Jiang Xiannian, the General Liaison to East Asia, arrived on behalf of the Western European Republic. Aaron Ditmoshenko, the Chairman of the Oriental Cooperation Pact and the President of the Western European Republic, had sent him there to negotiate a trade pact and economic bloc between the two alliances, which are remarkably similar. He arrived in small, shabby, government-issued jet, as President Ditmoshenko had decided that it is not the role of governments to show off. He walked to the podium at the headquarters.

"On behalf of the Oriental Cooperation Pact, I am proud to introduce a trade treaty that will greatly improve the powers of Asian nations all over the world, so that we may continue to rise and eventually overshadow the Old World of Europe and the Old New World of the Western Hemisphere. I present you with the Asian Trade and Defense Agreement (ATDA)."

Asian Trade and Defense Agreement

I. The Oriental Cooperation Pact and the Pacific Economic Defense Coalition, both alliances consisting of Asian nations, hereby declare that they will view each other as allies and friends; these alliances will exist in a "Coalition of Asian Alliances".
II. The leadership of the Coalition of Asian Alliances will be the leaders of the nations of Cyllea, Flardania, Bojikami, and the Western European Republic.
III. All nations part of the Coalition of Asian Alliances will abolish tariffs on products from other nations in the Coalition of Asian Alliances, thus instituting free trade; this abolishment does not include agricultural tariffs on other nations in the Coalition of Asian Nations.
IV. No nation in the Coalition of Asian Alliances may declare war on each other without reasonable cause and permission from three of the four leaders of the Coalition of Asian Nations. Declaring war without both of those reasons is grounds for expulsion from the Coalition of Asian Nations.
V. The Coalition of Asian Nations is not, under any circumstances, a merger between these two alliances; each alliance will remain separate, but operate under the terms of this treaty.
VI. If a nation in the Coalition of Asian Nations is attacked by either terrorists or another nation outside of the Coalition of Asian Nations, that nation may formally (in a letter from the leader of that nation) request aid or military assistance from the Coalition of Asian Nations, and upon approval by the leaders of the Coalition of Asian Nations, all nations in the Coalition of Asian Nations are requested and obligated, yet not required nor demanded, to send aid or military assistance to that nation.
VII. Investment by persons, corporations, or governments in nations in the Coalition of Asian Nations into bonds, currencies, and stocks in other nations in the Coalition of Asian Nations is to be taxed at the same rate as the rate for domestic investments by domestic corporations, persons, or governments.
VIII. All nations in the Coalition of Asian Nations agree to respect the intellectual property rights of literary works, inventions, trade secrets, trade dress, trademarks, industrial designs, musical compositions, dramatic works, pantomimes and choreographic works, pictorial, sculptural, and graphic works, audio visual works, and architectural works produced by a person or company that are recognized in the version of a copyright or trademark by the government of the nation that these works were produced or created in, and agree that all reproduction of any of these works will operate with the consent of the government, person, corporation, or association that created, published, produced, copyrighted, or trademarked those works, as long as the nation where those works were produced are a member of the Coalition of Asian Nations.
IX. Any persons, corporations, or governments seeking insurance on any types of bonds ("bonds" here defined as treasury, corporate, municipal, or zero-coupon securities lasting more than three months), life insurance, health insurance, vehicle insurance, disaster insurance, agricultural insurance, political risk insurance, home insurance, health insurance, mortgage insurance, pet insurance, travel insurance, property insurance, deposit insurance, landlords' insurance, group insurance, pollution insurance, and trade credit insurance may be covered in any of those types of services by corporations operating in any nations operating inside the Coalition of Asian Nations as long as that government, corporation or person is inside the Coalition of Asian Nations.
X. Corporations, firms, or associations operating in nations inside the Coalition of Asian Nations may bid on personal, corporate, association, or government-issued contracts issued by persons, corporations, governments, or associations inside the Coalition of Asian Nations.
XI. Free ("free" defined here as unimpeded) transit between nations inside the Coalition of Asian Nations is hereby established for persons inside nations in the Coalition of Asian Nations.
XII. Persons from nations inside the Coalition of Asian Nations wishing to find work in other nations in the Coalition of Asian Nations must be granted a visa under this treaty as temporary workers who may, after a number of years determined by the government of the nation they are immigrating to, apply for citizenship, but only if the corporation that they are planning to work for has already accepted their job application for a position and has issued the correct papers that shows that they are cleared to work in that nation.
XIII. Alliances that wish to join the Coalition of Asian Nations must join an alliance that is a member of the Coalition of Asian Nations. At the time of the ratification of this treaty, the two alliances part of the Coalition of Asian Nations are the Oriental Cooperation Pact (OCP) and the Pacific Economic Defense Council (PEDC).
XIV. Any alliances that wish to join the Coalition of Asian Nations must formally apply (with a letter from the leader of that alliance) with the leaders of the Coalition of Asian Nations; the matter will be then put up for a vote.

Well. You may just extend to have a dual government on both sides. In which you keep your old government, but you have to work with a new man in the same position.
