Hitler believed he was doing it for the sake and the good of his own people, the Germans, even though he was blinded by the monstrosities he was doing, he did have a good intention, save for the "Everyone else should die" part.
Hitler did improve German economy from 1933-1939.
But for Stalin, he industrialized the Soviet union in order to make the country he controls, a powerful one. So he can crush and oppress more people.
No one is exempted, not even Russians. He persecutes everyone. No one is safe from his tyranny. Everyone is the target of his regime.
Even the most ordinary person in Russia lived in fear of being deported and killed by the NKVD.
