The conference should be structured so that it doesn't move too fast at all, but still moves fast enough so that it captures everybody's attention and doesn't turn into long, monotonous pages of political debate. Every day will be devoted to discussion of a certain thing on the agenda [or two or three, if really needed], so that debates can be clear and succinct and a resolution can be reached more efficiently. After each day's debates, each of you will get a break from political RPing as the debate are ICly suspended, giving time for characters to rest, mingle, and do other things to get their minds off of coalition politics, before the next day's events

I don't think it's necessary, but if you think of a real summit the heads of state are usually the ones that come (unless of course they can't make it)
