Section III - Appointment of a Minister-President and Continuing Functions
Congressmembers shall conduct a vote to elect a leading Minister-President at the first Summit. This Minister shall be considered the leader of the Alliance much as a Head of State. The Minister-President will act as the head of all Ministries, and will appoint positions that the representative sees fit to do so. The Minister-President has powers not listed thereof and such extra powers delegated to the Minister-President may be revoked or added by majority Congressional Union approval. The Minister-President may be in their position of power until such time as they chose to resign from office, is voted out of power by two-thirds vote of the Congress, or at the end of one year's term. Minister-President elections shall occur annually, each August. The Minister-President may not concurrently hold office within the Legislative Branch as either a Representative or Head, nor can the Minister-President be concurrently a leader of his Nation or heir to that throne, position or title.

I've edited it into the IC draft. I made a few other changes which I noted in my most recent post (species names, ratification date, also the motto etc). I've called for it to be voted on.

Also, I added your nation's concerns about non-lethal weapons to the agenda.

We'd have to call it after the main meeting was over, and it would most likely be the next day (depending on how long it takes us to get the other things done). The conference findings would usually be a joint publication (Anthro and Pony CIS) to the Union.

To be fair, when I suggested a Xeno gathering, it was because I thought people would arrive in drips and drabs, and the conference wouldn't start IC for another day or three. Then it suddenly began. I was scrambling to get people from my side story to go to the main story, but Storm was clever and allowed people to run more than one character so players could participate in both.

You're welcome. I wish I could have given you more interaction time now that your characters arrived, but the current IC was only set up as temp while we organized. Rather than skip all over with IC threads, I thought perhaps we'd go by original intentions and ratify things for the summit and then move on to a MSU-sponsored thread.


Anyone not already present in the IC: the MSU (through the efforts of FT nation-members) has made certain that reps from all member-nations can attend regardless of their tech level or distance or dimension.

I will be voting yes on the charter for now, but the next amendment we make, we will have to elaborate more on sapient rights if want to be a union of different sapient species. For instance, we should elaborate on the absolute basic right of will and consent. Obviously we all agree that slavery is okay if it's done "humanely", but to hold a slave against their will is far from humane. In Divergia's case, however brainwashed they may be, their slaves consent to servitude, so Divergia's fine (I guess). Slavery is just among other things that could violate this right, such as rape, theft, or murder. Yes, abduction violates this right, but we could argue that it was an exception to the rule and for the greater good, though luckily I retconned it

We didn't agree that slavery of any kind was okay. What we clarified was that we can't judge all alien species by human standards or by human history ergo a worker ant isn't a slave nor is a laptop a slave.

Kwik edit. Most of the characters came in late and didn't hear Moses' explanation. Those that did realized he was using "slavery" slightly differently than most would. The Homo Plebos species was unable to psychologically adjust to any environment where they were not engaged in servitude. Moses suggested that it was possible to eventually do away with the practice but the social and economical result would be potentially devastating. Apparently they'd have a surplus of Homo Plebos all standing around in the dark (light hurts their eyes) awaiting orders and slowly going mad because their brains aren't wired for critical thinking. While they did (way back in history) enslave humans, evolution made drastic changes to the point where the current progeny is no longer human in design or ability.

We can't hold a nation's past against them otherwise anyone on Earth could be given the boot for slavery and human trafficking. We can take issue with current practices. We might take issue if it's a government sanctioning those practices as opposed to "America doesn't allow slavery but unscrupulous people inside her borders engage in human trafficking despite her best attempts to shut that practice down."
