Minister Barebones invites member states to an alliance in order to discuss ideas of culture, trade and cooperation. New nations to the Axis will be consulted by the three leading countries in the alliance. The first post that new nations make must be an application:

Written Rules of the Axis:
I: the axis respects individual member states sovereignty and will not interfere in the affairs of states unless specifically asked to do so. The axis also asks member states to respect each others beliefs and policies.
II: veto wielding states have the power to reject applications of membership, veto status or action taken by the axis.
III: a general secretary of the axis will be selected from the veto wielding members. The term will last a maximum of 6 months after which the general secretary can choose to reapply for the position. The maximum number of terms the general secretary can have is 4 terms. The general secretary is subordinate to the president of the axis.
IV: a president of the axis is to be selected from the non-veto wielding members. The term of the president will last 6 months after which the president can choose to reapply for the position. There is no limit on the number of terms that a president can have, although the veto wielding members can choose to reject the application of a president who is reapplying, but only if all the veto members agree to this measure.
V: the written rules of the axis can be updated or amended at any point.
VI: applicants for the positions of general secretary or president may not hold political offices in their home nations.
VII: Should there be a large number of applicants for either post, the veto members shall reduce the number of applicants down to the 3 best candidates.
VIII: Should only one applicant apply for the positions mentioned above, and no other candidates apply within 7 days, the candidate which has applied wins automatically by default.
IX: Each country is limited to one applicant.
X: Each country is limited to one vote.
XI: Any state can propose changes or amendments to the written rules
XII: Any current holder of the posts; General Secretary or President who wish to reapply for the position must state their intent to do so within 7 days of being asked. If no reply is recieved within 7 days, the holder is automatically withdrawn from the election process.

I motion that a set a rules in the form of a treaty be established and would welcome all the people of the Axis to join me in Huancayo at the Palacio, with both me and wife in attendance, to formulate a Charter of Freedoms for the Axis of Culture, Trade and Cooperation. Her Excellency Prime Minister Mallary Cox would be willing to serve as Chairman of this meeting if the other nations of the Axis would be willing.

I propose the idea of a general secretary, like figure which is not elected from the veto wielding states ensuring that these states are not totally dominant within the organisation.

I agree. How about a General Secretary from the Veto Nations, and a President of the Axis from the non veto nations that way the balance of power is equal. Or a Security Council made up of the Veto Nations that would advise the General Secretary.
