Reason: Originally founded as a colony of Rome many centuries ago, the Merick Isles has remained separated from Romanic nations for quite some time and recent pushes to reconciliate with some of them by the Parfoederal Foreign Affairs Department set the tone for the dispatch of Mr. Ottavio. It should be noted that the Merick Isles Empire ended in the 1950s and has since been replaced by a democracy, however, Felix Ottavio is one of the few direct descendants of the famous Ottavio Dynasty (1250 A.D - 1394 A.D) as if to give some sort of 'nobility' to the event; if such dynastic titles are notable. Close Merickian-SACTO relations and the number of IFC member nations attending is also a notable reason for the dispatch of the envoy.
