As a nation, we would be willing to cover half the expenses, on the condition that half the crew be from our nation. It saves us both the expense of funding our own program, as the crew uses the same ship and equipment. Do these conditions seem favorable?

There will be no crew, this is not a manned mission, however, we will require many engineers and navigators, as well as at least one xenobiologist. Feel free to send as many as you desire, we could use all the help we can get.

I propose that we also have another department specifically for constructing space and research facilities for countries who don't have one. These include countries which can't do it themselves, or countries that are having extreme difficulties in doing so. This department could also add on and expand current facilities in operation in various countries around the world, as well as modernizing them if need be.

The Department For Foriegn Construction, which Zorga would like to head and command. If this idea is accepted (which I hope it is), Zorga would like to reserve the Director of Foreign Construction position and will fill out an application.

I will probably vote "Aye," on this matter. It seems like an excellent proposition, but how much of the total budget will this cost? Could you determine a percentage we should set back every year in order to do so? Also, what happens if said percentage is not achieved? Will the excess funds be put into a sort of "rainy day fund" or will they be redirected to the other programmes?

Well, it all depends on the type of project. If it is small, Zorga will pay expenses, however, if it is large, all nations will contribute. We will need to keep anywhere between 12-14% yearly in order to provide for expenses. However, if this percentage is not met, then the program retains the money it received. Depending on which type of program is the highest priority, overly achieved funds will be redirected to the highest priority program at the time. A rainy day fund would also be set up, to have at least 1% of the overly achieved funds to keep for emergency purposes, such as the yearly %'s not being met.

I just want to say that every project that our Federation proposes will giving money. So our space agencies would like to call all members of ISA on congres in our main city Belgrade. If you want to do it I will send a official letter. Do you agree with me ? Also NSA ans FSA would publish new project on that congress. :D Answer me or post a poll, please !!!

Well, I don't know. Meeting in a DPRKish country seems a bit .... risky. How about in beautiful Steve Jobsia, where we will discuss our goals for this decade and possible funding and construction issues.
