That's not an ideology, that promotion of alliances.
Ideology as in Marxism, Stalinism, Democracy, Republicanism, Communism etc etc

Wrong. Ideology is not solely based on government activism, promotion or otherwise. Ideology can also be a structure of ideas for an organization. It's meaning is broad and encompassing. The entire MSU charter in and of itself can be looked upon as an ideological document, but Swith has highlighted its core points.

But its not a Political Ideology, which is what the IFC uses
