Haldula is internationally viewed as a bastion of peace and prosperity; a regional influence that slowly but surely is twisting the powers into a perfect world. This is, for the most part, true. However, the goal of Haldula is, unlike some superpowers, not to dominate the world and force it into peace, nor to establish international trust, but, rather, suspension.
In achieving an arms race between superpowers, Haldula will have eliminated the necessity for war; instead, an infinite progression to technologies will be established. The oligarchical state, temporarily weakened in 1961 with the democratic system's solidification, will then seize total control and, in a scene reminiscent of 1984 launch an arms race; a new Cold War.
