What is that even?

Fourth-generation warfare (4GW) is conflict characterized by a blurring of the lines between war and politics, combatants and civilians.

From what I see as of now, our largest military threat is Zhouran. I believe we should try to keep away from the UL as a whole to avoid a war on a global scale, but if we ever DO go to war, Zhouran goes first. Any other opinions or objections?
