Hello, I'm Dean Morisis, representative for the Parliament of Multiaria. In the northern part of Rio de La Plata there is a unclaimed land we call Uruguay. After a month of deciding, we have voted 15 to 35. To annex the region of Uruguay, north of Mult. But before we send are settlers and workers to build a city, we need to get the approval from the I.C.L's members first. The following document is the Annexation document that the Parliament wrote on the October 3, 2014.

The Annexation of Uruguay

On the date October 3, 2014 the king proposed the annexation of Uruguay. On a month later, the parliament of Multiaria voted 15 to 35 to Annex Uruguay. This forested area is not claimed by any nation. For the name of the Multiarian people, we will send workers and settlers to this new land. All natives will become Multiarian citizens, and will be able to be in a reserve north of Mult.

When the cities and towns are built Uruguay will be apart of the state of Mult. The first city will be called Subaria, after are King Hugo Subara , and the second called Belhakes after the Davincian city.

From the last issue and from the Regional Constitution it says upon final land claim on the map is final. Only land expansion is in a War RP. So the Ahranaian Diplomat says no.

The I.C.L. will not stand for this. Expansion has been outlawed and with it comes heavy penalties. All supplies Multiaria would ever need can be reached through trade with other nations, not through annexation. Any worker or citizen that has been sent to any territory deemed unclaimed by the I.C.L. must be returned immediately. If this continues, than the leaders responsible will face criminal charges.

[New Reserka]

The Ambassador was nervous as he walked out of the International Airport of Davincia in to the crowded busy road in front of him. He was the one of the first Reserkian to be in Davincia in over 4 generations. ‘Our fair nations are once more going to be allies’ He thought as he walked into his taxi. The taxi drove up the busy street, stopping at every red light. The Ambassador heard a bang on the window, he turned to see a group of angry men. They knew, he turned back and waited for the light to turn green and he was off to the capitol building.

[Northern Davincia]

The U.C.S.R., through thick and thin and versus all odds, has lasted long enough to reach its second regional presidential election! While all candidates put up a tough fight, the Northern Davincian representatives of the I.C.L. are pleased to accept Venhalmuj as our new president. May they abide by our laws, defend our region's glory, and continue the Golden Age of Orbis. With this victory, we are one step closer to reaching perfection. This will be a truly interesting time for us all, and best of luck to Isaciaria. For the longest time, Isaciaria had served as our region's wondrous first president. Hopefully the achievements made by their country will be continued by the new U.C.S.R. President.

[New Reserka]

The Ambassador walks through the doors of the capitol-building and sees and large open lobby with few people. The man walks to the counter and asks the secretary " I'm here to decide upon trade agreements with the Tsar," she says nothing and looks at the man and nods yes. The man sits and sets his briefcase down and waits for someone to take him to the Tsar. ' I'm about to meet the Tsar, the ruler of Davincia,' He thought to himself as he waits in the large lobby. He looks around and sees that the secretary looks at him funny and goes back to her work.

[Northern Davincia]

Despite the news coming later than usual, the I.C.L. has been given no choice but to strike down the state of Ahrana and render it a nonexistent state. All of its citizens will be made to either remain in territory governed by the I.C.L. or move to another U.C.S.R. country. Premier Sozin was the man to address the people of Ahrana over the collapse of their country. While some of the more traditional nations of Orbis (namely the Monarchist ones) will be pleased with the collapse of another socialist union, we cannot forget the history of Ahrana. The I.C.L. would have not followed its current course without the assistance of Ahranian lawmakers and overseers. The People's Republic of Northern Davincia remains open to accept any refugees from Ahrana as citizens of our great nation.

[Davincia]

As the I.C.L. has been unnaturally busy lately, a small report will be given to recap events from the last meeting of this League.
-Reserka is defeated in the Flash War, victory is achieved by Davincia, Isaciaria, Venhalmuj, and Lockiee.
-An unknown virus hit the region, decimating billions. Davincia, Northern Davincia, and Lockiee form a cure.
-Terrorist attacks threaten the stability of Orbis, causing a temporary takeover of the I.C.L.
-WA Delegate Elections begin for another cycle.

Report from the Black Riders attack:
"It seems as if a large terrorist invasion has plagued the international organization dedicated to peace known as the I.C.L. The Davincian military pushes through into the I.C.L. HQ and arrests its leading members, with intensive repairs started by Tsar Nagol. The terrorists were given life-sentences in a maximum security prison to ensure that they do not escape."

[Ahrana]

As Dimitri Roma returned to the Chambers of the I.C.L once again to represent Ahrana in the World Organization. He makes a speech when he arrived:

It seems to the World that without a true Superpower around a Organization can not and will not function properly, it also seems to us Ahranaians that the world looks down upon many nations. Lockiee, our sister nation, has been alterably looked to as a threat as she is Communist! We, Monarchist can not get along with Communist, but we can trade and help each other when each of our nation is in a crisis. Though Ahrana has bigger plans and issues for the World we propose another World Organization be created to help each nation prosper to its greatest extent. The I.C.L is only here for peace and negotiation, but what we Ahranaians propose is far more greater for the World.

[Lockiee]

Isaciaria thanks the delegate of Ahrana for his warm welcome to our second term in office. Isaciaria too, is concerned with the growing inequality between nations in Orbis. As Isaciaria upholds the ideals of Communism, on the local and global level, we offer to help Ahrana and spearhead this Organization. As a generally neutral nation, with many Capitalist and Communist countries, we also offer to host the NWO bank, with regular elections to choose the Bank President, rather than monopolistic rule by one nation.
Addressing concerns over commitment issues, the NWO predecessor was created during a time with few, and relatively developed nations, whereas Orbis now faces many more nations who are less developed than before. Due to this sudden change in Orbis, it is necessary for this tribunal to be created. Isaciaria strongly urges Davincia to consider creating a new referendum among the nations of Orbis, to let them decide what will affect them. No matter the outcome of the vote, Isaciaria will remain a staunch supporter of economic equality, and will do its best to aid nations in any way possible.
