The Commonwealth of Zygarin is a nation stretching across from Iran, through Afghanistan, and into southwestern Pakistan. Having freed themselves from the monarchy bloc and its attachments to the Byzantine Empire fifty years ago, the roughly made country has battled against rebellion, starvation, disease, poverty and religious conflicts, all while attempting to ensure that their military stays funded and strong enough to repel any invaders. Under the hand of newly elected President Amir Al-Hazajj, they have finally managed to achieve all these goals, bringing the economy and all its problems to a level.

But it cannot last.

Unless the President acts quickly and gives up the isolationism Zygarin has had for so long and enlists foreign aid, he may find the balance tipping over swiftly, and his hard work snowballing back into poverty and depression.


Kabul, Afghanistan, Zygarin

"Let me see the numbers again."

Though he spoke in Dari, he knew a few Ministers and Council members would not understand him. President Al-Hazajj had to rely on the translators standing near these people, relaying his words to them in Farsi and other forms of the Persian language, a handicap he knew they needed to fix.

The Head of the Council stood, bringing him several folders and bowing his head slightly as he presented them. The President took them, returning the slight bow, checking himself at just the right time before coming back up.

As the councilman returned to his seat, Al-Hazajj looked at the files he had already viewed a hundred times before. They had come to this very room many, many times over the past month to try and resolve this issue in a timely manner, but the way it stretched on seemed to throw a sense of urgency, desperation, and finally resignment into the mix.

"Employment is up. So is agricultural growth. Mining is returning higher profits for us, and military enlistment has finally slowed. Houses are beginning to fill, and better quarters constantly being rebuilt."

That was only the first page. The report went on and on, listing economic percentages and maps showing the new roads built to connect the country together, aqueducts dug for fresh water, the consensus of how many people still lived in poverty. Yet he put the reports down, every single one of them, because he'd read them before, he knew what they held.

Everything seemed to be going well for Zygarin for the first time since the revolution that had freed it from Byzantium's hold, fifty-eight years ago. There was not a single major blemish on this otherwise highly encouraging report.

Other than the fact that it couldn't last.

Al-Hazajj was not a fool. He knew that leaving things where they were now would only result in a snowball effect, a decline that could not be stopped and would bankrupt the economy, ruining everything the nation had worked for.

He looked up, eyeing the Council of State and Ministers seated before him at the large tables before his podium. They all stared back at him, wide-eyed, some with bags under the sockets and red veins around the irises. No one had been able to come up with a good plan that a majority could agree with. It all fell down to the President, and if he couldn't make a decision, the different camps in the Council would tear each other apart to get what they wanted.

He sighed, rubbing at his eyes before looking back at them, knowing they would not want to hear what he had to say.

"Zygarin has come a long way since it first broke from Byzantium. Almost sixty years of struggling to achieve our own freedoms, our own laws, our own nation. The Commonwealth has managed to stay alive so far. But for a country to survive, it must endure and prosper at the same time. We've endured for more than half a century, but it is now time for us to prosper."

The Council and Ministers stared at him, dumbstruck, unsure of where he was going with this. Not a single one could imagine what Al-Hazajj was about to ask of them.

"As President of the Commonwealth, I hereby bring forward the proposal to break our isolationist policy and extend offerings of peace and trade to foreign countries."

The words were met with an uproar, as the previously calm and cool, if a little stressed, politicians leapt to their feet or slammed a fist on the table, or just plain threw their hands in the air in surrender.

Finally, Al-Hazajj calmed them down, and facing their simmering glares he began to explain himself.

"Zygarin is not a nation that can sustain itself. We have neither the resources, nor the money, nor even the military strength. We barely have enough water to grow food -and- to keep the people from dying of thirst. Our soldiers are using equipment bought on the Black Market over the years, or from the revolution itself! Look at us, would you? More than half of our population can't afford to even live in a home with running water, we still use dirt roads as our highways, we are -still- replacing wooden buildings with brick ones, and the threat of a rebellion emerging from those depraved conditions grows higher every day."

Al-Hazajj exhaled, briefly, reaching up and taking off his reading glasses. He was farsighted, which made reading without the lenses impossible. The dramatic move helped to reinforce his urgency with the Council members, who were even now muttering among each other. What if this, what if that...

"The time has come to put aside foolish boasts and propaganda. This is no longer about restoring our dignity or proving how great a people we are. We accomplished that many years ago. What our current problem is about now is finding out how we survive."

He gently tapped against the podium again, biting his lip before asking "Can I call a vote?"

The Head of Council looked around, unsure, before he stood, clearing his throat and raising his gavel, knocking it against the wood pad.

"The vote to dispell isolationist policies and extend relations to foreign countries has been called. Who will second the motion?"

A hand raised, the Minister from Balochistan. "Balochistan seconds the move."

"The vote has been called and seconded. The vote for the end of isolationism is now open."

One by one, hands raised from the different provinces of Zygarin, each one saying either a yay or a nay. Al-Hazajj felt his skin become clammy, a lump grow in his throat and knot in his chest as the numbers climbed. There would be no tie. The Council and Ministers had an odd number of seats for that reason alone, offset by the Head of the Council being neutral. The president -had- to get a majority vote, or Zygarin would be doomed.

Finally, the number rested up at 'Yes' sixteen to 'No' nineteen, and there were only four left who had not voted. Not all provinces in Zygarin were represented, of course, only those that submitted for it. Representation put alot of responsibility and expectations on a region, and not all of them could live up to such things.

"Terahn says yes."

Seventeen.

"Isfahen says yes."

Eighteen.

"Qom says yes."

Nineteen. To nineteen. The vote fell to Rhamir Asbadel, the Councilman for Khuzestan, and the man was indecisive as could be. There would be no tie, even though this decision would have been incredibly close.

Rhamir tugged at his goatee, studying Al-Hazajj. The man was well into his sixties by now, and had served on the Council when President Falir had been in office. He knew politics and ecnomies, and he could obviously see the benefit of going with the break of isolationism. The question was, would he do it?

Finally, Rhamir raised his hand and said "Khuzestan says yes."

Al-Hazajj felt himself almost collapse in relief against the podium, as though he had just been sucker-punched. He could vaguely hear the applause from the Council and Ministers as the vote was announced again.

They would break isolation. They would survive.

When he could finally speak, Al-Hazajj cleared his throat, wiping his forehead of the sweat and replacing his glasses, taking a deep breath before saying "I hereby declare the Zygarin embassy to be open to foreign diplomatic relations. I want the message relayed to every press network in Zygarin, and delivered to whatever foreign reporters are currently in the country. Kurrapadh. Please get me a list of nations I will want to start speaking to."

Foreign Minister Bryce Hartnett was leafed through the stack of foreign newspapers on the table. Of course a foreign minister need to be very informed about the events happening outside the country. There was a scathing anti-Catholic article reprinted from La Mercure de Saxemberg. There were speculations of a schism in the Europe-Prussia. Hartnett sighed. As if that country hadn't undergone more upheavals, he thought to himself. As an Anglican, he doesn't sympathize that much with the Catholics or the Catholic Church. But his country does, and as the representative of the country, he ought to express the will of the people.

One small article, barely half a column long, caught his attention. There was this country in a corner of the Middle East, long isolated, but it was now opening up. He had recently met with the Prime Minister and sighed that he should have read his newspapers before going there, so he could raise the prospect of establishing diplomatic relations with this nation. Anyway, there was a cabinet meeting scheduled for tomorrow, and as if anybody will object...

"Yes, thank you, Kurrapadh."

It had been Four days since Zygarin had declared a break in isolation. Four days, and a flurry of thins to do. Riots had sprung up all over Zygarin, those still alive to remember the revolution calling for the president to remember what they had fought for all these years, right next to the people who had grown up hearing these stories and fearing the outside world. The two greatest religious factions, the Muslim and Orthodox communities, had even used this chaos to further their own stupid conflict, pushing forward and clashing in many major cities. The Milita and police were working double-shifts to keep the peace, suppressing protesters, fighting insurgents, tearing down anti-government posters.

An angered population could make things happen quickly, Al-Hazajj had to remind himself. Look at how swiftly they had sprung forward after World War II and closed the noose around the puppet monarchy's neck.

He didn't take the decision to open borders lightly, but he knew it was an essential move.

He sighed as he opened the file, his reading glasses on already. The list was rather long, reeling off several foreign countries to open talks with for trade and a possible alliance in case of future threats.

But right off the bat, the young president spotted something gravely wrong.

"Samesh. Why is Byzantium on this list?"

Samesh Kurrapadh was Al-Hazajj's assistant, his go-to man on many matters inside the Commonwealth. If someone needed a report on water shortages, Kurrapadh would have that report on your desk inside of an hour. It was understandable why it took him this long to draft a list of potential diplomatic partners, but not so much as to why the name of their previous oppressor, as many former revolutionaries and current fanatics called the Empire, was on that list.

Samesh bowed his head, slightly, saying "I only put it down, Mr. President, because it makes sense to me. The Empire is a large country, saddling the link between us and the rest of Europe. The only other way for us to go would be north to Kiev, or-"

"I get it, Samesh. A good call, I suppose. We might give them another chance. It's not like -they- were completely in control of 'His Divine Majesty the King of Arabia.' Fine..."

They went over the list, ticking off those who, on second thought and inspection, really didn't seem like the kind of trading partners Zygarin was looking for.

Just when they were ready to pack it in, Al-Hazajj checked his computer one last time. It was an old model, another luxury smuggled in against orders, but one such concession that had been made in the past to allow the president to rule better. Electronics were hard to come by, purchased from traders and businessmen who came through under Zygarin armed guard to sell their wares. These men came rarely, but what they brought was worth a fortune.

The internet, too was valuable, though not in the way of money. Connected to the rest of the world, Zygarin could monitor what happened and stay informed of the ways of the rest of the people's around the globe.

A message flashed on his screen, and the president frowned. It was from the censors, a group of technicians who monitored the very limited bandwidth into Zygarin, checking for viruses and computer hacking. The message read that the censors had encountered yet another online message from a foreign country, and that he should look at it right away.

Curious, Al-Hazajj opened the foreign male, frowning as he opened the translation program, running the text through the basic function.

When at last he understood what it said, the president grinned, rising and saying to Samesh "We have our link to the outside at last!"

With Nilosahara somewhat alienated from Europe through President Robert Bantu's regular insulting rants about colonialism and still dealing with the aftermath of the Saxemburg incident, his son Mohammed Bantu has written a brief response to Zygarin Commonwealth.

Dear President Amir Al-Hazaij,

It is a pleasure to hear of your nation's entry onto the world stage after isolationism. We would be pleased to send a trade delegation to discuss commerce and investment for both our nation's mutual benefit.

"Riots across the county are being suppressed with greater urgency, and the good news is that they don't seem to be coming back."

Samesh nodded in confirmation as he set out more files in front of Al-Hazajj, who groaned in exhaustion, pulling at the bags under his eyes. He'd been working around the clock for the past two days, listening to the destabilization of his nation under his own feet. Right now, Zygarin stood at the edge, and the slightest push would send it over the edge to another revolution.

"At least the workers aren't leaving the fields and mines. They've at least got enough sense to not send all the people into poverty and starvation because of me."

Samesh nodded again. "Yes, it's remarkable how low of a desertion rate we have, considering what is happening. You'd think miners would be flocking out of the tunnels, soldiers flooding out of the bases and farmers burning down their own fields. Instead, we only have a few mixed reports of such AWOLs."

Al-Hazajj frowned up at Samesh at the Western term. Though the president knew what it meant, he hadn't been aware that his assistant did.

"Where did you learn that word?"

"Saving Private Emmerson. It's a British movie about this squad of soldiers in the Second World War going to the front lines to save this soldier whose brothers have died."

Al-Hazajj nodded, remembering that movie. He'd seen it a few times himself.

"What are you going to do about the Catholics, Mr. President? They are still calling out for a bishop to represent Zygarin at the Vatican."

"What is the Islamic community demanding?"

"Nothing so far. They're waiting to see how you will react. My suspicion is, if you deny the Catholics, they will have lost nothing. But if you agree-"

"They'll spring up and demand their own mullahs. I see."

Al-Hazajj went to his computer again, typing down several notes before opening the odd message once more.

"Nilosahara once more, Mr. President?"

"I can't decide what to say. I of course want to respond and say we'd love to have them, but if I'm reading this right, the message is from the president's son, not the man himself. So, what exactly does that mean?"

Samesh shrugged. "Nilosahara -is- rather caught up in its own political battle to keep European powers out. Perhaps the president has not heard of our change in policies."

Al-Hazajj took off his glasses, frowning. "Maybe. Still, I'm hesitant to respond."

Emperor Tiberius was unsure what to say after the formerly Byzantine territory of Zygarin opened up in and end of isolation. He knew that the Byzantine Empire could cause a lot of controversy within Zygarin. In the end, he still thought it wise to try and have good relations with the country hat the Byzantines had dominated for so long.

Of course, the Byzantine Emperor did not want to make a public statement, knowing that within his own country this would cause much controversy. In the end, he opted to send the president a
letter.

"Just yesterday, this mosque was the scene of a Catholic anti-Islam protest that turned quite bloody. Orthodox worshipers showed up just outside the Kabul mosque yesterday to proclaim religious favoritism against the Muslim people. Unfortunately, the argument became quite deadly when shots were fired indiscriminately. It is still unknown who fired first, but the confrontation claimed seven lives and wounded fifteen more, setting another marker in a long line of tragic happenings ever since President Al-Hazajj first announced its end of isolationism. Can he hope to stop these atrocities, or will-"

The remote hit the table, and Amir Al-Hazajj bit his lip angrily, hands on his hips.

"What the hell happened out there, Samesh?"

Kurrapadh stayed silent for a second, unsure of what exactly he was to say, before he confirmed "The Catholics were protesting legally. Someone on the Muslim side fired first."

Al-Hazajj groaned, looking over at his computer and the pile of reports next to it on his desk.

"Riots, armed conflict, futile religious battles...this is going to end badly unless I -do- something..."

He sat down again, looking over the message from the Byzantine emperor once more. Though initially stunned when he first saw it, Amir had to admit that bringing their former masters into the diplomatic fold once more may be a smart move in not only keeping an eye on them, but to also ensure that they had a close trading partner. As the old saying went, 'Keep your friends close, but keep your enemies closer.'

"Samesh, draft up a notice. In two weeks time, I will be holding a diplomatic open house."

Kurrapadh blinked, unsure if he had heard the president correctly. "A what?"

"You heard me. I'm inviting the diplomatic parties from Byzantium, the Philippines, Nilosahara, and anyone else who wishes to get on the ground floor in diplomatic negotiations. We need to show the people that working with foreign nations is the -right- thing to do."

"But, Mr. President, what exactly are you going to negotiate with them?"

"Anything, Samesh. Trade, better ties, weapons, projects, even a few secret agreements if I have to. The sooner Zygarin sets out and steps into the global scene, the sooner we can start pushing the country forward instead of sinking into a recession. Begin the draft. I will send a message to the Emperor."

I do remember the stories of what your people did to mine. The horrible tales of the atrocities the monarchy carried out. But all I have are stories. I was born long after the revolution, and although my father was a freedom fighter, I certainly have no grudge against the empire.

I would be honored to open the doors of diplomacy with you once more, and I believe doing so would strengthen the image of foreign nations in the Zygarin peoples' eyes. If we can make friends out of our greatest past enemies, for example, then we can do so with anyone.

In a few weeks time, I will be enacting what I am calling the 'Zygarin Conference' and inviting all nations wishing to engage in diplomatic relations with my country. As the center of alot of happenings in the Middle East, I hope I can bring us all into accord and therefore prove Zygarin's worth to the world as well as settle alot of internal conflict. I hope you would extend this invitation I am extending to you, as well as sending a diplomatic envoy ahead of time before the Conference.

News that the Commonwealth of Zygarin might at last be opening its doors to the world was greeted with some excitement in the People’s Republic of Spyr, as it meant new opportunities emerging, both economic and political. In terms of trade, the Commonwealth seemed a near-virgin market for the software of California (and the Spyran hardware to run it), while its history meant it might stand beside the People’s Republic in keeping the imperial powers of the world from overstepping their bounds.

A communiqué is drafted by Spyr’s Diplomacy Committee, lauding President Al-Hazajj and his decision to end his country’s isolation, indicating Spyran eagerness to forge a strong relationship of mutual respect and prosperity in the coming years. The two countries, it is said, have much in common, both having thrown off the shackles of foreign imperialism at the close of the Second World War, and while their maintenance of an isolationist policy is a testament to the strength and character of Zygarin’s peoples, Spyr’s far different course of independence-with-cooperation may offer lessons as to which paths are fruitful and which ought be avoided. Together the peoples of the world can help each other prosper, and stand firm against those who would impose tyranny upon their freedoms.

Presidential Palace, the Commonwealth of the Indonesian Islands

While many government agencies in the C.I.I. were still dealing with issues regarding the failed J/UP Coup attempt, the unofficial Foreign Affairs adviser to the President, Senator Agung Brahma took notice of the end of Zygarin Isolationism. The youngest son of Delem Brahma, the current President of the nation began to contemplate what opprotunities the Zygarin Commonwealth could bring to the Commonwealth of the Indonesian Islands.

"Ye Gods keeping track of the names alone is giving me a headache." Agung thought as he began to rub his forehead, cursing Raden Wijaya XIV for lacking the imagination needed to come up with a more original name than "Commonwealth" Agung then began to draft a message to be sent to the current President of Zygarin.

Later the draft was sent to his father Delem who then added a few touches of his own and signed final product as his own.

President Al-Hazajj looked from the foreign messages on his screen from the small, if still pleasing, number of countries wishing to conduct diplomatic talks before glancing at the draft Kurrapadh had made of the notification of the Zygarin Conference.

There was still so much work to do to prepare for the foreigners arrival, if they were coming. So far, all he had was confirmation from the Philippines, but he knew Byzantium wouldn't want to miss its opportunity to get a piece of what was once theirs years ago.

Saxemburg indeed also seemed like a wise choice. With such a large apparent industrial base, they could help Zygarin refine its methods of, well, refining metal and petroleum.

Still, quarters needed to be prepared, the embassy had yet to be completed, the nearby Air Force base was being cleared of its old World War II propeller planes, most of which still didn't work, and a meeting hall for the actual Conference was being prepared already.

Across Zygarin's northern border the Depkazi reaction to the Commonwealth's historic step towards openness was far less welcoming than the response from the world at large. In fact the Caliph, Chingiz Khagan Depkazi, mujahid hero of the anti-Russian independence war and iron fisted premier throughout almost two decades of independence, had openly called on the nation's Muslims to disavow their empty allegiance to an infidel state and pledge themselves to the great Caliphate that he was rebuilding.

Only a few years ago Chingiz's jihadi army had marched almost unopposed into Peshawar and over-thrown the allegedly-corrupt Islamic Republic of Pakistan, a former Walmingtonian colony long reliant on the British Raj for its survival and deemed by the controversial Depkazi leader to be 'unclean'. Now, Al-Hazajj might legitimately fear, the 'khan of khans' seemed to be turning his attention towards Zygarin.

Beys Brab Khan and Radu Khan had received mobilisation orders for their twenty thousand Bactrian Mujahideen shortly after news of the anti-Muslim disturbances in Afghanistan reached Samarqand, and the improbably named Aeronautical Battle Force was redeploying its 'elite' Su-24 Fencer attack and MiG-29 Fulcrum fighter squadrons to Kunduz, Mazar-e Sharif, and Feyzabad, just a few hundred kilometres north of Kabul.

According to Vizir Chorpan, as he put it privately to his master, the purpose should be to send a message that Zygarin could not defend itself, was unstable, was not a good investment risk, and probably wasn't a good long-term bet in the region. The irony of such a view being taken by Depkazia of all countries was completely lost on Chingiz, whose only communiqué to his opposite in Kabul kindly offered President Al-Hazajj the opportunity to come to the square at Registan and prostrate himself before the Depkazi Khagan and accept his authority as Caliph.

Meanwhile, Depkazi agents radically stepped up their programme of infiltration and rabble-rousing across the long, often desolate border between the two countries, vitriolic clerics being sent to urge Muslims to reject Al-Hazajj, embrace Chingiz, and be saved. Apparently, any concerted action by the Islamic community could expect the full support of Samarqand, be it in sustaining a strike or arming a rebellion. And Chingiz didn't seem overly concerned with keeping the project secret... after all, it was a well known fact that no infidel weapon could break his skin, so why worry about upsetting anybody?

Zygarin's response to its more aggressive northern neighbor's offer:

Absolute refusal.

A message was sent north detailing that in no way, shape or form was Zygarin going to be anyone's slave again, and the majority of its military was placed up north with the exception of the navy, still patrolling the waters to the south.

The army and air force moved into old Byzantium fortresses near the northern border, ready to show Depkazia just how prepared they were to fight in order to keep the aggressive foreigners out.

Meanwhile, in Kabul, President Al-Hazajj finally issued a declaration in response to the religious problems: in light of recent events, the Orthodox and Muslim communities were hereby approved to begin selecting candidates for both bishop and mullahs, respectively.

All of a sudden, the rioting in the streets began to die down, and people returned to their homes over the next two days after the notice was issued.

There was no doubt about it. The President had the people on his side once more.

Prime Minister Peter Akwasi and his Cabinet sat around the Cabinet table, an old, black oak oval, surrounded by enough high-back leather seats, red and white in colour. Akwasi himself, the Rhodesian-descended, Archbishop-turned-Prime Minister sat at the head of the table. The topic of the morning: the Zygarin Commonwealth, and their recent inroads to warm diplomatic relations with the outside world.

The past few months had been, in some ways, interesting for Acadzia, diplomatically-speaking. It would appear that that trend would continue.

"We need to let the Zygarins know that we are open to allying with them, trading with them, and so forth," insisted Dr. Elijah Krozenberg, Acadzia's Foreign Affairs Minister and Deputy Prime Minister.

Steely-eyed and aged, Defense Minister Arthur Cannon nodded in agreement. "Look, Eli here and I rarely agree on anything, you all know that." Chuckles and laughs filled the air; admittedly, the boisterous Defense Minister was correct. "But we agree on this. You can damn well bet that the commies and Mussies will by vying for favour with President Al-Hazajj. Why the hell shouldn't we do the same? We owe it to ourselves, and our allies, to extend at least a cordial letter to Zygarin."

Akwasi arched his fingertips and sat back in his chair. "A good point, but we mustn't come on too strongly, Minister Cannon. That could only galvanize anti-Western and anti-Christian sentiments. We are, to say the very least, unlikely bedfellows, Acadzia and Zygarin. But then, we once would have said the same about Acadzia and other states, with whom we have at least cordial relations."

Sister Bethany Long, the Health Minister, chimed in, "What do you have in mind, then?"

"Well," began Akwasi, "we'd be foolish to expect Zygarin to want to cuddle right up to us... The goal should be to prevent the grips of extremism - Muslim, socialist, or otherwise - from seizing the Zygarin Commonwealth by the throat and choking the life of it."

"And," interjected Cannon, "to prevent that bastard Chingiz from adding it to his portfolio."

"It is settled, then," chimed Akwasi. "We shall send a letter... and perhaps some lobster... to Al-Hazajj."

Two Nights Before the Conference


"Why did Allah have to invent paperwork in the first place?" grumbled Al-Hazajj as he rifled through the multiple files simply piled on his desk, stamping this form, signing that order, all to simply move the Army around and prepare for the Kabul summit.

Kurrapadh chuckled as he looked up from his own stack of work. "I believe it is because He wanted to ensure those in command would go crazy in the process."

Both the President and his aide were quite faithful Muslims, even if Kurrapadh was a bit more oriented towards Islamic Christianity.

"I don't care what He did, I honestly wish He would stop testing me like this...all this red tape to get the Army and Air Force north! It's preposterous!"

Kurrapadh nodded as he signed another order with his own seal of approval, detailing a shipment of ammunition. The military was a large organism, perhaps not as big as others around them, such as Kremistan or Byzantium, but the majority of it being stationed near the northern border might be enough to put off the Depkazi from trying to invade. If they could keep the aggressors from doing anything dramatic, and keep their spree of low riot rates they had been experiencing so far, the Conference might pull enough foreign support behind them to keep Chingiz from blitzing towards their borders.

The Zygarin military placed a large emphasis on mobile infantry, quick moving units schooled in how to fight on the move. As such, the T-34 tank was very helpful in this regard, as well as the BMP-2, both providing quick mobile support in hard, rough terrain.

"The Conference is only two days away. Surely Chingiz won't be mad enough to strike while they are here, or else risk the retaliation of half a dozen other powerful nations."

Al-Hazajj looked over at his aide, doubt in his eyes behind his glasses.

"We can only hope..."

In response to the President's declaration approving the people's right to begin selecting potential mullahs causes considerable confusion in Depkazia, where it is assumed that mosques probably already have leaders, that at least some Muslim men ought to be already educated, and if not there really ought to be more opposition to this oppressive government.

Despite its confusion, Samarqand dispatched more political and religious envoys in hopes of capturing the support of potential new religious leaders. The central thrust would be, Who does this Al-Hazajj think he is to patronise the faithful so? He condescends to 'permit' communities to select 'candidates' for a term of religious respect? You know how you can become a Mullah? You can come to a great Madrasah Islamiyyah in the Caliphate and receive an education thanks to the generosity and piety of Chingiz Khagan, who does not wish to deceive and manipulate you, and then return to lead your brothers regardless of what this trickster Al-Hazajj would command!

Meanwhile, in the Caspian, Chingiz ordered the gloriously titled Grand Fleet of Indefatigable Popular Maritime Force on alert, which really meant that Depkazi sailors had to set aside their Chingiz Brand and home-made vodka and stagger about trying to find their patrol, torpedo, and gun boats if they had not already been stolen, stripped down, and put to use by local fishermen, merchants, and opium smugglers. Some of them had. Why couldn't I have been assigned to the Aral Fleet? Those guys never have to do anything!

Before long, though, less than expertly crewed Depkazi FACs would be pushing their luck in waters that Zygarin might very well consider its own, as Samarqand's claims in the Caspian were extensive, pushing far to the south and west, and Chingiz wished to enforce them. Similarly, a rusty old Il-28R reconnaissance bomber out of Peshawar ventured a short distance into Zygarin airspace, flying just east of Jalalabad, only spitting distance from Kabul, intending to be only a few minutes out of Depkazi airspace so as to enable a quick return... at the aircraft's near-by home base a pair of MiG-23 interceptors sat on the runway with a light weapons load and pilots ready to lift-off at a moment's notice.

The technicians and Air Force soldiers watched the bomber as it coasted along, frowning as it came close to the city itself. Depkazia had been moving more and more aggressively against them lately, but nothing close to this. This was on the border of a declaration of war!

The bomber was within range of their old SAM batteries, bought by the Zygarin government in the 70s through the Black Market. Their targeting radar wasn't on yet, but the long range missile systems were too valuable to expose their positions without due cause. The dozen or so were the only long range AA ballistics they had.

Still, this might be due cause. After all, the Depkazi were bold, arrogant and demanding, still trying to sow religious dissent among the communities. Most people, fortunately, weren't buying into their schemes. The law restricting religious leadership had been passed even before Al-Hazajj had been born, lifting it had done them such a big favor.

But there were still some idiots who hopped on the rebellious bandwagon and went along with the encroachers. And now they had word from the Caspian that patrol boats were moving on their waters, threatening their oil drills and possible shipping lanes in the future.

And, of course, the bomber overhead might be a problem too.

At the Kabul airfield, a squadron of old but still functional Byzantine MiG-15s stood ready on the runway, prepared to intercept the bomber should it make a move towards any real target.

President Amir Al-Hazajj had several problems on his hands. One was waiting out here on the airfield for the foreign jets to come in, carrying the leaders and delegates that would attend the Conference. Holding a diplomatic summit for the Council to settle regional issues was hard enough, but with a foreign power? It was a nightmare to prepare for...

Another problem was the bomber overhead.

Depkazia was probing them, pushing to see their limits, and they were officially violating air and water space to do so. Zygarin needed to find a line, mark it, and punish the Depkazis for crossing it, or else risk their northern aggressor making even bolder moves.

But not now.

Now, he had foreign delegates to welcome. Depkazia wouldn't be stupid enough to attack with half a dozen foreign countries visiting its target...

Or were they that stupid after all?

Yakov Semaryiab boarded his plane in peace; no media footage was allowed. After he settled into his seat in the passenger's compartment, the pilot began the takeoff sequence. The PM's converted military transport would be escorted as far as the Zygarian border by half of Yerevan's Air-Superiority Wing; 26 planes total. Fortunately, the flight wasn't very long, but Yakov got about an hour's rest before he was woken by his driver, indicating that they were nearing Tehran. He was also handed a threat report indicating potential hostilities between his host and Depkazia. Bad news, that. If things got bad, he'd need to pull out. But, that was hopefully to be avoided. He Stood and made his way to the craft's bathroom, where he made sure he was presentable for such an event.




As soon as the plane had been taxied off the runway and the stairs were in place, Kremistan's Prime Minister stepped out of the doorway and onto foreign soil. He looked to see if President Al-Hazajj was anywhere nearby, as he had hoped to speak with his Southern counterpart.
