To my fellow Drakon,

For most of my life, I have dedicated myself to the well-being of my people, the Draconids. I united our people, helped to give them a home, established relations with other nations to showcase our intent and purposes. A fellow draconic race, kobolds, have joined with us, and over my years both as an adventurer and as a king, I have met many other races similar to my own, yet different in their own ways.

However, despite the efforts of myself and others, there are still nations that simply see us as savage beasts, monsters to be slain. While I cannot say there are no drakon that are like that, most of us are highly intelligent and powerful beings, and should be treated as such.

That said, I am not wishing for this alliance to dominate others, but as a way to help promote ourselves and improve this world’s understanding of our kind. We can determine our other goals when we meet, but for now, I wish to meet with you in a fortress on one of the southern islands off the mainland of Dyste.

May your lives be blessed with longevity and good fortune.

The Purpose
This is an alliance and possible RP group for nations with draconic species. This is something I have talked about with some other dragon-nations for a while, and I feel this a logical continuation of King Tyroth’s desire to make people understand drakon better.

The actual intentions of the alliance will be determined in the IC meeting, where Tyroth is inviting representatives (preferably drakon themselves if at all possible) to discuss what they can do.

Who can join?
Anyone with a draconic species in their nation. Now, what actually counts as a draconic species can vary, but as long as it can reasonably be considered some relation to a dragon, that should be good enough. If you do not have a draconic race but still want to participate, you may join as an observer.

RP Rules:
No Godmodding. Standard stuff, don’t play them as unbeatable or play as other nations characters.
Keep IC and OoC separate.
I do expect at least decent quality of writing; I don’t insist on certain post lengths, but do have something that can be responded to.

How are draconic species treated in your nation? Draconids are the majority species, with kobolds being the second most common. So, treated quite well!

What sort of abilities does the individual have? Strong and tough even by the standards of his people, he is also skilled in weaponry and magic. He is considered the most powerful member of his species, with some claiming him to be a demigod, though he flatly denies it.

Nation Name: The United Dinosaur States of Saurisia
Government Type: Federal Constitutional Presidential Republic/Federal Constitutional Presidential Republican Monarchy
Tech Level: Depends on the setting of the RP in question.
Head of State: President Hadro Ironhorn
Head of Government (if different): Secretary of War David Santorez
Draconic species in your nation (please give a brief description): Civlæ Drakònians (bipedal draconians usually standing at 7-15 feet in height and divided between two primary subspecies with southern Drakònians being larger, tend to be fatter and more brightly-colored, and have short, thick snouts and several thick horns on their heads while their northern brethren are lankier but tend to be more muscular, have much duller scale tones, and possess longer, thinner snouts as well as many curved or jagged horns; the southern Drakònians tend to be more jovial, kindly, and dedicated towards more peaceful magical arts such as healing whereas the northerners are more stubborn, militaristic, political-savvy, and prefer magical schools suited for open combat), Regulus Drakònians (regular dragons who are usually fifty to one-hundred-and-fifty feet in length with similar physical traits to their Civlæ brothers but have one major difference over them and that being their mastery of elemental breath magic), Wyvernians (bipedal wyverns who are shorter and thinner than the Drakònians but are also more athletic and nimble on their feet and also have thick, often jagged-looking snouts and horns), Ritwenge (powerfully-built and fiercely-independent, these draconians of the ancient Empire of the Ritwenge are incredibly stubborn and traditional, even more so than the Drakònians)
What is your term for draconic species? The Drakònians call both themselves and other draconic races Drak, Drake, or Drakeni.
How are draconic species treated in your nation? Quite well as, despite the great rivalry between the Saurian and Drakònian races that had existed for centuries, both sides have come to forgiveness and brotherhood. Things are largely peaceful between the draconian and non-draconian races despite the few isolated incidents to the contrary.
Roleplay example (either previous RP link or prompt): Link

Name: Andron Blachteile
Title: Lord-Ambassador, Honorary Knight of the Order of the Golden Sun
Species: Ritwenge
Age: (Representatives must be adults) 57
Gender: Male
Languages spoken: English/Sussurian, Saurian, Drakonic, Ritweng, Khalkannic
Background: He was raised as a hatchling by a lower-ranking aristocratic couple from Angrenot in southern Drakònia, abandoned by his Ritwenge parents as they had unfortunately been fatally wounded by a car bomb the DIC had placed within that particular town. Growing up, he was their favorite child, as the couple poured the majority of their heart and soul into ensuring their young Andron had a comfortable life... even if they at times neglected their actual blood-born offspring. He was trained in the arts of literature and diplomacy, of magic, and even of combat, the skills in which he continues to fine-tune even to this day. Of course, he was drafted into the Army at age 18 in order to combat the rising activities of the Revolutionary Army of the Proletariat guerrilla/terrorist group in the late 1970s and early 1980s and continued to see service within the Saurisian Army for nearly two decades before retiring from service in order to seek a career in diplomacy. He has never served as a full-on ambassador to another nation before but he has represented Saurisia in several different treaties and trade alliances since 2008.
Criminal record: He once crashed an LRV into a command post when he had taken it on a drive whilst drunk; he was detained for six weeks for that.
Are there any security/health/dietary issues local authorities should be alerted of? No.
What sort of abilities does the individual have? In addition to his incredible strength (as he is able to even wrestle a Drakònian or a Pedes Saurian to the ground), he is also a skilled diplomat, has keen magical abilities and has honed his skills over the past half century, and finally knows his way around most forms of firearms and bladed (and bludgeon) weapons.

Nation Name: The Everlasting Dragonlands of Ruskarkand
Government Type: Theocratic Monarchy
Tech Level: Varied.
Head of State: The Everlasting One
Head of Government (if different): High Dragoness of the Pantheon Valyrnov.
Draconic species in your nation (please give a brief description): The Draan of Ruskakrand are Bipedal Dragons in nature, stood at an atypical eight feet tall. They show a great deal of resemblance to the Chromatic Dragons with roam Ruskarkand, with the only difference being in their physiological anatomy and lack of magical aptitude.

Chromatic Dragons of Ruskarkand are your more atypical Quadrupedal Dragons which come in all shapes, sizes and colors. To try and list each of them would make this a rather long list, so I'll just chalk it up by saying that they're pretty much varied depending on their color, which determines a number of factors about them.
What is your term for draconic species? Draan or Chromatics, depending on what you reference.
How are draconic species treated in your nation? Their rights are that of the Draan and the Chromatic Dragons, so they're treated very well to put it bluntly.
Roleplay example (either previous RP link or prompt): Example of an RP post.

Name: Daalk 'Olmar
Title: Wyrm of Vaalyar Pass / Wyrm
Species: Chromatic Dragon, Blue
Age: (Representatives must be adults) 604 Years Old, Classified as 'Old'.
Gender: Male
Languages spoken: Common, Draconic.
Background: Born within the fiefdom of Hython to the Olmar bloodline, Daalk was raised with the intentions of inheriting his family's fiefdom - however, he found himself displaced when he was called to service within the Dragon Pantheon's Order in a specific branch of Peacekeepers. Service shows no spectacular traits or outstanding feats, but meritorious conduct accumulated from years of service has otherwise made it so he was allocated the title of Wyrm and a grant to a separate fiefdom by the region's lord as of late. Otherwise selected by the Pantheon to carry out this particular task and attend on behalf of them.
Criminal record: N/A
Are there any security/health/dietary issues local authorities should be alerted of? N/A
What sort of abilities does the individual have? Magical Abilities derived from a number of Domains. A number of Spell-Like Abilities. Electrical Breath Weapon - all atypical abilities of a Chromatic Dragon. No remarkable abilities or qualities, otherwise.
- Scottish resident of the United Kingdom.
- Appreciator of Dragons and Draconic things.
- Minor FanT. FT.

Nation Name: Alduinium
Government Type: Monarchy/Dictatorship
Tech Level: FanT/MT/Slowly edging into PMT
Head of State: Alduin
Head of Government (if different): Odahviing
Draconic species in your nation (please give a brief description): The Dovah are a somewhat large wyvern esque species, with an unusual magic native to them known as the Thu'um.
What is your term for draconic species? Dovah
How are draconic species treated in your nation? As the rulers of the nation, they are treated quite well.
Roleplay example (either previous RP link or prompt): viewtopic.php?f=4&t=302895&p=22096429&sid=270813803f9e8fef6ee510671fcbc885#p22096429

Name: Alduin
Title: Divine’s Light, High King
Species: Dovah
Age: (Representatives must be adults) Unknown, functionally immortal
Gender: Male
Languages spoken: Dovahzul, Thu’um, English/Common
Background: Alduin began to retake control of both Skyrim and Morrowind a few hundred years since his defeat at the hands of the last Dragonborn, ever since then, he’s ruled both with an iron claw, declaring himself High King, and quickly establishing a new Dragon Cult (albeit one less abusive and powerful than the one of the Merethic era, and continuing to allow worship of both the Nine Divines and to a lesser extent, the Daedra). As a result, he is now the most powerful man in the new nation of Alduinium, appropriately named after himself.
Criminal record: None, at least as far as Alduinium is concerned
Are there any security/health/dietary issues local authorities should be alerted of? He is easily angered, and could potentially cause large scale collateral damage if provoked. Also, as a result of his last battle with the Dovahkiin, he is missing one of his eyes, and it would be best to not ask questions about it unless he likes you (which, seeing as to how he likes almost no one, means you should probably avoid asking in general) .
What sort of abilities does the individual have? The Thu’um, which allows him to do things that would otherwise be considered impossible, such as slow down time, affect the weather, or shout with a force strong enough to break down walls.

OOC: Whoops, forgot to put in a prompt.

Something the ruling class of Argonia might be interested in, being the xenophobes that they are.

National Application
Nation Name: The Modernist Republic of Argonia (Wandering Argonians)
Government Type: Puppet Democratic Republic ('Shadow' Government)
Tech Level: Modern Tech (For the purposes of this RP)
Head of State: President Yeltina Derrinit (Duly Elected 'Puppet' Official)
Head of Government (if different): Intelligence Director Arakesh Quickclaw ('Puppet Master')
Draconic species in your nation (please give a brief description): Argonians are a rapidly-evolving bipedal saurian species averaging six feet in height, and feature prominent ear-fins on the sides of their heads, although horns are not uncommon. A non-prehensile tail is standard, although more aquatically-inclined members of the species tend to have limited control. Most species and sub-species feature prominent canine teeth and clawed appendages.
What is your term for draconic species? Any species featuring a scaly hide, clawed appendages, a tail, or horns. Any species fitting the 'Saurian' archetype.
How are draconic species treated in your nation? Argonians are the dominant species in the Modernist Republic, being the most numerous and holding the largest percentage of public offices.
Roleplay example (either previous RP link or prompt):

Representative
Name: Verrick Kreets
Title: Special Agent/Cultural Ambassador
Species: Argonian (standard species)
Age: (Representatives must be adults) 65 years (early middle age)
Gender: Male
Languages spoken: Marshland Argonian, English, Spanish, French, Italian, Portuguese
Background: Agent Kreets is a former guerrilla leader from the 'Marshlander Rebellion' conflict of recent history that rose in opposition to the democratically-elected Modernist Party government currently in power. At the close of the conflict, Agent Kreets accepted a national pardon offered to any participating members of the Marshlander Liberation Army, offered as a show of good faith and an attempt at peace. After accepting the pardon, Agent Kreets was offered a position with the Argonian Intelligence Service, based on his leadership abilities and unique background. Following initial training, Agent Kreets has been commonly been detailed to cultural outreach operations due to his personable manner and unique knowledge of both native Argonian and modern Argonian culture. It should be noted that Agent Kreets is still somewhat suspicious of the Modernist government and his employing agency.
Criminal record: All 'terrorist' activities against the Modernist government have been pardoned according with the 'Guerrilla Soldier Rehabilitation Act of 2009'.
Are there any security/health/dietary issues local authorities should be alerted of? Despite his status as an employee of the Argonian Intelligence Service, Agent Kreets is acting in an overt and diplomatic capacity on behalf of the Modernist Republic of Argonia.
What sort of abilities does the individual have? Aside from top-rated combative abilities and noted diplomatic eloquence, Agent Kreets is not in possession of otherwise exceptional abilities.

It should be noted that the fact that the modern-tech variant of my nation is run from the shadows by the national intelligence director, the rest of the world is (for the most part) unaware of this.

Nation Name: The Dominion of Kalbana
Government Type: Dictatorship (quite benevolent though)
Tech Level: FanT/PMT, but can RP different ones if needed
Head of State: Keralia Drakesong
Head of Government (if different): Keralia Drakesong
Draconic species in your nation (please give a brief description): Draconics are an incredibly powerful race of bipedal humanoids with dragonlike features. They basically look like a human with dragon wings, tail, and claws. They have vast magical power, but reproduce at a very slow rate. There aren't many Draconics left in the world at all. Dragons are towering, 2-story tall, fire breathing quadrupeds. They are quite sentient. While not as powerful as the ridiculously OP Draconics, Dragons are still quite powerful. Both species are quite long-lived, living up to 1000 years at best, but mature very quickly, becoming adults at around the same time humans do.
What is your term for draconic species? Both "Dragons" and "Draconics" are self-given names.
How are draconic species treated in your nation? Kalbana is a very diverse nation, with many different species. Both draconics and dragons are treated no differently than anyone else. Keralia Drakesong is in fact a Draconic
Roleplay example (either previous RP link or prompt):
Keralia sighed as she woke up
"Fucking mondays..." said Keralia to herself as she slid out of bed. She REALLY didn't want to wake up today, but knew she had to if there was going to be anything. Slowly trudging down the stairs like a zombie, Keralia immediately made a break for the coffee machine. After making a cup, she guzzled it down. Now that she was awake, she took a look around. Keralia was in her mansion on a government-controlled island. It was both where Keralia lived and where she ran to government. She went back to her room to get changed. Cracking her knuckles, she sat down at her desk to start the day. After reading through the reports, Keralia saw something marked, "NATIONAL IMPORTANCE".
"What's this?" said keralia to herself. Opening it up, she was met with a letter

Image

"Intresting..." she said to herself. Seems like some sort of multiversal coalition of dragons was forming. That was definitely something she wanted to be part of. Dragons were mistreated across her world, and Keralia, always the egalitarian, wished to do something about this. After finding her best looking suit, Keralia immediately made for the Archmage headquarters, in order to get the basic magical implements to transport her to this "Dyste"

Name: Keralia Drakesong
Title: Empress
Species: Draconic
Age: (Representatives must be adults) 37
Gender: Female
Languages spoken: English, Draconic, Demonic (don't ask why), Eldrad, Pokémon, Magitongue,
Background: Keralia was born into a small family of draconics. Back when she was a child, many things were different. The Eldrad minority ruled with an iron fist, using all other races as slaves. However, this government was in a state of turmoil, as many Eldrad were beginning to see differently. Keralia saw her parents die in front of her while trying to protect her. She grew up as a rebel, quickly developing her godlike combat abilities. Soon, open war broke out, with Keralia in the center of it. She challenged, and killed, the Eldrad emperor in single combat. She took his title and immediately began fixing everything she thought was wrong.
She recently got an invitation to join this brotherhood, and wishes to do so
Criminal record: Under her government, none
Are there any security/health/dietary issues local authorities should be alerted of? Not really
What sort of abilities does the individual have? Unparalleled magical abilities, even among her own species. She also is a god in close combat, using her custom-made phase sword to great effect.

How well did I do?

One of the great things about it is that I get to meet other draconic nations I didn't know of before alongside the ones I did.

The Dominion of Kalbana is approved.
Dyste: A nation of large, long-lived, magic-using dragon-people (Draconids) ruled by a legendary adventurer. Realism? What's that?
DRACONID AND A MEMBER OF THE MULTI-SPECIES UNION!
MEMBER OF THE BROTHERHOOD OF CLAWS AND FANGS
Embassy Program
Rulers: King Tyroth, Queen Sarisa, Prime Minister Zihark Jemson
Capital: Valitora
Government Type: Semi-Constitutional Monarchy
Population: 14,457,200, Draconid Majority (60%), Kobold/Dino/Elven/Pony/Human minorities
Founded: Early 15th century
Tech: Lower-tech fantasy (can RP with PT/MT)
Canadian, fan of Video Games (Nintendo in particular) and Tabletop RPGs.
I love RP'ing, but note my schedule can be iffy at times. If you want to RP with me, TG me and we can talk.

Nation Name: The Intergalactic Empire of Stormwrath
Government Type: Unitary Constitutional Monarchy with Parliamentary Democracy
Tech Level: FT
Head of State: Archemperor Percival I
Head of Government (if different): Mn. Cassandra Fairs, High Overseer
Draconic species in your nation (please give a brief description): Dracomorphs are a series of draconid races occupying the Dai ni Quadrant of the Tanabiku Galaxy. Sizable populations can be found in New Palmaria and in Rokshan. They have an average height of close to nine feet, and have short legs and long arms compared to their torsos. A long tail serves as a stabilizer. A dracomorph has an average life expectancy of 832 years.
What is your term for draconic species? Draconids
How are draconic species treated in your nation? Along with other species, they have the same rights and freedoms.Roleplay example (either previous RP link or prompt): http://forum.nationstates.net/viewtopic.php?f=4&t=327547

Name: Kourano Tunak
Title: President of the Tanabiku Draconid Cultural Association (TDCA)
Species: New Palmarian Dracomorph
Age: (Representatives must be adults) 377
Gender: Male
Languages spoken: English, Elumbish, Akrathic, Homuraki
Background: Originally he was born in Rokshan within the Homurek Star Kingdom (which is now a protectorate of Stormwrath). He used to serve in the Homurek Royal Armed Forces for 158 years before moving on to politics. However, as he found it to be chaotic (as there happened to be excessive corruption), he settled down into working with the TDCA, in which he became president in 1972.
Criminal record: None
Are there any security/health/dietary issues local authorities should be alerted of? No.
What sort of abilities does the individual have? He has had training with the Homurek (and later in the Stormwrathian) military, so he can defend himself to a degree. In terms of magical abilities, the Homurek can only tell us that he has technopathy (assembling technology with his mind).

Nation Name: The Magocratic Empire of Olwe
Government Type: Absolute Monarchy
Tech Level: FanT/FT
Head of State: Emperor Jason Frost
Head of Government (if different):
Draconic species in your nation (please give a brief description): Draconids (Dystans, basically... large, powerfully built, extremely long-lived); Dämonfeuer, a draconic Wesen species; Do Kobolds count? They always seemed more lizard-like than dragon-like, but we've got them out the wazoo so if they count then I'll list them.
What is your term for draconic species? Drakon, just as it is in Dyste... we figured we'd adopt the terminology of the first draconic beings we met, rather than coming up with our own, potentially offensive term.
How are draconic species treated in your nation? About as well as any other species... discrimination is highly illegal here. Some people -- especially people who have survived attacks from common dragons, as the non-intelligent varieties of dragon are collectively known (Hungarian Horntails, for example) -- do have an irrational fear of all things draconic, but there's therapy available for that... they get over it eventually.
Roleplay example (either previous RP link or prompt): I'm assuming that I can forgo this just like I usually do when I'm already in an RP with you.

Name: Karnos Blackclaw
Title: Director of the Department of Reptilian Affairs, Olwean Ministry of Culture
Species: Black Draconid, often remarked to look like a very young Tyroth
Age: (Representatives must be adults) 979
Gender: Male
Languages spoken: Draconid, English, Sindarin, German, Barabel, Kobosh, Gobbledygook
Background: Started working at the Olwean Ministry of Culture at a very young age, and moved up through the ranks from there. Before that, did a single tour (2 years) in the Olwean Army, where he saw limited action but did engage in some combat (he mustered out as a Staff Sergeant, a pretty high rank for just 2 years in).
Criminal record: Of course not. Why would we send a criminal to represent us in a matter this important? Hmm... come to think of it, we're Olwe. Why would we leave a criminal alive?
Are there any security/health/dietary issues local authorities should be alerted of? No.
What sort of abilities does the individual have? Some affinity for green (nature) magic, and a more limited ability in red (elemental earth and fire) magic; in addition, the usual abilities of Draconids (advanced strength/stamina, longevity, etc.).
Founded: 2480
Current year: 5001
Magic: Non-negotiable
Ponies: Yes, occasionally
Tech levels incompatible? Then kick me out of the thread, because if you RP with me you accept my tech.
Note: Before 2480, Olwe was called Athan. If you see this word in a thread, it's because you mentioned a year incompatible with Olwe in that thread but still made it open to all techs and therefore are allowing Athan's magic.

Olwe and Aeyariss are approved.

BTW, regarding the kobold thing, they do consider themselves to be a type of dragon (in Kobosh, 'Kobold' means 'little dragon'), and get upset being told otherwise.

Nation Name: The Republic of Otulia
Government Type: Parliamentary Republic, Constitutional Monarchy, Federation, and Theocracy (There's a Legislature, the Head of State is the Pony Princess, each of the 13 species groups has its own territory, along with 7 provinces, and the United Church of Otulia (UCO) has strong influence over all matters, religious and secular)
Tech Level: FanT/MT
Head of State: Princess Jubilant Jade (Alicorn Pony)
Head of Government (if different): Chancellor Thoughtful Regrets (Changeling)
Draconic species in your nation (please give a brief description): There are two main draconic species:

Dragons: European-like beasts, these are large, clawed beings, with thick scales (which need significant consumption of metals to sustain) of varying colors, large, round disc-like eyes, and a fierce curiosity in other beings. The number a fairly small portion of the population, about 2.4 million out of 87 million, but are a well-off minority group within the country, and have their own Kingdom within Otulia. The dragons are omnivores, and do not mind vegetables mixed in with their meat, though a refined taste is common among most dragons. Dragons usually range from 5-10 meters in size when fully grown in height, and another 10-15 meters in length, giving them a slightly stocky but well-built appearance. Dragons also have the ability to fly, and use it frequently in their daily travels. The state airline, DragAir, makes use of dragons as biological aircraft, allowing extremely low airfares.

Wyverns: A small dragon-like species that are somewhat similar to Dystan kobolds, but have some differences. Wyverns are small, scaly, and obedient to their bolds, or dragon masters. This does not, however, mean they are not capable of intelligent thought, and many are independent and do low-skill migrant worker jobs across the country, though there are some prosperous communities. Wyverns cannot fly, are bipedal, and usually vary in color and size, but only slightly. They also have a quick breeding cycle, and mostly provide for dragons. At 22 million, Wyverns are the largest species in Otulia, and form the voting base for the ruling Dragon Party. Wyverns are entirely carnivorous, cannot tolerate vegetables, though they too like good eating, which is generously provided most of the time. However, if times are tough, they can eat almost anything, and records of wyverns surviving on nothing but mice and beetles are well known. Overall, they are a tough, hardy little species, about 1 meter tall, who rarely complain if treated well and enjoy the work they do.

What is your term for draconic species? The Italian dragho, or dragon, is commonly used for the general species. A young male is a drake, while a young female is a drakka. A fully grown female is known as a dragonelle. Distinctions for groups are considered unnecessary, though offensive if ignored in the personal. When addressing a dragon, using the denominative Dragon or Dragonelle is considered common. Ex: Dragon Thompson and his wife, Dragonelle Thompson.
Wyverns will usually designate themselves by characteristic, occupation, or common mood. A female Wyvern is referred to as a Wyvernelle, in the same manner as dragons. Since many Wyverns usually work for a dragon, they usually use their designated name and then add their dragon's name as their last name.
Offensive slurs among non-dragons are commonly used, unfortunately, the most common being "slutbold," referring to their quick breeding cycle and also branding them as lechers. The term is regarded as utterly offensive in the extreme, and carries heavy degrees of pure intolerance and hatred.
How are draconic species treated in your nation? The full-grown dragons are treated relatively well, whether they want to be or not, due to their size and historical significance. They have all the rights guaranteed to citizens, and form a significant section of the landed nobility. Treaties between the Dragon Kingdom and the Republic guarantee an annual tribute of rare earth metals to sustain the dragons, along with certain hunting and farming rights. Dragons also have the full rights of all citizens, and even airline travel is strictly regulated to ensure humane treatment by the Ministry of Transportation of draconic employees in its service.
The matter is very different, however, with wyverns. Small, meek creatures, they didn't appear in Otulia until the 1970s, and many non-dragons view them as obnoxious pests. Until 2005, they weren't even considered citizens, and were only given the right to vote in 2014, following lengthy debate which shut down the government. Now, angry ponies and humans, mad at what they see as interlopers gaining huge political clout, have viciously blocked civil-rights legislation. This means that, even today, wyverns cannot own property, operate machinery or vehicles, serve on a jury, testify in court, marry, or open a bank account in their name. Wyverns are continuously prey to violent racial discrimination, especially in southern Payba, where they make up two-thirds of the population. Impossible exams and complicated heredity clauses keep wyverns out of the voting booths, and local politicians daily make pledges to drive the wyverns and their kind back across the border. The Ministry of the Interior reported 3,619 wyvern lynchings across Otulia in 2014, but only 14 lynching cases were brought to court in that same period. The Ministry of Race Relations, now under pressure from the plurality-controlling Dragon Party, has begun more vigorously investigating and punishing lynchings and other hate crimes, but little seems to be changing for now.
Roleplay example (either previous RP link or prompt):

The post office was a small, almost destitute little building, and, according to the once-proud, now-eroded monolith that proclaimed its title, it served Westover County. It was, ironically, made of wood, rotting here and there, with a few wyverns (probably postal workers themselves) busily going around and charring the wood to stop the mold from growing. Not exactly the best strategy, but wyverns are wyverns, are they not?

The interior wasn't much better, either. Two or three dozen wyverns ran around, busily stacking, sorting, and recording the mail. Despite being the age of the internet, there was plenty of it to go around even this small county. The wyverns, however, appeared a bit shaking. A few kept dropping the mail, giving me worried looks, and scritching their claws along the service of their tiny little desks (also a combination of mold and char).

"Can I speak with the postmaster?" I asked of nopony in particular.

Immediately, a tinier wyvern, a deep pine green all over, flapped into my view, gave a deferential nod, then began with shaking tones, "Dr-dr-dragon Ssssscrutiny, we been expect," she said in halting Italian, already mangled by her hissing, raspy accent to the point of incoherency.

"Yes, good thing your service is so excellent," I replied, tipping my fedora over my horn briefly.

The compliment, like many things, flew right over her head. "Y-y-yessssss, Dr-dragon Sssscrutiny. What see first?"

I considered. I'd already seen the luna-awful crime scene, the poor wyvern with his bulging eyes bulging even further, that look of pure horror on them, the body limp and already rotting. It was enough to make even an inspector of my years shiver at what must have happened.

"Do you know if Drifting has a family?"

The postmaster took several seconds to process this, before saying "Y-yesssss, Dr-dragon Sssscrutiny. Dr-dragonelle, dr-drake. Lead resting place?" The last was probably a carry-over from drakine.

"Yes, please, take me there."

A few minutes later, with the postmaster (she told me her name was Billows) jittery all the way there, we trotted up to a house, practically a replica. Wyverns, smaller than humans or ponies, can live in smaller houses.

I went up to the door, this time with billows behind me, and gave a few solid knocks. The door didn't open.

"Wh-who issss?" came another voice, thick with desperate tension.

"Senior Inspector Intense Scrutiny, Ministry of Race Relations. Could you open up please, wyvernelle?" I queried, remembering at the last second to add the polite title for a wyvern.

The tiny door creaked open, and the wyvern, this one black with white spots spread haphazardly across her body, stared up at me. "Punishshshsh... Drifting'ssss murdererssss?" the tone was hopeful, and those puppy-dog eyes nearly broke my heart. This wasn't my first lynching case, but it was definitely the first where I had any hope of pressing charges, let alone getting a conviction. So goes the world.

"Yes, I think that I can bring justice to your husband's murderers," I answered. While Postmaster Billows was used to taking orders from non-dragons, Wyvernelle Skies probably hadn't left the county in all her life. After Billows translated for Skies, she looked up at me, and I could see the tears falling from her eyes. Wyverns seldom cry, they expend dangerously high amounts of minerals in the act. But Skies cried all the same, and, crying a blackish muck, sobbing in reptilian hisses, she wrapped her wiry forearms around me, the claws pricking through the fur and into the skin, and uttered a single word. I have never heard a wyvern speak better Italian.

"Grazie."

Basically, a medium-sized country of 81 million with dozens of different sapient beings trying to figure out how to live with each other, including dragons, ponies, humans, and changelings. Also, very liberal, laid-back, and mildly militarist in terms of foreign military intervention.
