In the course of human history we as a society both domestic and abroad are judged by how we treat people of all walks of life. The case of the shameful nation of Adorki propagating the killing of Christian persons despite claiming “The Greater Ardokian Empire is the nexus of the civilised world, an eternal beacon of progress.”

We indeed see those of the communist political view to be a detriment to the world at large. However, we don't make ourselves out to be the pinnacle of progressive society; you don't see those of different color, faiths, or creeds persecuted in our Empire. Unlike the Adorkian leaders who claim
“His Grand Imperial Majesty implores you to see reason and acknowledge the sacrosanct principle of progress. Tradition not something to be valued. Pass immediate laws to grant LGBT people equal rights, and your government will be on the right side of history. Decline, and your country will be swept aside by the forces of progress.”

Wishing to strike a blow to a nation based solely on how they treat one group of yet spreading the message to their people and beyond that burning Christians at the stake is just and right, masquerading in the process of progress.
While trying to “free” people and make others more “free” their own people are under constant surveillance and forced to have a social score. Those that disagree or are different from the norms of the “leader” are surely suffering.

“With the move to a cashless economy, the Ardokians have managed to tighten their grip on the economy even further. All financial transactions, both domestic and international, are recorded and analysed. It is now almost impossible to buy anything in Ardoki without the government knowing. Yes, this has seriously hurt organised crime. However, they find ways to survive. This was a crippling blow to anti-Moriarty organisations who have to operate secretly to avoid being arrested and disappeared.
The government also stores all of this information, plus more. Your movements, your associations, your purchases, your phone calls, your online activity, all of this is stored in massive databases by the government and then analysed. As I said before, you can't do anything in Ardoki without the government knowing. And anything you do, can be dug up by the government years later if they are after you.

You also have a social credit score, a score between 0 and 1000 which is supposed to determine how good a citizen you are. This score uses all of the data the government harvests, and can have profound effects on your life. Say something bad about the government online? You'll lose points. Criticise Moriarty's latest album? You'll probably lose points for this as well. Peacefully protest? You'll be arrested and lose a lot of points! If you have a high score, you'll get special privileges. If you have a low score, you'll receive restrictions. So you better be a perfect obedient citizen or else!”

While also wanting to remove from allies, one of our longest serving allies. “I call on SACTO to expel TECT from their alliance on charges of slavery, human trafficking, war crimes, and many other violations of international law, human rights, and the very human dignity every individual posesses.”
They claim to fight against other nations for human rights and human dignity violations but subject their own people to the same human rights and human dignity violations. Now at this very moment they are surrounding an ally’s embassy threatening to kill the staff on charges unsubstantiated. Those same people that look to us to help them in their time of need.

For these same reasons The Empire of Romic will declare all Adorian diplomats Persona Non Grata. This mean no Adorkian diplomat will be recognized in The Empire. This being said there are no Adorkian diplomats or embassies in The Empire.

The Amritaya Dynasty takes control of most of the modern Khanate. The following 200 years are peaceful and development flourishes. In 1687 the last heir to the throne is overthrown, and a military general takes power. He laxes domestic laws and focuses on imperialization, and it is at this point the Cornellian Empire began to spread its influence, mainly in the north. When the general was overthrown by Hindu extremists, local kings turned to ruling themselves, essentially turning the Khanate into a division of many small kingdoms, most of which still exist today under the overwatch of the national government. The north soon became a colony of the Empire, and the south formed a military alliance called the pact of Ambari. War broke out soon and the south crushed the north, which was waning because the Cornellians and northern Cossacks did not communicate well to each other. After a “Great Purge”, a democracy was set up, which proved ineffective against communist forces in the First Red Insurgency (1902), leaving local royalist forces and militias the only ones to combat the Marxists. Cossack opinion turned against democracy, but not in time for the Second Red insurgency, which succeeded in toppling the democratic government and establishing a socialist state. Since the religious Cossacks did not cooperate with communist military forces, the reds were weakened and eventually pushed out by foreign-backed anti-communist forces. However, the Cossacks made a blunder of re-establishing the weak democracy, which allowed the communists to take over once more. In 1986, Cyprus Khan ended up starting the revolution against the communists. After succeeding, Khan was divided between creating a dictatorship (which the people had shown support for, as well as his advisors) or a monarchy. He did genetic tests to find out that he had genes from the Amritaya Dynasty, and with this justification, he founded the Cossack Khanate as a monarchy around 1990. Since then, the Khanate has been a tumultuous place, with border conflicts and wars pervading the history. From 2005 to 2015, there were no wars, which Khan called the “Sole Decade of Cossack Peace”. The Imperator is the supreme commander of the Armed Forces. This tradition due to the Khan’s original ruling post of the Khanate, Supreme Royal Commander, or SRC. Furthermore, the Imperator has the power to make all laws, decide on foreign trade and relations, declare wars, and manage internal affairs. While the Senate can vote on legislation, the Imperator has final say on all policy, unless his order is struck down by more than 80% of the Senate (for domestic issues). Traditionally, the ruler of the Khanate takes control over strategy and planning during wartime, while top commanders and generals advise him and make smaller decisions. The main difference between an absolute monarchy and the Khanate is that the government is much larger, with a diverse range of secretariats, offices, departments, all of which funnel into 5 ministries. These officials make decisions on their field, but if the Imperator expresses disagreement it must be struck down, and major decisions still go to the Imperator. 1.The monarchy position has resently changed just as these communications occured, as the former monarch Zarnicov the VII was removed from his position for going into exile and committing sodomy. Currently it is Queen Alexandra the I of the countries of; Zarnicovia, New Gascon and Brazzillia. Along with that defacto being Queen of Zarnicovia Nova however that is not an official title. She is also Emperor of; Hallin and Great Huang Xiang (Xiang).
2.The Monarch is a kind-of Federal Republic, Theocracy and Kingdom. The Holder of the title of King of Zarnicovia, The head of the church and president all have constitional powers. As the country was a former colony(of the US), that colonial power's name has kept. Shortly after leaving the US's hold the King and Church were granted powers. However within the internationally government like any constitional monarchy the king has no real power.
3.The Monarch is not Commander-In-Cheif, in-fact no one individual is given such a position. A total of 9.5 people share roles as Commander-In-Cheif. These being; President, Minister of Armed Forces, Minister of Internal Affairs/The Zarnicovian Militias and Peace Deputy(Share the same position), High Prince of the Zarnicovian Church, King of Zarnicovia, Royal Guard Commander, General-Commander of the Zarnicovian Novan Armed Forces General Command, 1st Lieutenant-General-Commander of the Zarnicovian Novan Armed Forces General Command and the 2st Lieutenant-General-Commander of the Zarnicovian Novan Armed Forces General Command. Most if not all of the power of these positions however are controlled by the last 3.
4.The son of the Prophet of Zarnicovianism Joseph Smith renamed himself after the new religon and upon reaching Zion(ZN) made himself monarch and owner of the church. Both of these positions stayed for 2 more generation however the US conquering Novia promtly remvoed them as controlled of the church and made the monarchy a puppet of them to control the population. The Monarchy was restored after the establishment of April Constitional of The Novian Democratic Republic of Zarnicovia as part of a bid to gain support for the new National Unionist Government(Yes they were and still are workers unions. However these were nationalist and by extention religous unions against the US and did and continue to establish a conservative state(specifically economically leftist while socially and political rightist) for the large monarchist support. The constition had some changes however the monarchs kept as equal to church and president. The pre-title was never changed from the one given by the colonial overlords. The Monarch has been given special status as a political figure and a very large pension. Along with that relative freedom from political blacklash.
5.Zarnicovia Nova is with KTO and GCN. It looks to gain as many allies to protect itself. Unfortunately, I must also deliver the news that Zarnicovia will not be permitted to join the Imperion Coalition at this time. According to the information you've provided for us, there are two main reasons why Zarnicovia is being denied membership. The first reason, and by far the most prominent, is Zarnicovia's status as a monarchy. As should been keenly aware by now, the Imperion Coalition is a coalition made up of traditional monarchs and empires. Thus we have a very stringent, historically revealed set of values on what truly is and isn't a monarchy. A proper monarch or emperor has their definitions too, but I primarily speak of their actual state and not just their dictionary definitions. For example, monarchs have absolute or near total authority over their realm - preferably the former. They're also commander-in-chief of their armed forces, heads of state, and are served by the government/institutions under them. According to your testimony, Zarnicovia's monarch possesses almost no authority and is completely bound to a civilian government that has more power than your monarch. Not to mention the fact they have no control over the nation's other institutions other than the Church and have zero control of the military forces of Zarnicovia. This is not designed to be an insult, but to our kind your monarchy is all but a paper-dragon. A monarch in name and that's it. Imperion does not respect these types of monarchies since they are simply democracies with dressed up puppets used to flaunt the culture they murdered. Your own testimony states their puppet status after all. The Coalition will never allow such nations to desecrate our grand Halls with their fake monarchs and grave robbed culture. Secondly, the additional reason Zarnicovia has been denied is due to its connection with the Global Confederation of Nations and Kalisight Treaty Organization. Although there is no current animosity between these international bodies and the Coalition, it should be known that our goals and cultures are polar opposites - it's safe to say they literally conflict with each other. We have made an effort to bridge the gap to avoid unnecessary events and to extract some benefits from the situation, but there are a number of reasons why this Coalition cannot permit members of said organizations joining our ranks without being scrutinized first. The first reason being what we've already discussed concerning their different alignments. Second reason being their harboring of communists, the sworn enemies to the monarchist movement - among other traditional enemies of our Coalition. I believe this message is long overdue considering the regrettable recent incident. Richter has been taken care of permanently following his display of stunning incompetence. The same goes for his inner circle and those involved in nearly triggering a nuclear disaster.

While I do fully understand that Imperion at present has no interest in relations with the Eternal Kaiserreich following this incident.

I will also not make any attempts of sugar-coating my intentions: I do consider Imperion to be an obvious and natural ally and hope that Imperion will eventually consider the Eternal Kaiserreich, now guided by my hand, to be one as well and that foolishness of Richter can be forgotten one day.

As a sign of good-will I offer the following unconditionally:

1. I have authorized a special fund to cover the costs Imperion had due to this nuclear debacle. Once Imperion has calculated the exact cost the money will be transfered to the coalition's Imperial Marshal to be distributed among the members states involved as you see fit. Should the cost of this be higher than our own calculations anticipate it shall instead be converted into an annual payment over either 5 or 10 years.
2. Should the Coalition's Imperial Marshal wish for it a direct line of communication between their office and the Imperial Palace will be established, this will serve to prevent any such disaster from occuring again by deescalating a potentially nuclear situation early.

According to the information you've provided for us, there are at least two reasons why the Awesome Imperium fails to qualify for Imperion Coalition membership. The most immediate reason is the Awesome Imperium's membership in other organizations and its failure to report some of said memberships. Your application has indicated the Imperium is at least member to one other organization that is directly rivaled to this one - we don't care about observer positions. While this Berlin-Vienna Pact is fairly like minded and defensive in nature, there is no doubt in our minds that conflict of interests would be present for any future dual-members. Furthermore, your application fails to mention the Imperium's founder status in the Concord of Independent States nor does it refer to its unique status concerning other Roman states. We are not pleased with the Imperium's failure to report their status within these organizations, something that harms our trust with the Imperium. The latter organization, while not our immediate foe, is an organization that any observer (outside or internal) would recognize being a conflict of interest for any potential dual-member. Lastly, it is the opinion of this Coalition that the Imperium brings less to the table than what it would receive in return. By this I am referring to the Imperium's more recent... actions that have dragged its name and trust through the mud. We cannot in good faith accept the Imperium in this environment without the Imperium proving it would be a benefit to the Coalition and not dead weight. At this time we cannot trust the Imperium to shoulder such responsibilities, and thus our second reasoning for denial shall stand for the time being.
