that you forgive us, all of those that hold positions of power, for prolonging this conflict. I can only say that the age of tyranny is over, and now we are faced with brightening prospects. As you wake tomorrow, do not be alarmed. Do not see these men and women dressed in military fatigues as your enemy, but as your brothers and sisters who only care to look after you and support our country into stability. If you reject peace, you starve yourself. If you embrace it, you shall see our country prosper once more."

Townside Airways shares jump 2% after “major restructuring” announcements

Image

An illustration of the Atlas A-250 in service with Townside Airways by an engineer from Norstham

Townside Airways shares have jumped 2% this morning and is predicted to increase further after the Townside Airways Board of Directors released major plans and changes to the company yesterday evening, coupled with a report from the Ministry of Administration seeing its shares in Townside Airways drastically reduced. While there were many changes, investors, customers, and other onlookers were most interested in four major announcements.

Fleet restructured in favour of Atlas Aerospace and Alteran Aerospace

Firstly, the Board announced its plans to retire Townside Airways’ fleet of FP/AAe 3-11 from service, which marks a potential exit of Fortitude Prospect Aviation from the Townsider aviation industry. The 22 retired units will be replaced with 11 new orders of Atlas A250s, making the Atlas A250 the mainstay aircraft of Townside Airways, with 46 units in the future, 36.5% of the planned fleet. This would also lead to a potential 60%-40% duopoly of the Townsider aviation market and aerospace industry between Atlas Aerospace of Norstham and Alteran Aerospace of Alteran Republics.

The move comes after the current CEO, Lorin Cole, criticised Townside Airways’ previous administration for overly-ambitious plans for the future of Townside Airways, which could not reasonably come to fruition.

These “overly-ambitious plans” included an expansion of routes to cities west of Argus and north of Gael. Currently, Townside Airways only has routes to a multitude of cities in Argus, Gael, and the Southern Sea, with only one route beyond: to Norðurhavn in Norstham.

The current administration does not plan to change this configuration and number of routes, preferring to focus on improving service on the current routes.

Airline hub and focus city reshuffles

Secondly, the Board announced that Townside Airways no longer sees Kevere-Gusatt International Airport in Ainslie as a focus city destination. Meanwhile, Gussater International Airport in Torom and Norðurhavn International Airport in Norstham are set to become focus city destinations for Townside Airways.

The plan for the future will be for Gussater International Airport to serve as Townside Airways’ hub for Argus, and for Norðurhavn International Airport to serve as Townside Airways’ hub for “Beyond Argus and Gael” flights.

Arnton Manning International Airport will remain a focus city destination for now, although there are talks of moving the Gael-designated focus city away from there to Suvurnia-Gawai International Airport, in Suvurnia, due to its “nice” location on the cusp between Gael and the Southern Sea.

Townside Hillingdon International Airport will remain the main hub for Townside Airways, while Flemington Crawley Airport will remain as the secondary hub and Southern Sea-designated focus city of the Airways.

Skyles

Thirdly, the Board has significantly altered the Airways’ relationship with the Skyles Airline Alliance, by ending all code sharing arrangements and agreements with other Skyles member airlines. The Board explained this move as a bid to avoid complaints about anti-competitive behaviour.

This comes at a time when Townside Airways dropped the Skyles logo on its new liveries, and began painting over the Skyles logo on its current livery.

Despite this, Townside Airways has confirmed that they will remain a fully functioning member of the Skyles alliance, despite their recent moves.

Government’s 1987 privatisation drive of Townside Airways “at a close”

Finally, the government of Townside has sold “almost all” of its remaining shares in Townside Airways, the Ministry of Administration has announced at around the same time the Board of Directors made their press release.

The government’s general privatisation initiatives in 1987 included the selling off of shares in Townside Airways, thus seeing the government’s stake in Townside Airways drop from full state ownership (100% of shares) to majority ownership (51% of shares) to minority ownership (6% of shares) in 2018.

This year, the government has reduced its shares in Townside Airways to almost 0.1%. Most of these shares were sold to Norura Air, the principle international airline of Norstham.

With 40.98% of shares, Norura Air is now the largest stakeholder in Townside Airways. This is well below the 50% threshold required for them to own the company, but if Norura Air purchases enough shares from smaller stakeholders, they would be poised to take over Townside Airways as a parent company.

77 DEAD AFTER GAVSHIN OIL BLAST
Valtarra oil refinery explodes, killing 77; disaster worst since 1982; regulatory watchdogs will investigate

Image
Smoke rises from the National Refineries Valtarra petroleum refinery in Valtarra, Gavshin province, after its explosion on February 12, 2019

VALTARRA (FBCA)- The Valtarra petroleum refinery, the largest in Gavshin province, Almorea's oil hub, exploded on Tuesday, killing 77 employees of National Refineries, according to a statement from the Bureau of Public Safety.

The explosion occurred shortly after first bell this morning, according to press releases from the Bureau and National Refineries. The cause of the blast remains unknown; the majority of the refinery complex was consumed in the fireball, which sent large plumes of smoke an estimated two miles into the sky.

Houses and businesses in Valtarra emptied as the town council activated the public danger sirens, installed by National Refineries in 2001 as part of a nationwide public relations safety campaign. Schools were closed early after the superintendent's office was made aware that some students had lost parents in the blast.

Local emergency services, including Valtarra police and fire units and personnel from Gavshin Fire and Rescue, were rushed to the scene shortly after the explosion. Gavshin Governor Evelyn Cohen (A) confirmed in a press conference held hastily after the incident that provincial response teams had been mobilized to assist local emergency services, and that Gavshin had asked for federal assistance as the scope of the disaster became apparent.

Personnel from the federal Bureau of Public Safety helped to put out the raging fires and begin digging through the rubble to identify bodies, according to Director Brian Espinosa.

"Federal crews were deployed promptly to the scene and acted in a professional manner, working alongside Gavshin authorities to make sense of this horrific tragedy. The BPS continues to work diligently around the clock at the disaster site, in close cooperation with local officials, in order to efficiently make the area safe for the public once again and, importantly, to bring closure to the community of Valtarra."

The Valtarra explosion is the worst such accident in Almorea since 1982, when an offshore oil rig located nine miles east of the Ochiltree Peninsula caught on fire and blew up, killing 125 employees. That incident, the deadliest in the nation's history, prompted Congress to pass the ROGO, or Regulation of Oil and Gas Operations, Act in 1983.

Federalist presidents have chipped away at the ROGO Act with executive orders, but after the Hallowell administration took office in 2017 full federal enforcement of the law resumed, to the grievance of oil lobbyists in Congress who have sometimes sided with the administration.

President Alasdair Hallowell tonight called for a full investigation into the Valtarra explosion to determine whether National Refineries was operating the facility in compliance with the ROGO Act and national safety standards.

"This horrible and tragic incident has shocked everyone in Almorea, including myself. My thoughts and prayers are with the victims and their families," the President said in a statement released tonight. "I will direct executive branch agencies to commence a thorough and speedy investigation into the level of ROGO and safety compliance being practiced by National Refineries. Corporate abuse of the public, no matter the industry, cannot be tolerated."

The CEO of National Refineries, Clement Tremblay, could not be reached for comment. His office said that he was "in constant contact with safety and rescue authorities at all levels of government" and was planning to telephone each affected family to offer his personal condolences. National Refineries did not respond to the FBCA's inquiry as to the likelihood of Mr. Tremblay being called to testify before Congress.

DOMESTIC: Water policy to change, following a move towards a West Ainslie model nationwide
Arnton, Ainslie

As the warmer months of the year quick approaches, Ministers for Sustainability and the Future typically come under more scrutiny. National park visits rapidly increase and so does the temperature, raising concerns about climate action. However, today the conversation was somewhere else as a result of Minister Chisholm's new announcement regarding the usage of water. Water, a natural resource we tend to take for granted, is in fact one which greatly fluctuates in volume across the nation. Ainslie has been considered as one of the driest nations in Ainslie and with high water demand, water managers have their work cut out for them.

However, their work this year has been made a bit easier due to collaboration between the Electoral Council - a council of Governors or their representatives who essentially form an autonomous de-facto lower house in Ainslie - and the federal Ministry for Sustainability and the Future.

Amongst the announcement that the construction of an additional desalination plant will promptly begin in Mandara, high water usage continues to be of major concern. Previously, water restrictions have been a complicated measure to put into place with different local councils having varying restrictions and varying times to which they will announce an increase in water restrictions. In addition to this, there were varying base standards to which councils expected people to conserve water.

As of the 1st of March, this situation will change as a new framework for water restrictions and ultimately water management will come under force with oversight being given to the Electorates who will operate under the expectation that they can collaborate with the local level of Government. However, these new regulations will provide local councils to specifically include or exempt particular measures and local government will keep its existing concessions framework.

The new water restrictions framework will be a six level model, an expansion to many existing policies that are being used. Here's what many Ahnslens will find different about them:
  • Sprinklers, from level 1 restrictions, will only be allowed three days a week (down from four or five in Wesland)
  • Sprinkler usage times will change from 4-8am/4-8pm to 5-9am/5-9pm
  • Pool filling will require council permits from Level 2, which originally was only necessary at level three.
  • Topping up pools will be banned at level 5, down from 6
  • Level six now features a ban on all external (outside household usage) water, adding a new layer to many existing five level policies or alternatively tightening up level six restrictions.
  • From level 2, people will be compelled to use buckets instead of at level 3.
  • New restrictions for many easterners will come into play if necessary, with buckets to wash mirrors, lights and windows only to come into force at level 5.

It will be up to councils, with the approval or precedent of decisions by the respective Electoral Government as to when they enforce these regulations and what they exclude or include. The news of these changes has generally been welcomed in the electorates of Arlanah and Dallama, whose governments believe that the "ability to quickly deploy set restrictions is imperative to the management of water in the east".

PM Kenzai, who comes from the electorate of Dallama himself, welcomed the news of this new framework stating in a quick encounter with media that it "was a logical step to provide more flexibility to our governments and to remove any possible confusion". These comments come despite many warnings from local councils that these measures will simply confuse Ahnslens and provide unnecessary options for Governments to use in areas that they don't need to be used.

In addition to this, recent laws, with Federal approval, are passing through the Electoral Council to ensure that usage of water contrary to active restrictions attract penalties regardless of the levels that are enforced. Currently, there are minimal water restrictions across Ainslie which, according to a statement from the Department of Natural Resources, is the major reason why they are unveiling this new framework now.

Emma Mansell, the Electoral Governor for Dallama today applauded the move, considering it an important move to ensure that water management is taken seriously in Ainslie. New Governor of Wesland, Brianna Hailes stated that this will allow Electoral and Federal Governments to better gauge the diverse situations between relatively small geographical areas finishing with the statement "Kianara's water levels are not the same as Karanda (a township in rural southwestern Wesland)."

However, scholars in social sciences from the Universaire Unife and the University of Upper Wesland have petitioned against this move, stating that water restrictions caused "unnecessary harm to quality of life and cost of living" and "were an excuse to facilitate population growth to occur in areas which shouldn't be growing rapidly".

In addition to new penalties and a new framework, a change in the water restrictions framework has meant that the permanent water rules are to be harmonised, effective the 15th of March. Permanent water rules will be decided upon on an electorate by electorate basis, with councils no longer holding the power to regulate their citizens' normal water usage.

SPORT: Middle order heroics prevent loss to Cosian Cricket XI
Mandara, Ainslie

In the lead up to the beginning of the MAX League in mid-February, Ainslie’s top cricketers played one ODI against the Cosian team who have only just recently started playing internationally. After Ainslie won the toss and chose to bowl first, the Cosian XI limped their way to 143, losing nine wickets along the way with Rendall being the best bowler at 3-31. A shaky, yet fast scoring Ainslie top order gave way to stable power hitting from the middle order to secure a win within 19 overs. Ardale, Patterson and Renwick all fell for under 15 whilst Karlen (63 off 42) played defensively until the expansive Daintree (31 off 35) played with positive, yet smart cricket. The highest scoring Cosian batsman, got to 35 off 42 balls.

Arendai’s commercial partners talked to both captains after the game:

“Well, to be honest I am a bit concerned about the top order batting at the moment but I’m thankful Daino came in at the end and prevented the nerves and gave us a good victory. This should set us up well for the T20 Max League and for the summer ahead. Thanks.”

Simon Karlen, Ahnslen ODI Captain

“We underestimated Ainslie's cricket prowess. Going in, we thought we'd have an easier time with internationals now that we're competing around the Isles again, so we had no idea that the Ahnslen were going to be heads and shoulders above us. Lord, I hope our Sports Minister isn't watching, 'cause if this the standard of play we're going to see everywhere else, then there's gonna be no hope for us."

Continuing from the cricket, this was also the second occasion in the past 12 months where President Giulian of Cosie and Prime Minister Kenzai of Ainslie who were seen sitting next to one another at the International Cricket Ground (ICG) in the Occupied Territories of The Western Isles.

Before the match, both leaders were found mingling around the teams. President Giu gave a rousing speech before his photo opp with the 'Guanas [Nickname for Cosian cricket team) whilst Prime Minister Kenzai gave Dean Patterson, the vice captain, some medium pace cherries to face in the nets. After the morning after the match, both leaders were seen in the major function room at the Ground where both teams enjoyed a breakfast hosted by President Giu and Prime Minister Kenzai. Following Giu’s rare introduction to Kenzai’s morning run - which is seen as a private ritual, the President has now been introduced to not only Kenzai’s passion - but Ainslie’s passion, cricket.

This is the first international cricket game Cosie has played and it is intriguing that it is against Ainslie. The apparent Cosian adoption of cricket is another step in the often underreported “sports diplomacy” whom Ainslie is a major proponent of. This one off match, which from a scheduling perspective is inconvenient, could highlight the interest the two nations have in building bilateral ties. This somewhat unlikely matchup is now known to have sparked from a conversation in Idara of the Occupied Territories which led to a state visit which has now, from an outsider’s view, forged a close relationship between the two leaders.

Cosie will continue from its game against Ainslie to play an ODI against Keverai on the ninth before embarking on its first test series - the “Valentine’s Test” starting the 14th of February in Idara and the “March Test” on the 1st of March which will be a day/night test match in Kevara. Reports state that this will likely become an annual event between Keverai and Cosie, dependent on ticket sales and the reception of Cosian and Keveraite audiences to the idea.

The next major cricket event for Ainslie after this ODI will be the commencement of the T20 Max League, which will happen on the 15th of February.

OBITUARY: OVERLORD TYTUS ALEXANDER I

Guest Writer: Prof. Simon Flaugh, Royal Archivist | Web 13 Feb

Called by many the 'Father of Noronnican modernity', Tytus Alexander oversaw a new chapter in the long and turbulent Noronnican saga. He was the people's hero who clashed against a dictatorial regime who stood to destroy the foundations of Noronica's past dignity and respect. His momentous effort to fight oppression inspired thousands, even after the Noronnican Civil War of the 1980s had ended. He restored dignity to Noronica and set it on a course of prosperity and global outreach once more. One of Noronica's greatest figures, he now lays in an untimely and tragic rest, as Noronica yet again decides its future.

Tytus was born on 10th June 1957 in Gwynon Hospital, the only child of Duke Thomas Alexander and Duchess Maria Alexander of Gwynon. With his father consistently away working as a government minister in the capital, Tytus was brought up by Duchess Maria. They had an uneasy relationship. Duchess Maria was a harsh taskmaster, and often reminded Tytus of his familial duties as heir to his family's legacy. As Tytus grew older and his imagination began to express itself further, he informed his parents that he wished to enter into business, perhaps by getting experience through family connections with the Royal Noronnican Banking Corporation. Duke Thomas, having grown rather cynical of his political life, felt inclined to agree, yet Tytus' mother Duchess Maria made herself explicitly clear that politics had been the focus of the firstborn son of the Alexander line and therefore the legacy would continue in said manner.

Tytus, ignoring his mother, chose to pursue his interest in business into his higher education, successfully applying for the Royal University of Nolon, where he would study Business Studies and eventually garner a Master's in Noronnican Law. Whereas he worked to build up to a successful career, the political situation in Noronica was greatly worsening. A slew of ineffectual prime ministers followed the wake of the Imperial War, slowing national progression and frustrating the populace immensely.

Francesca Peyter, a shrewd master in politics and a woman with very dangerous ideas of subservience to the state, thundered through Noronica as she gained vast amounts of votes from a disgruntled populace. As the empire declined, she promised to imbue Noronica and its people with a new sense of purpose. She gained in popularity swiftly, eventually placing her and her party in power. While initial reforms were welcomed, it soon became clear what her administration was after, total domination over the political system. She turned to the monarchy immediately, forcing the abdication of Overlady Victoria of the House of Dunhade.

After years of subjecting her citizens to economic quotas, a rule through fear, and vile racial policies, resentment inevitably grew around the President's rule. Thus, the Noronnican Freedom Movement was formed, one of its founding members being one Tytus Alexander. He had made a small name for himself when he attempted to take the administration to court over the gross mishandling of the political process and corruption, yet this ultimately failed after his petition was nullified.

What ensued was one of the most significant events in Noronnican history, the Noronnican Civil War. Historians debate when it began, seeing as guerilla operations instigated by the NFM were sporadic and small, yet the war ended after a decade of fighting. Tytus proved himself to be a competent commander and leader, supporting and administering the rebellion with efficiency. Perhaps his greatest achievement was the State of Ostehaar's support, as many historians agree that international support was the turning point of the war.

Once the war was over, Tytus began to deconstruct the new political system that's sole purpose was to provide self-aggrandisement and power to the position. Upon dismantling the fragile Republic, Noronica was once again given its monarchy. Tytus had the support of many of the old clan families and Church, leading him to enter the Alexander dynasty into royalty. He had two children with his wife Remona Alexander, Trystan and Mellisa.

As Overlord, a constitutional monarch presiding over a fully-functioning democracy, Tytus lived through many events such as the Arvanan War between his country and Dormill and Stiura which occurred almost immediately after he had entered into power. The Noronnican economy was revitalised and Noronica modernised. After taking an assertive foreign policy, Noronica is once again an influential nation in the region.

In his two-decade-long reign as Overlord, Tytus has overseen several state visits which were incremental in improving Noronica's relations around the world. He has also had hundreds of engagements with every aspect of the Noronnican population, one of his most memorable speeches having been given in the Royal Lockburgh Hospital. His compassion for the people of this country shined as his position as monarch allowed him the privilege of serving them, a privilege which he fully embraced.

In the last months, our country was soured by division due to the exploitation of the political system and the aspirations of another. Tytus Alexander yet again displayed his willingness to go above and beyond to serve his nation and prevent the destruction of political freedom and liberty. Tragically, after battling this threat, he was shot while partaking in a rally outside of the palace gates. The man who killed him was Jonathan Montague, son of the ex-Prefect of Arván, Lord Bartholomew Montague.

The investigation is still going, and will not likely conclude for weeks, but now the country mourns its greatest hero. One must wonder, however, what will happen now?

Overlord Tytus Dead, Noronica Still In Crisis
2/14/19

Days ago, the Overlord of Noronica was assassinated by Jonathan Montague, a son of the Prefect of Arvan. This came shortly after the government was ultimately defeated in its bid to dethrone him and his declaration of Martial Law. Now, the only power in Noronica is the Federal Assembly.

Today, the Prime Minister Alaattin Cihangir made a statement regarding the situation.

"We could not have predicted how this would end in Noronica," he said this morning. "However, Overlord Tytus was a fair and consistent leader up until these last years. While his passing was with much turmoil, it may be the beginning of a far greater future for Noronica. As always, Thuzbekistan will stand by its friend and continue to carry on relations with the Federal Assembly as it has done since its inception."

The Prime Minister did not comment on the Tweet by Foreign Minister Nalik, which has drawn fire from MPs this morning.

"We are Glad that the Noronican issue seems to be coming to a conclusion and hope for continued stability there for the sake of the worker. However, Overlord Tytus is not a man to be mourned. He became not but a cruel dictator with selfish intentions." #Noronica

The tweet drew ire from the MPs of the Islamic Socialist Party. Emin Vedat chimed in as well, saying that "The tweet was a misguided and unnecessarily inflammatory. It should be removed and Foreign Minister Nalik Apologize to the people of Noronica. We cannot allow such blatantly inflammatory actions by our Foreign Minister to go unnoticed in a time when we must be healing our international relations."

In the meantime, the Noronican Government must now decide its future. For those around the world, it is hoped that the path they pursue is one guided by the worker.

Economy Stabilizing as Sanctions lifted, Unemployed Workers Down to Just 8 Percent.
2/14/19

The Federal Workers Council today announced that the unemployment rate had dropped to 8 Percent, down from 14 percent in December. The news comes as Shipyards and factories reopen and begin working as hard as since the beginning of the sanctions, which have been significantly lessened over the months by nations who no longer saw the need of them after the Orsandian Civil War ended.

In a statement, the FWC Chairman said that "Our System withstood its largest test in 30 years."

"Our system withstood the largest test in 30 years. Even though our unemployment was high, the system established over our decades of trial and error held firm. Workers were kept alive and paid, families stayed fed, and the suffering of the recession was mitigated. This is what the FWC is meant to do! We have a long road ahead of us as we are still seeing some families and workers and clans suffer. But we are proving today that Thuzbek Socialism can withstand the attack of the entire region!"

While the International Socialists responded to the statement with gleeful jokes on the parliament floor, the Islamic Socialist Party Members continued to point out the fact that suffering had not been as mitigated as they said.

"The suffering of the worker was not mitigated," a joint statement between the The Center Socialist Party and the Islamic Socialist Party said. "Workers claims went unpaid, families were left without incomes, and our shelters became full. The Riots in Baslov, Ashlov, and Bashlon evidence that the system failed. When we must resort to force to pacify our people as the government of Baslov did, then our systems have failed."

Some members of the conservative party called for a vote of no confidence in the chamber. However, by law, a vote of no confidence may only originate and be voted for by members of the Vangaurd. While several members of the Islamic Socialist Party have echoed these calls, The Democratic Socialist Party is likely to vote against any call in compliance with the unofficial coalition of the DSP and the International Socialists made in 2014. Thus, a vote of no confidence is unlikely to occur.

However, the calls reflect the growing anger of the people as scandal after scandal overcomes the Cihangir Administration. In one poll by Thuzbek State Polling, more than 50 percent of those polled said that Cihangir had damaged the nation's reputation and power. However, these bad opinions of Cihangir did not necessarily mean a negative opinion of the International Socialists in general, as many still said that they supported the party over alternatives like the Center Socialist party or the Islamic Socialists.

This may change as general elections draw near in July.

Prime Minister Set to Request More Military Spending for FY2019
2/14/19

Prime Minister Cihangir is set to request an increase in the military spending for the "acquisition of newer assets, better logistical assets, and better anti-air defense systems for the mainland." However, a source in the military said that this would be offset by the mothballing of several older, out of date assets that "no longer serve the Thuzbek People as they should."

While it was not directly said by the source, it is rumored that the TSS Ashluv, the flagship of Emin Vedat's reorganization of the military in 1994, would be up for decommissioning. It is a move that has long been called for by the opposition, who said at the time of purchase that the nation's only aircraft carrier was "out of date and limited the capabilities of our fighters" putting them at a considerable disadvantage.

The TSS Ashluv is a STOBAR Carrier, which limits the payload and range of aircraft launched from it and limits those craft to older models of planes. STOBAR stands for "Short Take-Off But Arrested Recovery". This means that craft launch under their own power, but are recovered by the carrier in landing. The problems with STOBAR are primarily the limited payload and range that comes with the craft using its own fuel for a short take off. In an age of CATOBAR carriers, this puts pilots at a significant disadvantage if facing other fighters. It also hurts their ability to perform Air to Ground ops in support of Thuzbek units as the limited payload requires them to return for rearmament more quickly than other types.

On top of the disadvantages of STOBAR, the maintenance costs of the carrier are phenomenal due to its age. While it was purchased in 1994, it was made in the late 70's for use in a foreign navy. It was sold as to Thuzbekistan in desperate need of an update which it never received.

The Navy is currently looking at other options to replace the TSS Ashluv.

National emergency declared as "unnatural hornets" kill 19 people in 3 days

Image
A Yak Maruwa hornet

NEW LIBANG

The Athara Magarati Federation of Hangates declared national emergency after Yak Maruwa hornet stings killed 19 people and hospitalized at least 30 others in the last three days. Curfew has been imposed as Magarati citizens in the mainland are now forbidden from venturing out of their homes for the time being. Officials informed the Herald that 15 of the victims were from the same town and that "special hornet-combat teams" had been deployed there; without specifying the exact location from where the killing spree by a swarm first started.

The Magarati government states that it has no idea what triggered the sudden killing spree with authorities placing the blame on dry weather of the town in question while scientists blamed rapid urbanization which led to decrease in the hornets' enemies such as spiders or birds. However both government officials and scientists agree that there must be some other reason that led to rise of hornet swarms across towns on killing spree. Death by Yak Maruwa hornet stings are not an uncommon occurrence in Athara Magarat where between 10 to 20 people die every year but the sudden killing spree by swarms across towns is "disturbing" and "unnatural".

The Yak Maruwa, literally translating to "Yak-Killer", has a venom that contains a neurotoxin powerful enough to dissolve human tissue. Fatalities from hornet stings are primarily related to anaphylactic shock or cardiac arrest; and a relatively large number of stings can result in multiple organ failure. Yak Maruwa hornets are attracted to human sweat and sweet flavors. Furthermore, like all other hornets, do not lose their stingers when they attack - which means a single hornet can perform multiple stings that are fatal.

"You can see why we are worried. We have at least two towns where hornet swarms are unnaturally spreading everywhere and stinging anything on their path. After the death of 19 people and reports from more and more towns about presence of swarms in their locality, we decided to declare national emergency to combat this unnatural threat." A senior government official told the Herald under the condition of anonymity.

Opinion poll: 64% of Nhoor favours keeping the monarchy

Sárruc, 13ch li vabrareli · 1203 | 15 February 2019 – A comfortable majority of 64.2% of the Nhoor is in favour of keeping the monarchy, an opinion poll conducted last week by our colleagues of the Calyda li Sárvali suggests. The result is slightly better than the one of a similar poll five years ago, so opinion hasn’t shifted a lot in recent years.

Some see the result as a demand that the government take more pressing action to find a new monarch, after the last King Armhad V died in 2017 without successors. Critics claim however that the polls don’t say anything: “We currently have no king and the one we had until recently had been locked away for almost 40 years! It’s hard to have an opinion about something that doesn’t exist…”, Nhoor’s most vocal opponent of the monarchy, Ms Gertyo Sanhòqh-Pwsy says. “The situation we have had since 1978 has proven that our system of government works perfectly fine without a King. Let’s just change the constitution to confirm the current status quo and be done with it!”

“A monarchy stands for continuity, a symbol of a country’s connection with its past and future, a token of its nature. How is someone who comes and goes after elections every couple of years supposed to be all that in the short period of time he or she represents our people and our nation?” Minister of cultural affairs Maron Yiswla counters. “Of course the new King or Queen and the royal family need to be approved by parliament; democracy has to do its work.”

There is however no indication yet that the government has found potential candidates for the royal succession worth considering. The search takes place abroad, as Nhoor has no nobility left to speak of since King Urhod II murdered the majority of them during and following the Feast of Amercement in 1792. The former royal line was also of foreign origin: K’avene Yilema, who was of Osean birth, was appointed Barhèn in 1604 and took the title of Archduke of Tyarleqh in 1608; his grandson Osvíd became the first King of Nhoor after the Unification of 1644.

OFFICIALS FACE UPHILL BATTLE IN ENFORCING NEW TRADE REGULATIONS WITH SAN JAVIER

SHUHAKALLU - Officials from the Mênnan Trade Department released a statement this morning announcing that they have been having “great difficulties” getting the cooperation of Javieran ships in the application of the new regulations for Mênnan-Javieran trade. Many Javieran merchant vessels have refused to allow inspectors aboard. Meanwhile, Mênnan law will not allow Javieran goods to be brought ashore until inspections take place. This has caused several Javieran ships to be stuck in port pending a break in the stalemate.

“The ships that have been refusing to comply with Mênnan procedure are primarily owned and operated by companies that have been nationalized by the People's Freedom Coalition Government of San Javier,” stated Hitap Mipax Atta, current head of the MTD. “We believe that they have been ordered to defy Mênnan regulations in an attempt to get us to back down from the new legislation. The military government of San Javier is attempting to call a bluff that the Sâtêp is not making.”

Since the passage of the new regulations on Monday, MTD officials have already seized several shipments from San Javier that have carried illicit substances destined for sale in Mênna Shuli and across Central Argus. In addition, shipments of improperly packaged and processed tobacco products have also been confiscated by the government.

“The actions my department has taken thus far are destined to put a significant dent in the opioid trade in Central Argus,” Hitap Mipax stated.

According to insiders in the Sâtêp, the government has been consulting with experts to determine additional anti-smoking and anti-drug campaign possibilities to respect the wishes presented by the ‘uhitap in his recent text release. According to the Citizen's Group for Public Health Information, one in three Mênnan adults is currently an active smoker, with even higher rates in the lower castes. With no minimum smoking age and little regulation on tobacco products up to this point, even children have high rates of tobacco consumption. Mênna Shuli is one of the largest Javieran tobacco importers in the region, and the new regulations greatly threatens the Javieran economy, which has only just begun an upward climb following the tenuous conclusion of its forty year civil conflict.

The People's Freedom Coalition Government has demanded the immediate release of all their ships in port in Mênna Shuli. At this time, Mênnan officials have stated that the ships are free to leave, but they would have to bring their goods with them if they do not first allow inspections.

“The respect for the health of the Mênnan people greatly outweighs the respect for the health of a foreign economy,” stated Hitap Hiska Tihakatu. “If Javier refuses to comply with our new regulations, they can either find new trade partners or find their ships held by the Mênnan government indefinitely.”

MÊK will keep you informed as this story unfolds.

Parliament Passes Bill to Withdraw From Gresswell Island Treaty 73-20
2/15/19

Early today, Parliament officially passed a bill to withdraw from the Gresswell Island Treaty. The Vote was 73-20 with the Center Socialist Party and the Islamic Socialist Party joining with the DSP and International Socialists to pass the bill.

The Gresswell Island Treaty was a treaty between Ostehaar, Ainslie, and Thuzbekistan guaranteeing the rights of Ainslie to the Isle while also prohibiting any military or intelligence assets on the island. It was signed in 1965, shortly after the rivalry between Ostehaar and Thuzbekistan began in the latter half of the 20th century. The treaty kept the island out of the very quickly intensifying rivalry and ensured it stayed neutral. Now, Parliament has voted to leave the treaty, nullifying the basic intentions behind it.

On the floor, parliament members cited Ostehaar's renewed fight against Thuzbekistan and against communists in general, Ainslie's alliance with Ostehaar in the Gael 4 alliance, and the sanctions by both nations as reasons the island could no longer be considered neutral ground.

"The clear bias of the cosigners in the treaty show that continuing in good faith is no longer a possibility," Atilla Lütfi, the Vanguard Party chairman said in a statement after the vote. "By withdrawing from this treaty, we are protesting the actions and sanctions of both nations as they worked to dismantle the Thuzbek economy. Their attempt has failed, but their actions will not be forgotten."

The Conservative Party notably said little as it voted unanimously against the bill.

The Treaty will be nullified in Thuzbekistan at midnight tonight.

Prime Minister Cihangir Sends Budget Proposal to Parliament
2-15-19

Just after the bill passed, Prime Minister Cihangir presented his budget proposal to the Finance Committee. Though it is unavailable to public eyes, the budget is expected to contain a large increase in the military budget.

Conservatives have mostly agreed with the increasing of the budget, citing the need to update assets and consider the role of the navy in the Armed Forces.

"We must begin to look at all parts of the armed forces and not simply give the Navy all the new assets," a conservative MP said in a statement for the party, which is still leaderless after the death of Valmacid. "We must consider the role of the army in battle and give more consideration to our logistical abilities."

The TSS Ashluv is rumored to be on the chopping block, but some MPs have stated their support for keeping the maintenance heavy carrier around a bit longer.

"We shouldn't be rid of our only real force projection asset without something to replace it," an International Socialist MP said in an interview. "We should be looking at replacements for sure. But getting rid of it? I think it's hasty and misguided."

The debate regarding the bill will come next week.

President Paul Watson of Brulafi and Prime Minister Cihangir Agree to State Visist
2-15-20

The Prime Minister's office announced a planned state visit to Brulafi, an old UCCR ally that has retained its socialism throughout the near 25 years since the UCCR's collapse. It is scheduled for 2-20-19. On the agenda for discussion is both nations economies, the events in Gael over the last months (including the Orsandian Civil War and the Noronican Crisis), and the possibility of a mutual assistance treaty. The aide also said there would be several sites of historic importance to both nations to be visited.

The meeting comes as Thuzbekistan begins recovering from the recession induced by the attack on its economy last year. As events in Gael once more turn to hostilities as the Noronican crisis continues with Dormill-Stiuraian troops in Arvan and a power change in Noronica, Thuzbekistan is attempting find allies among the turmoil. If successful, the talks could bring more security to Thuzbek markets which have been uncertain in the government's ability to maintain Thuzbekistan's place in the world.

However, some Internationalists believe this is the first step to reforming the UCCR, a goal the party banked on in 2013. It may be a pipe dream, though, as Samudera pulls away from Thuzbekistan amid the failure of Communism in the Orsandian Civil War, and as communist parties in Charbagnia, San Javier, and Illa Isle disintegrate under various circumstances. Regardless, many believe this is a good step for the embattled administration's foreign policy record.

This has been Thuzbek State News.

Silting threatens to cripple the nation’s busiest port

Image
Aerial view of the Port of Kotapura

Kotapura, KABAR SAHARI – It has been known for several years that sediments run-off from Padan River has rendered the Port of Kotapura, Samudera’s busiest and important port, helpless, if not for the constant, and expensive, silt dredging. This, however, is a temporary solution. The amount of silts that is deposited every year is much more than one could hope to get rid off in order for the port to fare. Research indicated that the Port will be unable to harbour any ship in 2030. Plans are being considered to resolve this predicament, including the construction of a new port away from the mouth of the river.

Kotapura’s location at the end of a shallow gulf and at the mouth of the biggest river by water discharge in the whole nation, makes it vulnerable to such problems. The problem had been identified several times in the 1980s, and the government realised that the port won’t be accessible to most ships in the next twenty years. This was declared a major problem that needed to be resolved quickly. The then-socialist government unveiled a grand plan, that is, building a new port west of Kotapura, precisely in Lumba Gulf coast, where no rivers would threaten the life of a major port. Two years into the construction, the Reformation halted the project and it was left abandoned for the next thirty years.

The fate of the port was left in uncertainty ever since then.

Image
Map of Mituran Gulf

This is not the first time such problems were reported, however. Records from the 13th century revealed to us that the port for the seagoing ship had to be moved further north because the current port has inadequate depth for ships to berth. During the time when Samudera was part of Ahnslen Confederation, a new port was constructed five kilometres north of the Old Town’s port to serve as a major port for the then-state of Research revealed that in the past the coastline was much further up the river, up to ten kilometres inland from the current coastline. The deforestation in the headwater of Padan River exacerbates the siltation by increasing the sediment runoff.

The shallowness of Mituran Gulf has also prevented big ships to harbour in the Port, forcing them to unload in the Port of Muntok, at the mouth of Mituran Gulf, fifty kilometres north of Kotapura. The small port, however, couldn’t properly serve as a major port and this poses another problem that yet remains unsolved. Traders and merchants are starting to complain about the decrease in trade volume. Currently, it is predicted that around 0.5% of our national GDP will be lost were the Port paralysed. This will undoubtedly turn into a much bigger problem.

“This is something that should’ve been tackled long before it poses a real threat to the lifeblood of our nation. Presidents after presidents have never taken this threat seriously, and now we need to pay the price of twenty-years of ignorance,” stated Aji Ramang Bara, the head of Samuderan Port Authority.

Plans and proposals are brought forward to settle this dilemma once and forever. President Justuva, who usually prefers to stay silent after being peppered with several scandals in the year before, even said that he promised that new solution should be brought forward and be realised in the next five years.

The Ministry of Transportation is considering three choices. One, revitalise and expand the already existing Port of Muntok at the head of Mituran Gulf. This has the advantage of saving budget and shortening the construction time, though siltation will still definitely pose a problem in the not-so-far future. Two, moving the whole activity to the Port of Enerah, the second-busiest port of Samudera. This might seems straightforward, saving, even more, budget and time, but it will move the port trading activity away from the nation’s financial centre. Three, reviving the old plan to construct a new silt-free port west of Kotapura. The costliest and time-consuming option, but it might be worth it in the long term. With a new port, we could build a modern and efficient port, which was never the case with the soon-to-be-defunct Port of Kotapura.

It will ultimately be the government’s discretion, but we all hope that the government will decide what’s best for us.

Gray Hills murder rate climbs higher as AG forms special task force

BALLAVASACH (APA)- The murder rate in Gray Hills province hit a new high in 2018, reaching 88.1 homicides per 100,000 inhabitants, or about 1,985 killings per year, according to new statistics from the Department of Justice.

Authorities blame a myriad of factors, including the activities of the São Graçe mob and other Totzkan crime families, for the steady uptick in violent deaths. Since 2005, the murder rate in Gray Hills has risen steadily owing to the increased prevalence of organized crime, known among Lusophone communities as the "Sindicato".

Speaking at a press conference in Ballavasach alongside Gray Hills Governor Joshua Lourenco (A), Attorney General Dave Merenlaine today announced the formation of a Federal Task Force for Gray Hills. The unit, which will be overseen by the federal attorney for the province and composed of federal marshals, has a revolving fund of $300 million, which it is authorized to operate until 2022.

"The task force has been given a three-year mandate to eliminate serious problems that are plaguing Gray Hills," the Attorney General told reporters. "$300 million is a considerable subsidy. We are choosing the best candidates from our law enforcement pool to staff the task force and make sure that the job gets done. The three-year goal is a commitment that the Justice Department will meet."

The Attorney General also announced that an extra 225 Narcotics, Alcohol, Firearms, and Explosives (NAFE) agents under the Interior Bureau will be deployed to Gray Hills in March to assist the task force in stamping out the activities of the São Graçe family and other Sindicato mobs.

Gov. Lourenco, who will be facing an electorate composed largely of naturalized migrants as he seeks a second term in the April gubernatorial election, asked residents of Gray Hills to "unite and stand firmly behind the efforts of the police".

"Gray Hills is already grasping a bright future, but to get it fully within our reach we must reject the violence and crime of the underworld," Lourenco said.

Navy Secretary resigns amid tanker collision probe

ELLSBURGH (APA)- Secretary of the Navy Thomas Jefferies has resigned, according to a statement from the Department of War released in the last hour.

Jeffries' resignation from the administrative leadership of the Navy comes amidst a probe into the January 27 collision of the SFU Grand Union and the oil tanker Hoare off the coast of Frasyrland. The probe, conducted under the auspices of the Navy and the Joint Defense Committee of Congress, is still ongoing and has revealed what one source called "serious problems" with leadership in Almorea's most prestigious armed service.

Jefferies, along with a vice admiral and two rear admirals, was subpoenaed on Monday to testify before the Naval Affairs Subcommittee of the Chamber of Representatives on February 21.

The secretary's resignation was unexpected, according to sources within the War Department. At the time of the announcement, preparations were being made for Jefferies to travel to Dragão Do Mar for discussions with ALDRATO naval chiefs in early March.

Sources indicate that more officials may resign as the probe continues to cast a shadow over naval bureaucracy and the Admiralty. Jefferies' appearance in Congress on February 21 has not been cancelled, according to Rep. Mark Parde (A-Adashawnee), the ranking member of the subcommittee, even though he no longer occupies a position of authority within the Navy.

President Alasdair Hallowell is expected to appoint a replacement soon; the next secretary will have to lead Almorean participation in ALDRATO naval integration efforts, including the creation of a joint fleet, as well as manage the disastrous image that Navy leadership have acquired after the January collision.

Sources close to the President's thinking indicate that he may appoint Eleanor Speed, the director of state-run defense company Clare Naval Systems, as Jefferies' successor. Speed would be the first woman to hold the post. Another candidate is Thomas Halleman, an official within the Department responsible for naval procurement.

Rachel Alpin Gives Birth To A Baby Boy
6 days ago, Rachel Alpin was rushed to St.Dove Hospital after being found in pain. After almost a week of false labor contractions, she finally gave birth yesterday to a baby boy. His name is Oliver, and he has been placed in the Intensive Care Nursery (ICN)

Oliver is going to be baptized once he is strong enough to leave the hospital. However, he cannot participate in the tradition of spending time with family members because Rachel's mom has passed and her sister... let's just say she's not on good terms with Enchanta. Richard has taken over the bill passing since Rachel is in recovery.

Top Stories: Week of 10 February 2019

By: Ellery Ackerman

10 February

Dormill and Stiura responds to Roendavar - Following a statement by the Roendavarian government that sought to "illegally invalidate the rightful territories of the Swaneeak Atoll", the Presidential Palace delivered a response in the news briefing of 10 February, stating "The stance of the Roendavarian Government to illegally invalidate the rightful territories of the Swaneeak Atoll, including our own, is a gross misstep in their policy. The United Republics actively respects the nature of the Territory of Swaneeak Atoll, and her citizens do not wish to leave their homes that they have lived in for generations. We respect the legality of all other claimants and wish to open a dialogue to resolve any other disputes between the various governments with possessions in Swaneeak."

Arrest of Prime Minister Joshua McIntosh - Early on the morning of 9 February, Joshua McIntosh was arrested in the West Barnsley Industrial Estate of Nolon City on charges of high treason. He was seen at Riverside Police Station at Founder's Park a few minutes later. Reports from the Nolon City Police Department state that he was to stand trial 2 weeks later. Without a central government, it is unknown if the trial will be held then or at another date.

11 February

National Congress to consider San Javier regulations - After it was announced by MEK that 'uhitap Âspu Kashaka had delivered a public statement regarding his health and recent stroke that left him in a coma for several months. He mentioned in his public statement, "Our lack of regulation on Javieran tobacco imports have not only allowed substandard products to infest our market, but have also encouraged a growing criminal market for drugs within Mênna Shuli", placing the blame of his recent stroke and a growing public health crisis squarely on the shoulders of the junta running San Javier. The National Congress, concerned about the possibility of a similar situation arising in Dormill and Stiura, has begun to investigate on similar regulations as the Ministry of Health launches its own separate health examination, targeting the rise of smoking and the use of tobacco products in Dormill and Stiura.

Martial Law in Noronica begins - Following the arrest of former Prime Minister Joshua McIntosh, Overlord Alexander entered Nolon City in a move that was opposed at home and abroad, followed quickly by a declaration of Martial Law on Nolon City, placing now former Prefect of Arvan, Bartholomew Montague, as an interim Prime Minister to run the government now dominated by the Overlord's presence. The National Congress condemned the move by the Overlord, calling him "the greatest tyrant in all Noronnican history" shortly after the declaration. Without Prime Minister McIntosh, the deal made over Arvan was put into jeopardy and risked an escalation of the conflict already fought over the peninsula by the Overlord's loyalists and Dormill-Stiuraian troops.

12 February

Dormill and Stiura to officially recognize the French Republic of Charbagnia - After several month since Operation Swift Resolution, the post-war situation in Charbagnia has significantly calmed down as the allies continue their military occupation. As the fighting in Charbagnia began in earnest almost a year ago, Dormill and Stiura was pulled away by the sudden attacks by the PLF in Orsandia, where originally the 1st Coastal Assault Squadron was to provide assistance in the operation. Since then, the Charbagnian government collapsed and the remaining participants began their occupation, leaving the French Charbagnians alone with no aid. Since then, the have managed to form a new Republic, and has begun rebuilding efforts in earnest. However, for the intervening time, no nation recognized the new government. That was the case until 12 February when the National Congress signed legislation that officially recognized the French Republic of Charbagnia as a sovereign and independent state, with a plan to exchange the first ambassadors in early March once an embassy for both could be established.

13 February

Overlord Assassinated by son of interim PM - In Nolon City, on the evening of the 13th, Overlord Tytus Alexander I had just begun to make a speech on the situation of the country when he was shot twice by Jonathan Montague, son of interim Prime Minister Bartholomew Montague. Montague was subsequently shot by Nolon City Police on the scene, brandishing his gun in the direction of the officers. The Gwynon Times had an obituary on the front page of the 14th's paper, venerating his life's work. The National Congress ordered the flag of the United Republics at the Embassy in Nolon and Nova Laneta to be lowered to half staff in his honor, with President Dyson giving his remarks at a press briefing later on the 14th.

Talks of lifting most Thuzbek Sanctions progressing - The Forum Committee on Foreign Affairs recently finished a debate on lifting the League Resolution condemning Thuzbekistan for its actions in Orsandia and promoting sanctions against the Thuzbeks. The debate ended with the committee voting unanimously to have the Ambassador at the League, Roger Van Adrichem, submit a resolution to repeal his previous one; the committee additionally voted in favour on a bill to lighten most sanctions on Thuzbekistan excluding oil, coal, weapons, and cattle, among others. The aim was to acknowledge that the original mission of the sanction and condemnation had concluded, but that the remaining sanctions were to remain in place to "continue to bring pressure on Thuzbekistan to cease the withdrawl from the Gresswell Island Treaty and other such actions contrary to the peace and stability of the international community.".

15 February

Thuzbekistan withdraws from Gresswell Island Treaty, condemnation to remain - Not a day after the Forum Foreign Affairs Committee announced its intentions to repeal the condemnation of Thuzbekistan, the Thuzbek Parliament unilaterally withdrew from the treaty, citing "Ostehaar's renewed fight against Thuzbekistan and against communists in general, Ainslie's alliance with Ostehaar in the Gael 4 alliance, and the sanctions by both nations" as reasons the island could no longer be considered neutral ground, nullifying the treaty in their eyes. The Presidential Palace, made a statement later that day, saying "Thuzbekistan proves now, as they did in Orsandia, that they cannot be relied upon to act in good faith. It will be our policy to challenge any attempt by any nation to subvert the rule of law. The condemnation against Thuzbekistan will stand, as will the sanctions we already enforce."

Altera Sets Sights on Becoming A 'Global Player'
in Wake of Noronican Crisis

Image

The Alteran Republics are developing a Future Littoral Strike Ship concept for the Alteran Maritime Defence Force; the latest in a series of announcements by the Council for Defence since the reformation of the Curia.

This latest announcement come as part of the wider reshuffling of aerial and naval assets, including the retirement of the P.109 Vulture in favour of developments of the F-123 Falcon.

However, the Alteran vessel's mission would be to support a broader array of operations, including crisis response and disaster relief, as part of an ambitious plan to reinvigorate the country’s amphibious capabilities.

The announcement of the two new vessels, dubbed the Ancestor Class, comes in the wake of Noronican crisis - which the Curia and Strategos have been using to push for a subtle movement away from Noronica.

A.R. Praetor for Defence Marcelo Q'Long announced the Future Littoral Strike Ship (FLSS) plan, as well as associated amphibious developments, in a speech at the Alteran United Services Institute (AUSI) think tank.

A new “multi-million-pound Transformation Fund” is paying for the FLSS program among other initiatives, according to Q'Long.

"[We are] investing now to develop a new Littoral Strike Ship concept. And, if successful, we will look to dramatically accelerate their delivery,” Q'Long said in his speech.

"These globally deployable, multi-role vessels would be able to conduct a wide range of operations, from crisis support to war-fighting."

"By accelerating the Future Littoral Strike Ship development via the Transformation Fund, we have the chance for more rapid introduction of this valuable capability into the Fleet, significantly enhancing our ability to act in support of Defence & cross-government objectives."

"Designed to support the unique capabilities of the Alteran Maritime Defence Force, FLSS offer a dramatic increase in the range, mass & lethality of forces that can be projected from sea to land, delivering decisive military effect anywhere in the world, at a time of our choosing."

The chosen design resembles a Roll-On/Roll-Off ferry design manufactured in 2011 by Verhun Defence System's maritime branch, albeit with major modifications.

According to sources, the ship is intended to replace the SkyHook frigates in the amphibious warfare role, with an additional - as yet not announced - ship design to launch the P.125 Osprey fighter.

Following the instability in Noronica, Altera's traditional ally and support, the Curia have been steadily making a concerted effort to make Altera more of a global player in international politics.

Whilst already a leading nation in commerce, trade and investment - Altera has historically shown little interest in flexing military muscle overseas.

Not since the Imperial War has Altera deployed assets overseas on a large scale, something the Curia seem set to replicate in the years to come.

Sources from inside the Curia indicate that whilst they wish to remain friendly to Noronica and deepen economic and cultural ties, there is growing appetite for Altera to shed it's image of being a "Noronican Colony" once and for all.

6 more dead as "killing spree hornets" confirmed to be infected with Ophiocordyceps magaratis subspecies

Image
"Mummification" at Phase 1

NEW LIBANG

After images of Yak Maruwa (literally "Yak-Killer") hornets covered in thin white layers went viral, Magarati scientists studied several specimen and confirmed the worst that had just remained a theory before: a previously unknown subspecies of the entomopathogenic fungus Ophiocordyceps magaratis was indeed parasitizing upon the hornets and triggering the killing spree swarm mentality. What's even worrying is that this fungus may now have already spread out of mainland Magarat through spores or infected hornets without anyone's notice. The appearance of a "mummified" Yak Maruwa in Shikha district of Myagdi Island led to the curfew imposed in mainland Magarat now being enforced on the Three Island Hangates (Myagdi, Akar and Tiwe Sivn) as well.

Since the first reported death from this killing spree in an still undisclosed town in mainland Magarat, 19 people fell victim to the Yak Maruwa's neurotoxin that is powerful enough to dissolve human tissue while at least 30 others had to be hospitalized. Since death by hornet stings are not an uncommon occurrence in Magarat region (where between 10 to 20 people die every year), both authorities and scientists initially dismissed the sudden killing spree behavior of Yak Maruwas on dry weather or rapid urbanization which led to decrease in the hornets' enemies such as spiders or birds.

On Saturday, four of the hospitalized multiple hornet sting victims were pronounced dead at various city hospitals and despite heavy curfew imposed by the government and military; two more people, including an eight years old girl, are now among the dead claimed by these hornet attacks.

According to Magarati scientists, this new Ophiocordyceps magaratis subspecies first triggers super-aggressiveness on already highly-territorial Yak Maruwa hornets. This also heightens the infected hornet's attraction to human sweat and sweet flavors. The scientists also reported that the more neurotoxin an infected hornet releases, the more "mummified" it becomes.

Image
A fungus-hornet complex in Phase 2

"And thus arises the desperation on the infected to sting any moving target multiple times. And this is the Yak-Killers we are talking about. Their stings can lead to anaphylactic shock or cardiac arrest and multiple stings means multiple organ failure and death." One of the scientists told the Herald. "After it has released enough neurotoxin, the host mummifies and sticks to any surface it can find. This is what we are calling as the Phase 1."

Just like the fungus-ghost moth larvae complex or the fungus-ant complex, the fungus-hornet complex in Phase 2 grows "fruiting bodies". This special organ then releases spores that travel through air to infect and grow on the bodies of other hornets; continuing the process. In some occasions, the fungus-hornet complex may also grow "special tendrils" to attract other organisms towards it.

"The fungus-ghost moth larvae complex has many medicinal purposes like cholesterol reduction, increased efficiency and stamina of the circulatory system, anti-tumor properties, liver protection, sexual potentiator, etc to name a few. The fungus-Isles swallowtail complex enhances lung capacity and encourages oxygen intake. The fungus-ant complex is used as food coloring and dye for cosmetic products. They all are results of a different subspecies of Ophiocordyceps magaratis parasitic behavior. We are researching to see if this new fungus-Yak Maruwa hornet complex has any benefits for humanity other than just increasing our chances of death. And we are looking for ways to control this unexpected crisis."

Goverment revokes the Labour Code Reform Act of 2017

Image
The decree signed by PM Lacerda has passed by the Chamber of Deputies and the Senate.

One of the campaign promises of PM Paulo Lacerda was the revocation of the Code of Labour Laws (CLT) reform of 2017, approved by the ex-PM Leonardo Pinheiro. The decree signed by PM Lacerda in February 7th, was passed by the Chamber of Deputies with a majority of 129 to 102 in February 10th. Today, in this Monday (18th), the decree was passed by the Senate with a majority of 47 to 34, and will be implemented to the Marian legislation.

The labour reform of 2017 included:
- A increase of two additional hours in the maximum work hours of a day. The original document stated that employers could only request 9 hours of work from their employees, but the reform allowed a maximum hours of 11 a day.

- In the reformed document, women were only able to be retired 65 years, and men with 70. The original document said that women could get retirement pension by 60 years and men with 65.

- With the reform, the minimum time for workers to have a meal break was decreased to 30 minutes. The original document stated that Marian workers would have a minimum of one hour of the work time to have meal and rest breaks.

- In the altered document, the time that workers spent to get from their houses to the work place through public or private transport is no more deducted from the total work hours, and employers would be free to choose in either giving or not giving this discount. Before the reform, this benefit was guaranteed in any case.

All these alterations were cancelled by the new document, according to PM Paulo Lacerda. Opposition parties have criticizes Lacerda's decision to revoke all the modifications applied by the ex-PM Leonardo Pinheiro. "The reform of the Marian Labour Code was a crucial step to guarantee the fiscal balance of Dragão do Mar during the next decades. If Lacerda continue to put our stability in risk, our economy will be at the edge of collapse at the end of his mandate" said the federal deputy Luiz Fiuza of the National Democracy Party (PDN). The government supporters, in the other hand, have broadly praised the decision of PM Lacerda "Revoking the Labour Code reform was a very important decision to ensure decent living conditions for the Marians who will retirement someday after a live dedicated to the work" said the federal deputy Tabatha Amaral of the Marian Workers' Party (PTM).

Vibor to confirm Charbagnia Recognition.

Sunday 17th February - report by Josef Swartz

This afternoon, outside the government plaza in Tel Iskabah , Prime Minister Abdiel Kashua announced to the country that Vibor would officially recognise Charbagnia as an independent government and offered the nation 'all necessary help and support to grow'. Prime Minister Kashua expressed his pleasure that the nation of Charbagnia could rise from its past and flourish with a new lease of life.

Vibor would also offer any help or support that Charbagnia needed to strengthen itself within the region. Prime Minister Kashua spoke at length about the need for a country to stand on its own two feet, but there was no shame in getting help to start. Kashua said that Charbagnia only had to ask and Vibor would gladly assist and aid the country as needed.

Prime Minister Kashua also expressed his feelings that other nations should join suit and declare Charbagnia officially, stating that Charbagnia had much to offer the wider world and it would make sense to support the nation from its very beginning. The announcement was met with great enthusiasm from many Viborians, who see Charbagnia as a potential friend given the two nations French connections.

Prime Minister quizzed on Noronica and recent events.

Sunday 17th February - report by Charlie Pasternak

Continuing outside the Government Plaza this afternoon, Prime Minister Kashua was asked on his views regarding Noronica, Alteran Republics and Dormill and Sturia's recent events. While Kashua confirmed that while the very recent events seemed troubling, he was pleased that Noronica had resolved it's problems, albeit resulting in death and devastation. Kashua went on to say that Noronica needed time to readjust to it's new position, but Vibor would look forward to working together sometime in the future.

Kashua also tried to calm fears of worrying government collapses and even conflicts by stating that change was inevitable, countries regularly go through changes, sometimes drastic, which is often for the best and a nation had to adapt to continue thriving.

Prime Minister Kashua ended his Sunday conference by saying that Vibor was committed to it's international partners, regardless of changes and it would continue to support and seek the best solutions to the problems that occur throughout the world.

Polar Svalbard states MSTO will not renew the Magarati Arms Limitation Treaty anytime soon

NEW LIBANG

The government of Polar Svalbard has stated that it is "too early" and not the "most suitable of times" for Magarati Arms Limitation Treaty to be renewed. The comments are a blow for Jrm Hangma of the Athara Magarati Federation of Hangates, who was recently reelected with promises of renewing the Magarati Arms Limitation Treaty.

"The treaty was renewed in 2016 due to pressure from Noronica and Vancouvia. It is quite too early for it to be renewed yet again. We, on the behalf of the Mesder Sea Treaty Organisation (MSTO), explained to the Magarati side calmly that nothing could be scheduled at the moment especially since they are having a national emergency right now." A senior Svalbardian told reporters.

On the other hand, Magarati officials accused the MSTO of using the national emergency, called "Hornet War" by the media, as an excuse to not renew the treaty. "We had been in talks before this crisis started. We agree that now is not the best time for this but Svalbardian and MSTO officials continue to dodge questions about when the appropriate time for renewal is as always."

The original Magarati Arms Limitation Treaty was first signed in 1953 after the Empire of Magarat was defeated by the Free Powers and split into twelve different occupation zones. This treaty enforced that the Magaratis would never declare war, have armed forces or possess weapons of mass destruction. Furthermore, the divided hangates were made puppet states who relied on various Free Powers for their defense. Most historians and political analysts agree that the lack of standing armies for the hangates led to the communist revolutions easily overthrowing the puppet hangs one by one. Furthermore in 1991, the then Hang of Chatha had to call in the San Montagnan army to put down a rebellion in his country due to the limitations imposed by this treaty. This act lead to the disastrous 30th Parallel War.

In 1996, immediately after the end of the 30th Parallel War and the fall of their allies in the United Central Communist Republics (UCCR), the government of the newly formed Athara Magarati Federation of Hangates sought to renew the 1953 Magarati Arms Limitation Treaty and establish diplomatic ties with member nations of the MSTO. This treaty was renewed in 1998 after long discussions and several high-profile meetings. The 1996 renewal provided the Magaratis with 20,000 active standing army, 250 aircraft and 20 naval ships while still forbidding them from declaring war, operating more than one ship exceeding 10,000 tons of displacement and from possessing biological, chemical, nuclear or radiological weapons of mass destruction.

The 2016 renewal spearheaded by Noronnican and Vancouvian pressure on the MSTO added clauses stating that Athara Magarat could now join wars of her allies and utilize her armed forces to launch humanitarian aid and relief operations in conflict zones across the Isles. The Magaratis repaid their debt by joining Noronica's wars in both Arvan and Charbagnia while supporting Vancouvian actions in Illa Ilse and the International District. However, many hard-line and moderate factions within Athara Magarat maintain that the treaty is still highly restrictive and that Athara Magarat would not be able to defend herself against an invasion or unexpected crisis. Continued refusals by the MSTO to renew the treaty has made newer Magarati generation, who are easily swayed by the hard-line factions, more and more anti-MSTO.

BRULAFI SCIENTISTS BEGIN WORK ON MYSTERIOUS HORNET FUNGUS

Image

TURBAY- A worrying outbreak of a type of the insect-based parasitic fungus Ophiocordyceps magaratis has occurred in Athara Magarat. The fungus slowly takes over insects and their bodily functions before ultimately killing them, making many scientists both in Athara Magarat and across the region are worried about the potential damage this fungus could wreak upon pollinators, an essential part of the agricultures of many nations. Additionally, several deaths have been attributed to hornets infected by this newly-identified fungus, and some citizens have voiced concern that these infected hornet populations might spread and harm Brulafi (and other nations') citizens. Thus, in a forward-thinking and humanitarian move, the Institute for Mycological Research, the Veterinary Research Society, and the Institute of Pathological Sciences have all combined to form a special research task force headquartered in Turbay to research this fungus. The team finally got to work earlier today as the first shipments of O. magaratis arrived by secured military transport from Magarati labs up north. The goal of these researchers is threefold:

  • To evaluate if this outbreak has any effect on the common honeybee and other major pollinators,
  • To evaluate potential detrimental impacts that the fungus might have on humans,
