Well, not so much that, as the omission of the prefix. Unless both the referrer and the referree (terminology, dammit) are both IN the Dominion or FROM the dominion, you use some prefix (I've yet to determine they are. One of them is Lord, obviously). If that requirement isn't met, you don't call them any prefix. Just the last name. It's considered rude to use a prefix, since it's reserved for certain people and the general populace of the Dominion.

It's not written in law, of course, but hundreds of years of customs have made it that way. We're pretty tolerant of others doing the wrong thing, since, you know, people are ignorant
