His delegate is in the same spot as all the other reps - the bunker.
People, there's a gateway there for you all to use. It takes you to my character's ship. You can opt to do several things:

Players approached me in TG to state that they want to work on the alliance and were not happy about the anthro attack at the summit. Their concerns were that we didn't have the charter in place yet (still waiting on an official decision to the Xeno name) and that some of them weren't interested in war RP or, by virtue of their treaties elsewhere, couldn't help out with a war RP and thus would have nothing to do but remain in the bunker. I don't know if the other CIS group reps were approached. I can only speak for the Xeno-based nations and a few FTers.
editing to add: I asked players to send a TG to Storm to express their desires so I wouldn't become the middleman.
