Instead, two brigades were formed from the applicants who passed the group's qualifications, leaving only some for training future applicants.

Dear Sir,

Please refer to your earlier telegram regarding the Kingdom's contribution to the Imperion Coalition Foreign Legion. As stated therein the Kingdom's contribution with regards to the "volunteers, troops and stations" was sought. This missive bears the discussion of the results regarding these matters which came out of the meetings held by various entities of Her Majesty's Government for the aforestated matter.

The first concern raised was that of the volunteer contribution to the Foreign Legion. I have been asked to inform that the Her Majesty's Government, including Her Majesty's Armed Forces is under the preview of "Equality (Prohibition of Discrimination) in Employment Act, 1995" under which all posts, including combat are open to both men and women. As such the Mizia Armed Forces comprises of 12% females including both combat and non combat roles. Therefore if the Armed Forces were to conduct an internal recruitment drive to fulfill it volunteer quota, the drive had to be open to both men and women. However, conscription is exempted from the preview of the said Act and as such a recruitment drive could be open to the reservists. However, it was decided that given the quality of volunteers and rigor of the Foreign Legion such a drive would not meet the stated standards. Moreover, since this would have been a recruitment the positions would have to be open to both men and women to comply with the act. Finally, I am asked to inquire if the Legion is willing to make an exception to its rules and accept women volunteers from the Kingdom because in the estimates of the Ministry of Defense such volunteers may comprise about 5% to 10% of the Kingdom's contribution.

On the issue of the training facilities and stations Her Majesty's Government has stipulated the 2 such training cum boarding centres be set up in the Kingdom, one each on the island of Cerisca and in the mountain provinces of Euskania. We estimate that these centres can train upto 1000 recruits each per training session and hose upto 2000 recruits (1000 each) The details as required are hereunder:

My Emperor, and our Imperial Marshal, greatly appreciates your nation in becoming gracious hosts for training centers; with your investments, we will be able to support more Legionnaires in the future. Now onto your concerns, we must sadly inform you that women are barred from serving in the Foreign Legion, regardless of any member's originating military practices or laws - and that is not based on any purposely sexist or offensively discriminating intentions. Although it cannot be said for all women - as personally my wife is a proud veteran who's in good physical shape - it is scientific fact that men are better equipped for the arduous trials of soldiering that we're familiar with, more-so than women are on average. This would include having more muscle power, longer endurance, a more suitable/stable mental state for combat, and other contributing factors that make men more suitable for combat than women. Many studies around the world on the subject project men being thirty to fifty percent stronger on average compared to women, results we've been able to replicate here in the Empire ourselves through tests in our own military; said tests were putting women through combat schools, same as the men, and none were able to pass, even after retries. So it would either mean lowering standards so women can be recruited, or that a handful of women at a time may be able to pass our Foreign Legion training schools - in the long run and economically speaking, both are a risk to our safety, financial stability, and military readiness. I wont say all women are incapable duty, but men are vastly superior in the fields Imperion is looking for in its Legionnaires. If there were duties outside combat available in the Legion, we would look to allowing women to serve in some capacity, but there simply aren't any; there are no support roles women could take, nor are there equipment/vehicles they could safely operate without coming into harms way. There is also the risk of mixing sexes where the mix doesn't or shouldn't belong. Of course, the risk of creating situations where women are subject to harassment and even rape is one we do not want to remotely make possible, regardless of our ability to instill military law & order. So although we are not trying to discredit our sisters in arms, the special combat and security missions handled by the Foreign Legion are not suitable for females. Of course civilian jobs, such as at your national Imperion Headquarters or other local Imperion facilities, welcome both male and female employees. So at this time, even if it lowers the applicants available, we cannot make an exception to the Decree, and any amendment changing it would need serious implications to pass; implications that turn the Legion into an Army, of which would lose the purpose behind creating the Foreign Legion in the first place. We do apologize for the inconvenience this causes, but rules are rules, and although they may not serve in the Foreign Legion, there is nothing saying women can't be part of member militaries or deployed alongside Legionnaires in the field. Dear Sir,

Please refer to your earlier letter regarding the Kingdom's contribution to the Imperion Coalition Foreign Legion dated 3 June. As stated therein the Kingdom's request to allow women volunteers for the Imperion Foreign Legion was declined. Her Majesty's Government understands the reasons for this rejection and respects all rules and regulations of the Foreign Legion. We understand that the Legion's policy in this regard does not resonate with the laws of the Kingdom, given a different orientation of the two entities. Furthermore I have been asked to inform the earlier inability to comply with the requirements was as a result of the legal hurdles that the earlier mentioned recruitment drive would face because in principle all positions in all areas (including all position except the special forces in military) have to be open to both men and women as well as any other gender people may identify with. However I am pleased to inform you that the Ministry of Defence has finally found a way around this legal hurdle.

The Kingdom has decided to contribute 500 volunteers to the Foreign Legion complying with the criteria mentioned in the "Language Section" of the Imperion Foreign Legion Protocol. These volunteers will be trained, as stated in the Protocols, at training centres located in Mizialand. However the Kingdom shall train separately another 100 volunteers (both men and women) who will be deployed, as required alongside the above mentioned unit, as clarified in your earlier letter. Thus the Kingdom's total contribution will be 600.

The fact they're not in the thousands means little, as any contribution from our members is a greatly appreciated one. Now to address your concerns/the remainder of your letter, our honest suggestion in this situation is simply to form your own force you'd like to deploy alongside our Legionnaires if the situation ever arises. Why your nation must allow both sexes to enlist if there is to be any at all for the Legion makes little sense to us, considering these volunteers are enlisting in service to the Imperion Coalition, not the Kingdom; how there could be so few men and more women wanting to volunteer specifically for the Legion goes against our current understanding of the statistics with other member nations - much of which let women serve in some capacity in their militaries. In a scenario where members are called upon to volunteer regular forces to a major cause (such as responding to an attack, or conduct an offensive operation), any unit(s) designated in your military to deploy for Imperion operations could be your go-to force in that situation. Regardless if it's a foreign legion like what the Empire has, or if you wish to use regular forces/special forces in the Kingdom's military, a designated unit wouldn't hurt to have; as a nation with a foreign legion, TECT highly suggests having such a unit for expeditionary purposes. This "legal loophole" doesn't exactly exist since what you've described isn't ever going to happen, say under extraordinary circumstances anyways. Legionnaires are sent off to training and then are deployed to units that either require a slot to be filled, or they go towards creating a new unit; the likelihood is that half of these soldiers will go towards filling vacancies in existing units and the rest, if no vacancy is found, room will probably be made for them in an existing unit. Your "loophole" of shadowing them (if we'd have even allowed such a thing to be a thing, which it isn't) would not be possible unless you intend to deploy your hundred person force to dozens of posts around Imperion's member stations. Frankly speaking, Imperion doesn't appreciate members trying to implement forced diversity in its military ranks or its other staff. If the Legion only accepts males, it only accepts males; not females, not people who identify as males but aren't, but males only. The thought of a fake Legion force alongside our Legionnaires because the Legion doesn't accept females as a means to get around our rules is insulting and it wont be tolerated in the Imperion Coalition. Such a force lacks the Legion's standards and qualifications and by no means will have the Legion's official approval. Imperion doesn't mind advocating for a cause a member holds dear, and it certainly is willing to hear them anywhere appropriate, but attempting to find a loophole in its rules to the point the member nation wants to create a fake legion force so it may be deployed alongside its real Legion counterpart overseas is ridiculous. Like what is mentioned above, it is your right as an independent nation to create such a force and use them as you see fit within your country's capacity; by all means, if you wish this force to shadow the Legion's in your country, that's more than acceptable when appropriate. It isn't, however, your nation's right as a member of this Coalition to expect a force you volunteered to work as your country pleases and serve along a sham legion unit as if the two were essentially the same. The Imperion Coalition Foreign Legion belongs to this Coalition alone and is headed by our Imperial Marshal; every member has a right to the services provided by the Legion and to expect quality in their performance rather than diversity. With that said there isn't any ill will intended by this lecture, but be aware that your one hundred person force is not an Imperion Coalition sponsored Foreign Legion force and thus wont be included with the Legion nor be promoted by this Coalition outside of being regular forces belonging to the Kingdom. If you wish for this force to shadow every person your nation has allowed to volunteer into the Foreign Legion, you should request each member nation's permission where they may be and request to house them. As Kingdom personnel, they will not be considered Legion personnel nor will they be included into the Legionnaire program. Thank you. Dear Sir,

Please refer to your earlier letter regarding the Kingdom's contribution to the Imperion Coalition Foreign Legion dated 14 June. As stated therein certain issues regarding the Kingdom's contribution to the Foreign Legion were found. I would like to clarify these issues that might have arisen as a result of misunderstanding especially with regards to the wording of my missive dated 14 June. I agree that the language of the said missive was rather ambiguous and I apologize for any inconvenience that was caused as such.

" Why your nation must allow both sexes to enlist if there is to be any at all for the Legion makes little sense to us ... unit for expeditionary purposes "

1. This is to inform you that the Kingdom is not allowing all sexes to enlist. The 500 volunteers force satisfy the following criteria set forth under the Language Section of the "The Imperion Coalition Foreign Legion & Imperion Military Protocols": Recruits must be between the age of 18 to 35 years old, speak english or german (you will be taught to otherwise), be physically fit and male, have no serious criminal record, and not be on any watch/ban list of any kind for the Imperion Coalition or its member nations

2. There are indeed more men and fewer women volunteering. The "legal loophole" referenced is not regarding the rules and regulation of the Imperion Foreign Legion but regarding the Equality (Prohibition of Discrimination) in Employment Act, 1995 of the Kingdom which is applicable to all entities in the Kingdom, including the armed forces. The law specifies that any recruitment drive conducted within or outside the preview of any organisation cannot discriminate on the basis of the sex and/or gender. Thus we could not mention the above requirement i.e. "be male" from the language of the Foreign Legion in any advertisment for the purpose of recruitment for the Foreign Legion, even if the recruitment was for the Foreign Legion and not the Kingdom's military. Therefore it was decided that the recruitment drive would instead mention "having undergone a period of conscription of at least 2 years" which would satisfy the above mentioned requirement because the Kingdom practices conscription only for men but all positions, including combat are open to both men and women; so rather than directly mentioning the requirement of being male we have mentioned this requirement. The recruitment drive ran for a period of 2 weeks during which 2132 applications were received. We then called each of these applicants for a three staged test: an interview followed by a physical fitness test and a sports test in which we found 500 volunteers to be satisfying all the criteria mentioned earlier i.e. each of these 500 volunteers is:

• 18 to 35 years old,
• speak english or german (you will be taught to otherwise),
• be physically fit and
• male,
• have no serious criminal record, and
• not be on any watch/ban list of any kind for the Imperion Coalition or its member nations

We found that most of the rejected applicants were not either physically fit or mentally fit (we believe mental fitness is also important apart from physical fitness), as per the standards of the Foreign Legion and it was decided that they would not be able to go through the training program of the Legion, both physically and mentally, therefore we did not allow all 2132 applicants but selected only 500 applicants who were satisfying the above criteria.

3. "The thought of a fake Legion force alongside our Legionnaires because the Legion doesn't accept females as a means to get around our rules is insulting and it wont be tolerated in the Imperion Coalition. Such a force lacks the Legion's standards and qualifications and by no means will have the Legion's official approval"

This is perhaps with reference to the separate unit mentioned earlier, comprising 100 members. Some clarification in this regard is required. This 100 member force is to be recruited from with the structure of the armed forces and will be trained and their battle readiness will be ensured by the Kingdom's armed forces. The exact composition of this force (i.e. how many men, women and other gender) will be determined later, once this force is formed but since there are predominantly men, fewer women, and even fewer other genders we expect that the distribution will be approximately 80-19-1. This unit is not the Legionnaires. We never intended it to be so. This is in accordance with the last line of your letter dated 3 June "there is nothing saying women can't be part of member militaries[military] or deployed alongside Legionnaires in the field." Perhaps we could have clarified this in our earlier missive that might have lead to the misunderstanding that these are the Legionnaires. Let me say it loud and clear that the Kingdom respects all rules and regulations as well as the ethos and principles of the Imperion Coalition. It was never our intention to be insulting to the Imperion Coalition. This 100 unit force, is of course not a part of the Foreign Legion, neither will it be shadowing the Legionnaires. This will be a part of the Kingdom's armed forces that will be created specially for deployment alongside the Legionnaires (but not of course, as a part of the Legionnaires). The responsibility of this unit is of the Kingdom and not the Foreign Legion. If the Imperion Coalition feels that this 100 volunteer will interfere with the missions of the Foreign Legion and is not fit to serve alongside, please inform us at once so that this unit can be disbanded.

4. Furthermore, we understand that this confusion may have arisen out of the naming of the 500 volunteer unit as Unit 'A'. We again apologise and understand that it is perfectly legitimate that such a confusion might have arouse. Here 'A' means the year 2018 as in Batch 2018 because the Legionnaires serve for 5 years and after 5 years i.e. in 2023 this unit will be disbanded but the need of Legionnaires will still remain. So next year i.e. in 2019 the Kingdom will again volunteer for the next five years i.e. 2019-2024. To clarify, perhaps the Unit can be renamed.

I hope that this has clarified most, if not all, of the issues. We again apologise for our earlier ambiguous and vaguely worded letter that was not clear in its intention. Her Majesty extends her blessings to the newly formed unit and the whole of the Imperion Coalition and wishes them all the success in the future.

Dear Representatives and Member Nations, On behalf of His Imperial Royal Majesty Emperor JC, Imperial Marshal of the Imperion Coalition, I hereby announce the creation of the "Imperion Coalition Economic Bloc, or "Imperion Economic Bloc", by official Imperial Marshal Decree. For the majority of this Coalition's existence, it has solely functioned as a body for Empires and Kingdoms to thrive militarily. We've achieved this first by making mutual defense a founding tenet of our Coalition - an attack on one is an attack on all. Later, in our rebounding, we created an arms fund that invests in our ability to wage and prepare for future conflicts. But more recently, Imperion has founded its own Foreign Legion and prepared protocols from which prepare us for future military conflicts. But now comes the latest evolution of our grand Coalition, my brothers and sisters. Imperion, at least in its rebirth, focuses on achieving a state in which all members can thrive, be that militarily, politically, and yes, economically. The economy of any nation will always determine the strength and prosperity of its people. That's why, fundamentally speaking, Imperion must be a place for members to economically prosper. Understanding that one's economy is the backbone to their nation's success is vital for every Coalition member. With that all said and done, it is now my honor to present our honorable members with the Imperion Coalition's official trade bloc Decree! Imperion Coalition Economic Bloc (ICEB) Citing this Coalition's collective desire to prosper and thrive within each member's respective economies, to move forward economically until surpassing our international compatriots, the Imperial Marshal hereby Decrees the foundation of the Imperion Coalition Economic Bloc, or ICEB as it will be known by acronym. Dating back to this Coalition's refounding in 2015, its purpose has shifted from solely being a military alliance between like-minded empires and kingdoms to becoming a much larger focused Coalition of the willing. We've improved on our military ties and increased our readiness to levels unseen in our Coalition's previous state. But now our Coalition needs to look deeper and realize more needs to be done in order to secure our nations from both external and internal threats. Economic prosperity is the single most vital sphere any nation, not just an empire or kingdom, must adhere to. Militarily speaking, a strong economy prepares us for war, is the foundation of developing new technology, is the backbone of industries that manufacture our tools of war, and robust economies protect our mighty nations from cowardice foes we face internationally. From a domestic point of view, our citizens rely on a prosperous economy for their very livelihoods; this would include well paying jobs, basic living materials (food and shelter for example), and basic modern comforts (internet and electronics to name a few). Although our mighty militiaries ensure our people the safety needed to enjoy prosperous economies, strong economies form the backbone to any nation's superficial strength and that fact must never be overlooked. To illustrate the importance of having a powerful economy, we must look to nature itself. Although a tree provides many things for nature and ourselves, it is merely one investment on its own when placed in the wild. A tree is an oxygen producer, it creates shade for other organisms to find comfort under, many organisms call trees home, trees provide resources to other organisms, and for us humans, they are harvested for lumber and grow many food items we consume daily. Our illustrated point here is that one tree can do for us many things, but not all of them - or more accurately, efficiently provide them all. That is why when you want to illustrate an economy using trees, you don't merely point out one tree as an example of your economy, you display entire forests to properly illustrate your nation's entire economy. So while we all may be mighty forests of willows, oaks, and maple trees on our own, nothing can stop us once we combine our collective selves to become an entire ecosystem. This Decree hereby establishes the Imperion Coalition Economic Bloc, or ICEB. ICEB shall serve as Imperion's principle economic body, embodying the Coalition's trade, development, and research organizations/policies. This Bloc will be under the direct supervision of the Imperion Domestic Affairs Department (IDAD) and under the oversight of committee body made up entirely of Coalition member Representatives; it is therefore under the direct authority of the Domestic Affairs Marshal who is the chief authority of IDAD. Imperion Coalition members are to be considered full members of ICEB unless they wish to abstain from the Bloc; abstained members are therefore not protected by the Bloc's regulations nor will they be required to submit to its regulations. Members will, however, still be required to send requested data to responsible IDAD authorities as economic and government statistics/information are required for future endeavors (such as member fees and future Coalition projects). Vassalized states under Imperion's direct control are automatically admitted into the Bloc; vassals and other owned territories not members of the Coalition but belong to full members (an example being nation A having a commonwealth or vassal, who is nation B, and said nation B is independent to a certain degree) may apply to join the Bloc with boosted preferential status. Observer members or outside nations of the Imperion Coalition may apply to join the Bloc if they are (A) monarchist (being an empire or kingdom of some shape or form), (B) invited to the Bloc by Marshal or Committee, regardless of national government or cultural stance (with exception to communists and outright socialist regimes), and (C) pose no threat to this Coalition or its member nations (militarily, political, or economic). Furthermore, punishment guidelines under the ICEB shall consist of a three strike policy, regardless if offenses are spread out between multiple agencies/bodies that make up the Bloc. This policy essentially states that offending Bloc members are punished via three policy levels of punishment for explicitly breaching regulations found in each corresponding agency they willingly violate. With each offense so increases the impact of the punishments handed out. Stated in a later example, nations conducting trade face a dispute that has one breaching an agreed upon tax on grain. Said offender has been ordered by the Imperion Trade Agency to pay a fine for each kilogram of grain they are overpricing. This example would be a first or second level punishment handed down by ITA's board of directors. If this were a first level punishment, following a second offense committed by the offending nation, not including its current first offense, then that second level punishment could be instituting further fines on the offending party or blocking certain access said nation has to other Bloc activities. If another offense is committed by the offender, their third and final warning could very well be a suspension from the Bloc and/or other serious economic/diplomatic repercussions, including sanctions and embargoes to outright voiding of other diplomatic agreements. In the worst case scenario, the Bloc member has run out of chances and thus thrown out of the Bloc with previous punishments still in play; this would mean that fees would still be demanded in payment, that the nation has zero access to Bloc related benefits/protections, and sanctions/embargoes would be in affect until further notice. Although a three tiered system of punishment, the act of punishing offenders is left vague aside from certain guidelines so that Directors, Marshals, and Committees can choose adequate responses to rule breaking Bloc members. Situated as part of this Bloc and under the management of IDAD, the Imperion Trade Agency (ITA) shall henceforth be responsible for maintaining ICEB's international trade policies as its chief authority organization; as an agency under IDAD, it is therefore under the direct authority of the Domestic Affairs Marshal. Trade, assistance, and data collection will be among the fields that the ITA oversees. Data collection being explicitly described as 'economic and government information required to formulate existing/predicted statistics from participating bodies; data collection is vital because economic and government data used to analyze participant/Coalition economic information is needed to accurately forecast ITA and Coalition actions, which is partly done to ensure members/participants are abiding by Coalition regulations and therefore not cheating their fellow members/participants (including member fees and relative tariff policies). ITA leadership shall consist of a Director who leads the agency as well as a multinational board of top officials who govern the agency under said Director's supervision. Oversight of the ITA shall be under the same Representative controlled committee body that oversees the entirety of the Imperion Coalition Economic Bloc. Signatories to ICEB within the Coalition will have an existing structure added to, or another built to house an ITA office; preferably the office should be no smaller than eight hundred meters by area (about two acres) in size and can reach several floors high - existing structures may reasonably vary. Land to construct such an office/add-on will be purchased by IDAD if necessary and be located as close to national headquarters for Imperion as possible - offices will of course abide by host nation's property/business laws (including paying needed taxes and hiring local residents). Non-member nations must provide needed economic information to the ITA directly or allow for an ITA office to be constructed in their nation with said office acting in similar fashion as member based offices explained a moment ago. ITA staff members will consist of office level employees (such accountants, lawyers, IT staff, and traders), international investigators, and ITA lawyers/negotiators who will act as intermediaries during trade negotiations between Bloc members. The chief purpose behind the Imperion Trade Agency is for it to function as the Imperion Coalition Economic Bloc's principle trade organization. This includes instituting or maintaining regulations it passes or are passed by this Coalition's institutions (Marshal Decree, Representative vote, or Committee vote); gathering economic and government data on participating countries to model said countries' varying statistics, and to conduct scientific research on subjects pertaining to economics/development using said data; issuing punishments or trade controls to countries that violate binding agreements/Bloc & ITA regulations, or possibly Coalition treaty law; maintaining the institution of international trade through cooperation and discussion between the Agency/Coalition and participating countries; and mediates discussions between participating countries, Coalition members, and other international bodies who seeking trade relations. As of its founding, these regulations are to be instituted effectively immediately by all signatories to the Bloc's principle trade regulations: ITA Regulations Imperion Fair Trade Act: The Imperion Fair Trade Act, or "IFTA" for short, calls upon all signatories to the Imperion Coalition Economic Bloc to abide by this act's instituted practices of fair trade, or not be part of the IFTA at all. Fair trade under this regulation is defined as 'trade policy that allows for the same, or fair, treatment between two or more parties when it comes to international trade between nation states.' To instill the practice of fair trade between all IFTA participants, all parties must immediately institute a twenty percent maximum limit on all tariffs, taxes, penalties, etc., targeting any/all imported goods/services. This regulation covers both flat and percentile rates, meaning the end sum must be exactly twenty percent or lower than said rate. The tariff/tax/penalty (etc.) must not go over twenty percent in total sum. For example, if nation A is receiving grain from nation B, nation A cannot tax the grain over twenty percent of what the grain is worth per kilogram/pound or other forms of measurement (such as other measurements or by product cost itself); if that grain is worth $195 NSD per kilogram, nation A can only collect up to $39 NSD (twenty percent of $195) from the imported grain, regardless if it's by percentile or flat rate tariff. Twenty percent is the maximum rate, however. It is by no means the only rate signatories can tariff goods/services. It is the purpose of this regulation, the Imperion Trade Agency, and ICEB, that all members cooperate in establishing responsible trade relationships with one-another. ITA as a body functions to mediate negotiations between Bloc members who seek to establish trade agreements. To build upon the earlier example, nation's A and B wish to negotiate a trade agreement to end the dispute over grain products. Using ITA services available to them, ITA officials help the two hammer out a trade agreement that calls for fairer trade on all farming goods, including a mutually agreed upon tariff on grain products set to ten percent per kilogram - this way both countries suffer less in trade but still have superior local prices for grain. According to ITA law, the Agency can now enforce that agreement by assisting both parties in their processing/oversight, provide its own investigative oversight, and punish a side if it cheats the other party or the Bloc itself. To continue the example's story, and to illustrate an example where improper behavior happens, nation A cheats nation B by collecting 'penalties' from grain companies for supposedly breaking their government's laws while importing their product; these penalties collected essentially raise the cost of importing nation B grain and therefore the cost has risen from the agreed upon ten percent tariff agreement. In response, nation B requests ITA intervention for the suspicious actions nation A is accused of. After a subsequent investigation, the ITA investigators side with nation B, finding that nation A has been issuing blatantly bogus penalties to nation B grain companies that increased their import costs to the point that nation B grain dues were worth well over the agreed upon ten percent tariff rate, thereby sidestepping the trade agreement's grain clause. ITA's decision is to then slap a fine on nation A for the amount they illegally collected during its improper sidestepping of the mutually signed agreement, and will continue slapping fees until the practice is confirmed to be halted, or, the agreement itself is voided by one party; just for the sake of the story, that would be $19.05 NSD per kilogram and the annual two hundred thousand kilograms of grain per month that is being overtaxed would equal to $3,900,000 NSD per month. If said agreement is voided by one side or the other, the fee(s) up to that point will still be owed to nation B but the amount will cease to increase. In the situation that nation A refuses to pay said punishment fees, additional penalties including more fees and restriction to other Bloc privileges may be instituted. Worse case scenario, nation A is thrown out of the Bloc until its dues are payed and offending behavior is corrected. If the worst case scenarios never happened and the agreement is simply voided and fees payed, the two may simply tax each other's goods at their desired rates so long as they remain under the twenty percent ceiling; or in another scenario, a new agreement is made with new terms. Bare in mind, IFTA only mandates Bloc members tax imports at a ceiling of twenty percent per worth. That's it. Signatories may have agreements that specify a wide range of details, including having free trade, or they may simply choose to tax all other signatories at the maximum of twenty percent on every single import. Fair trade in this sense means signatories can either choose to cooperate on different levels, including having free trade, having fair rates with each other, having lopsided rates (using the earlier example, nation A taxes nation B's grain at twenty percent while nation B only tariffs nation A's grain at ten percent), or simply maximizing their tariffs to cover all imports at twenty percent. Fair, as defined by the IFTA, is the free determination of all parties to make agreements, match the rates on goods/services other signatories tariff, or go all out and institute ceiling level rates on all imports and have the other signatories match said rates right back.

In the interest of observing any proceedings performed by the Imperion Coalition, the Stoklomolvi Liaoist Federation would like to submit the following observer application. The requirements for becoming a member have been acknowledged by the Stoklomolvi Foreign Affairs Commissariat. The Stoklomolvi government notes that it is neither a monarchy nor an empire (i.e. it does not claim sovereignty over some aggregate group of nations with an emperor or empress as its head). The Stoklomolvi government also notes that it is unlikely that the Stoklomolvi Liaoist Federation will be assisting the Imperion Coalition militarily or economically. However, having acknowledged these facts, the Stoklomolvi Liaoist Federation would like to submit its application anyway, for the reason of prolonged peace.

It is believed that it would be beneficial to both the Imperion Coalition and the Stoklomolvi Liaoist Federation to allow the Stoklomolvi government to send an observer to any non-confidential proceedings of the Imperion Coalition. That way, the Stoklomolvi Liaoist Federation will not make any mistakes when interpreting actions performed by the Imperion Coalition. He realized his father’s dream of uniting all the kingdoms into one empire. This Qiasian dynasty lasted for over 250 years, and the achievements in art, science, medicine, and other cultural fields gave rise to the beginning of Cossack nationalism in what is now called the First Cossack Awakening. After the last Qiasian emperor left the throne in about 1712, a military general by the name of Isak Tomasz took power. He was more interested in expanding the nation and its wealth than aiding cultural accomplishments. Although he had served in the military, successfully too, he never understood the concept of guessing force sizes and logistics. “Why do you say so sir?” “First, 11,000 aircraft and tanks is not something that can be just hauled over to Edom on a single ship. Although it came down to a close decision, there were a number of concerns that prevented the Cossack Khanate from ascending to Imperion's ranks. Some concerns were minor, but the two we will detail now are the chief reasons for Cossack Khanate's denial. First on our list of concerns was the Cossack Khanate's attack on Lanorth. Although Lanorth has become a legitimate target for such military strikes/operations because of their recent actions against the Holy Empire of New Edom (this is at least the case with the Imperion Coalition), and the Imperion Coalition is certainly not against the Cossack Khanate's strike/operation against Lanorth, the fact that the Cossack Khanate conducted an act of war against an opponent and then requested membership in the Imperion Coalition cannot be ignored. There are many similarities and traits both the Coalition and the people of Cossack Khanate share, but the appearances presented with this situation makes it seem like Imperion is being used to save your nation from an impending retaliatory operation by Lanorth. Whether this is truly the case or not, we simply cannot determine if this application was presented with such intentions or not. The appearances, whether true or not, simply cannot be ignored in this circumstance. Second and the largest concern/reason Cossack Khanate was denied is because of its association with the Selvik Pact. The Imperion Coalition has a strict set of guidelines for member nations that mostly prohibit being dual members with other military and/or political organizations (alliances etc.); although exceptions have been made in the past, as I'll explain in a moment, such an exemption cannot be made for your nation in this case. This Selvik Pact your nation leads is described as being military and economic in nature. Deeper into its charter you will see evidence of this and the many political articles within the Selvik Pact's charter. Things such as joint military forces, joint land control, expected diplomatic and internal cooperation, and other articles prove this Pact has binding laws that demand loyalty and cooperation between its member nations. The Pact and Imperion Coalition are fairly similar in many regards after reading through this charter, but that's what we take issue with unfortunately. Dual membership is looked at with concern because said member's loyalty is split between the Imperion Coalition and other organizations that similarly call of loyalty but have different values for its membership. As an Imperion Coalition member, you're tasked with defending your Coalition allies and following binding Decrees/Resolutions where they apply. Conflicting loyalties put the Coalition at risk because the Cossack Khanate may choose to side with its Selvik Pact allies over Imperion allies at any moment; at worst, in the case of a shooting war, Cossack Khanate forces will be in position to perform green-on-blue attacks if the worst were to happen. Whether it's the worst case scenarios or the least worrisome risks, the Imperion Coalition cannot bring itself to admit a nation that has such a clear confliction with Imperion's chief values. TurtleShroom's imperial government believes that such an observer status in the Imperion Coalition will strengthen the realm's ties abroad, bring forth new business partners both man and non-human, and give TurtleShroom the honor of standing beside an international body so nobly and irrefutably superior to the Devil's Congregate of the World Assembly.

The Great Bountiful Empire of TurtleShroom, while proudly hosting a massive non-human population, has approximately one billion men in its citizenry and, out of respect to the stated culture and customs of the Imperion Coalition, will only send men to attend, deliberate, or observe the actions and goals of the Imperion Coalition.

TurtleShroom is a nuclear weapons state possessing over eight hundred thousand warheads (almost all of them in storage and all of them having a yield of fifteen kilotons of TNT) and, if tribute or an intitial contribution is desired, would be honored to provide for the arsenal of the Imperion Coalition.

OOC: Im going to leave out the reasons why you're denied based on Imperion's and your differing canon and tech fields because I believe I made my point clear here. Instead, let me dive into why you're denied OOC and you find yourself on my bad side now.

I told you specifically once that you would not have observer status because of the differences between both nations; I explained the same thing to Ru who understood and it's me saying this, but I think we get along fine whenever they're around. I thought I made myself perfectly clear by saying "I can't grant you observer status". This has nothing to do with whatever your canon has, it has nothing to do with my own preferences, it's just a clear fact both sides are on differing ends of the tech spectrum and thus can't exist together; splitting canon or ignoring segments of it defeats the purpose of making said canon, so I will not do it nor will I accept that as a solution. I am a firm believer techs shouldn't be mixed unless both parties affirm to its conditions and consent - otherwise it would be people with guns facing superpowered mushrooms who can use telekinesis.

Honestly speaking, nothing irritates me more than someone spitting in my eye after I kindly explained and apologized for not being able to accommodate them; in the restaurant business, you would be tossed out the door for such behavior. I tried to be considerate and had no ill will towards you but you repay understanding by posting here anyways like it'll somehow change my mind. Or did you expect that your response to my denial would instantly change my mind by time I returned and thus I'd respond here with a "Yuppers!"? Their colonial empire was stripped away from them and their nation humiliated. At the same time, communist rebellion broke out all over the south of France eventually spreading to Paris where the revolutionaries declared a French Communist state. Meanwhile, the Kaiserriech stood content with her gains in the east and overseas land. In the late 1920s, the Kaiserriech attempted intervention into Russia on the side of the whites but were repulsed at Kursk but they delayed the Communist advance. In 1937 an economic crash affected most of Europe but the Communist state of France felt little effect. With rebellion breaking out all over the German colonies the French saw their time to strike and demanded all the lost lands in the first Weltkrieg and the execution of the Kaiser. Germany refused and the two nations were at war. The French moved rapidly through the puppet states of Belgium and the Netherlands but were halted by heavy counterattacks by the Wehrmacht at the Rhine. In the east, Russia finally fell to the communist hordes and sought to reclaim Ukraine. Seeing the weakness of Germany and seeking to help their communist comrades invaded Ukraine. Their attacks were at first extremely successful with their sheer numbers and experienced troops fought their way to Warsaw. They were met with heavy resistance there and were driven back to the border of Poland. They were suffering heavy losses and an invasion in the far east by the Empire of Japan forced them to the peace deal where they took all of Germany's Baltic states expect Lithuania and, the crown jewel of the Kaiserriech, Ukraine. But with men from the east freed up the Kaiserriech began to shore up their defenses. In North Africa, France had taken back all her land and began to invade Italy's Libya lands. The British not wanting to have a communist force so close to their land began to send troops to Libya. France, however, pushed Italy out of Tunisia and began to push into British Egypt as retaliation confident that the war was won on all fronts. They were mistaken as their supply lines were heavily damaged by the Royal navy preventing the French from reaching the outskirts of Cairo. The French were forced to retreat to reduce the strain on their supply lines. Several battles were fought in the Mediterranean for dominance of North Africa. A combined fleet a Germans and British fleet obliterated the French fleet at Sicily cutting most of the supply lines off. An invasion supported by a finally united Brazil, Dutch and Belgian exiles, and Germans invaded Morroco with the British pushing into Italian Libya. This tied the French to a noose that was released in the Battle for Tunisia where most of the French North African armies were destroyed. An invasion of Normandy by the British and Benelux exiles was followed by a massive offensive by the Germans. But still, as the British forces destroyed French counterattacks after counterattacks and the Germans taking back Netherland and Belgium the French refused to surrender. In Vienna, a new weapon was completed and the next day a nuclear bomb destroyed Verdun paving the way for a German offensive into the interior and yet France refused to surrender. A second weapon was forced to be used on Paris. The next day the remnants of the Government surrendered. The aftermath of the war left most of the Benelux, North African, and Rhine region was left in ruins. They begin to threaten the Kaiserriech directly as they now fight for influence for South Asia.
