OSS CHARTER

1. Name: The name of this organization shall be the Orion Spur Society herein and forward referred to as the OSS.
2. Statement of Purpose: The purpose of this Society shall be to:
   
   1. To build peace, trust and tolerance between nations of the multiverse and beyond it;
   2. To provide opportunities for nations to enter into peace talks and other dialog;
   3. To sponsor symposiums, conferences, debates and other events to this purpose;
   4. To gather knowledge and serve as a storehouse for cultural and species history.
3. Affiliation: The OOS shall be headquartered in the Pax Concordia Station, Tribus Sector.
   
4. Membership:
   
   1. Any nations interested may officially join the OSS regardless of technology level, species, location, longevity, or culture provided they meet the following criteria:
      
      1. Nations must not engage in practices detrimental to the alliance's ideals. Such practices would include forced enslavement of foreign sapient species; accusations of war crimes or perfidy whereby the nation was found guilty, or actions that may be considered by the majority of governments to reflect those crimes or perfidies; the nation has not demonstrated wanton disregard for a foreign species' inherent rights to include the right to govern themselves according to their own beliefs, laws and customs to wit the applicant nation does no impose its bias on cultures outside of its nation, or to force other nations to conform to standards only applicable to a given species, culture or governing body.
5. Events, meetings, and promotion of views.
   
   1. The Annual Society Conference (ASC) will be held once per year in a location not disclosed until a few weeks prior to the meeting. ASC are normally attended by two members from each member nation. Criteria to be determined no more than six months prior to the meeting.
      
   2. Member-nations shall host debates, speakers, and symposiums according to the statement of purpose.
   3. Member-nations interested in hosting events shall contact the The Director of Cultural and Scientific Cohesion. Member-nations must be willing to work with the Director of Publicity until event launch.
   4. All member-nations shall conduct themselves according to host nation policies and laws while attending events.
6. Officers.
   
   1. The Society has the following officers:
      
      1. President and Director.
         
         • Shall be experienced in managing programs.
         • Shall have a good understanding of diplomacy.
           
         • Shall use and convey this knowledge whenever necessary at events, meetings, and promotions of the Society.
           
         • Shall be the official spokesperson for the organization.
           
         • Shall publicly adhere to and abide by the statement of purpose of the organization.
           
         • Shall present the Society with a report at each Annual Society Conference (ASC) detailing the activities of the Society during that period and explaining how those activities did or did not uphold the mission statement of the OSS.
      2. The Director of Cultural and Scientific Cohesion.
         
         • Shall have a good understanding of science and culture.
           
         • Shall use and convey this knowledge whenever necessary at events, meetings, and promotions of the organization.
           
         • Shall be the official spokesperson for the organization on issues related to culture and science.
           
         • Shall publicly adhere to and abide by the statement of purpose of the organization.
         • Shall appoint a committee of representatives from member-nations to assist in finding data, addressing misconceptions, conducting research, and other pertinent duties.
         • Shall appoint a Librarian to oversee the knowledge database. The Librarian will live at the facility and have staff at their disposal.
      3. Secretary General
         
         • Shall oversee membership communications.
           
         • Shall serve as the Point of Contact with regard to invitations, responses to invitations, membership directory upkeep.
           
         • Shall publicly adhere to and abide by the statement of purpose of the organization.
      4. Director of Publicity.
         
         • Shall coordinate and facilitate the publicity of all events and meetings of the organization.
           
         • Shall publicly adhere to and abide by the statement of purpose of the organization.
   2. Failure of any officer to uphold the duties of their office are grounds for removal from office.
      
   3. An officer may be removed from office by a 2/3 vote of the registered member-states of the Society.
   
   
7. Criteria for holding office.
   
   1. All individuals holding office must be registered member-nations and be elected by a majority vote of the registered member-nations of the Society voting at the Annual Society Conference (ASC).
      
   2. The Conference elections meeting shall take place in August of each year beginning in 2015.
      
   3. In the case of a resignation of an officer from office, a special elections meeting may be held to fill the office until the next August elections meeting.
      
   4. All officers hold their position until the August elections meeting.
      
   5. There are no limitations on the number of terms of office an individual may hold.

Main Political Ideology: There are two ideologies which spar. These are lifted from greater Nifid ideologies and are not necessarily considered good or bad by the populace. The first is eco-socialism. Witherwards are socialist in design. The Green Red Society (aka the "Watermelon Society") tends to promote a more extreme view, disparaging the nation's main industry because it serves as a prime example of the greed of capitalism. (Witherward autarky was brushed aside in favor of scientific conquest which requires money if the intent is to combine efforts with other nations) and thus tourism became a major industry.) The Nifidium Convocation (from which the colony first stems) embrace Ecofascism. The witherward found itself gripped by the 1971 Clash of Sensibilities from which rose the neo-ecofascist movement. This party and its supporters are extremely nationalistic and devoted to the nation's extreme stance on environmentalism. There is little to remark upon regarding age or gender or orientation issues, nor is there any form of speciesism or racism. There's begrudging acceptance of material wealth and power, but materialism and other capitalist "diseases" are an offense to those that hold fast to the NEF beliefs. It should be noted that none of these are political parties per se. The witherward (like her parent) is a geniocracy. Eco-socialism and ecofascism are personal beliefs.

We could use an expansion. I know there are four primary officers but adding a few more would help take some of the pressure off those four. We could leave app approval and governance up to that primary group, but also have committees that deal with things players find interest in. How about a committee that looks into FTL designs? A committee that focuses on disease prevention and control? I know the Bilderberg Group gets a lot of bad PR (Oh gosh! Illuminati!) because of how they operate but they also do a lot to move vital things along by cutting through a lot of red tape and whining.

My reasoning is that we can bud RPs off those concepts/committees. A group travels to some bog of a planet to obtain samples to cure a disease that's killing the population. Along the way they encounter something about that nation that leads to an even more intense adventure. Or a conference for FTL where we invite some of the sage II FTers to give their input in an IC setting... a sort of "welcome to the space race" thing catering to those new to FT or those nations just advancing from PMT to FT.

After graduating from Therma at age 13, she moved to Harkshai in the Tratan Continent and lived there for one hundred years.

Studying at various Omnitetian monasteries, she met her wife, Yra TinXi, an Omnitetian nun and Ho Gun Oh master. Together they had five children. Each of them went on to pursue similar careers as their mothers', save for one who joined the PSDF.

Perox and her family moved back to Wisternium, where she served in city councils, a provincial legislature, and eventually in the Senate of the High Council. After the First Contact with Earth, she was appointed as Ambassador to Japan, however eleven years later she has been reassigned as the representative to the Orion Spur Society.
