Even if it had been accepted by the majority party, I would have broken it immediately.

basically when Bagganiag get concerned that Roski is becoming too powerful or too interested in the conflict for it to be wholly normal. Unjustified of course, but paranoia and large rebellions do that to you :p

Like when the Byzantine Emperor Alexios requested the crusades, he got really worried when he saw a vast army (he was expecting a small force),a nd decided not to help them that much after all.

1) Depends how well I know your nation before Ex: Val could go hogwild if I asked for aid
