The IFC's essential purpose is to safeguard the freedom and security of its members through political and military means. The IFC believes in democratic values and encourages consultation and cooperation on defense and security issues to build trust and, in the long run, prevent conflict. The IFC is committed to the peaceful resolution of disputes. If diplomatic efforts fail, it has the military capacity (Rapid Reaction Force) needed to undertake crisis-management operations. The Rapid Reaction Force is a force composed of military contributions of fellow IFC members - it serves to directly aid in the defense of member-states. This alliance is committed to the principle that an attack against one or several members is considered as an attack against all. The Core Tasks of the Alliance are collective defense, crisis-management and cooperative security. In all, the IFC stands as a security organization for moderate nations that values democracy and freedom. We stand as an alliance opposed to extremism, authoritarianism, terrorism, and communism. We accept countries into the alliance who similarly value these ideals and strive for a society that is based on the principles of freedom, liberty, and democratic governance. The IFC stands as a premier and respected global military alliance.

-:THE ELECTED-APPOINTED SECRETARIAT:-

\./I.F.C Cabinet
-Prime Minister --> Elected (leads the cabinet, helps with administrative duties along side Secretary General, and is the second highest authority in the Coalition-to be the most Senior in the absence of the Secretary General. P.M accepts/rejects members, serves as speaker in I.F.C Council)

-Chief of Staff --> (appointed by PM) The Chief of Staff serves the Prime Minister in a variety of areas including policy development, legal counsel, legislative relations, communications, appointments, scheduling, intergovernmental relations, emergency management/Coalition security, and administrative support for the Prime Minister. In turn, these functions are fulfilled by specialized staff, who are assigned primarily to the Prime Minister's office. Designated to serve as one of their principal advisors and, to manage the overall office.
It is the specific role of the C.O.S to:
-Give daily briefings on any and all events within the Coalition to the Prime Minister.
-Be chief advisor on all issues, to the Prime Minister.
-Manage the Cabinet of the Prime Minister, and relay mandates, and orders when the Prime Minister cannot do so him/herself, to the Cabinet, and other senior level officials.
-Decide issues that do, and do not reach the attention of the Prime Minister, while addressing all issues that do not, and properly briefing the Prime Minister on all issues that do.

-Press Secretary --> The I.F.C Press Secretary is responsible for collecting information about actions and events within the Prime Minister’s administration and interacting with the media and general members/observers. The information may include a summary of the Prime Minister's daily schedule, foreign visitors to the office, and the official position of the administration on current events or political issues.
The Press Secretary traditionally fields questions from the media and general members/observers in the daily briefing and through various conferences called to address specific issues or events. The Press Secretary answers questions, addresses concerns, interacts with populace, and otherwise shall serve as an ombudsman on behalf of the Prime Minister. All statements made addressing the before mentioned, are and shall be considered a statement from the Prime Minister themselves.

-:THE LEGISLATURE:-

\./I.F.C Council
This council represents all the members of the alliance through their delegations. Any major decision must be approved by the I.F.C Council. The Council will serve as the main legislative body of this Coalition and have the following powers and rights afforded to them-atop of what has already been outline here previous in this bill or in past legislation, they may add to these powers at future times, through concise legislation passed by majority:

-The Power to review and/or impeach the Prime Minister and his/her cabinet, individually, based on concise and definitive findings or suspicions that call for such an event to occur.
--In order for this clause to be enacted, Council must cease all legislative action currently at vote or in que, to cater to the needs of the hearing. They must base their findings either on reasonable suspicion from a majority of members, or from the testimony of those called to speak at the hearings themselves, which were called due to those suspicions.

-:-Council must have the testimony of every member of Cabinet they wish to impeach, before a vote to remove them may be called.
-:-Hearings in this matter are mandatory, any vote to remove a Cabinet member will be rendered null and void if the Hearings are not held.

-The Power to review financial stability and budgets as proposed and compiled by the Treasurer.

-:-Council may amend, make suggestions to, or otherwise approve or deny any budget provided by the Treasurer, so long as the suggestions, amendment, or denial/approval has a majority vote of present Delegations at the formal proposal of the budget by the Treasurer or his/her agents to Council.

-The Power to review, make recommendations to, mandate those recommendations be taken, and otherwise question any Department in Cabinet, at any time, for any reason.

-:-Recommendations and other such powers above outlined must have the majority vote of present Delegations, at the time the powers were exercised, in order to take effect and otherwise be considered lawful. If any of the above powers were exercised without the consent of the majority of the present Delegations as explained above, the act will be considered unlawful, null, void, and not otherwise binding.

-The Power to call for early elections, if for whatever reason Council deems it necessary, as well as the power to mandate and re-affirm the Secretary General hold elections on the scheduled date. Secondary clause of this stipend is only applicable if, and only if, reasonable signature of elections occurring in a timely fashion to their assigned date, are not present.

-:-The above must have the vote of a majority of Delegations present, at the time the call was issued.

-The Power to afford to themselves any other powers, authorities, rights, privileges, etc. they may see fit to extricate and ably fulfill their duty to this organization, as it pertains to their purpose and abilities outlined above, so long as those powers, authorities etc. do not conflict with resolutions passed or present in any way, shape or form.

-:DISSOLUTION OF CABINET AS A WHOLE:-

-Cabinet as a whole may be dissolved in two ways, and only two ways, as they are afforded below:

1. The Secretary General based on his sole judgement for reasons pertaining to the fact that the Cabinet is no longer able to fulfill its necessary processes as above outlined, or that it is otherwise incompetent, negligent, corrupt, or problematic, to the future of the Coalition, its goals or principals.

2. Council, upon call from at least 7 members, mandate that the Cabinet be dissolved for reasons outlined in the above option.

-:-Upon the dissolving of Cabinet, Snap Elections must be held within a 48 hour period of time to elect a new Prime Minister, who must then appoint a new Cabinet to await confirmation from Council as outlined above. However, if the Secretary General deems it necessary to the security and continuance of the Coalition, he may appoint-without the approval of Council-Interim Secretaries.

-:-These Interim Secretaries will carry out the duties and be afforded the authority and privileges of appointed-confirmed Secretaries, until which time a new Prime Minister can be elected and carry out the appointment of his/her Cabinet. At which time Interim Secretaries will be immediately removed from office.

-:-Upon dissolving Cabinet, the Prime Minister and his/her Cabinet will immediately be removed and the 48 hour election arrangement will commence.

-:-If the 48 hour election arrangement is not satisfied by the Secretary General, whom's sole responsibility it is to arrange elections in these instances, then Council may invoke this clause to call for a review of the Secretary General, and possible removal, in extreme cases.

-:-If the case arises that the Cabinet is dissolved, and the Secretary General is not available for whatever extreme reason-to be justified at his return-the Council will NOT invoke the above clause, for the safety and continuance of the Coalition.

I instruct the Prime Minister, to conduct a reaffirmation of our members. We should have a clear list of the current IFC Members and any observers, given the tumult of the recent weeks. I also instruct that any new applications be suspended until the current roster is affirmed along with all the other elements pertaining to our alliance. Thank You.

I'd like to affirm my status as an observer, in light of the current hubbub between alliances. I think my efforts would be better served in the UL, and I want to say to the IFC that I will do my best to bring the UL back around and have it collaborate with the IFC in the near future.
