A couple of questions.

I had my rain forest bull dozed which was a mistake on my part. Is there any chance the citizens will bring up the issue to re-grow said rain forest? And if not, can I wait 28 days for my nation to expire and start over from scratch?

Yes, there's a chance that you'll get the same issue again (or get another one that lets you improve your environment, instead), but if you sinply answer another four issues then the line about bulldozing the rainforests will get pushed off of your nation's page by the newer results anyway...
And yes, you could start a new nation if you let your current one expire: In fact, you could start one or more new nations anyway, the only 'legal' limit is that you can't have more than one of your nations holding membership in the WA simultaneously...

(Incidentally, you should really have raised this question in the 'Got Issues?' section of the forums rather than in this section...)
