I am surprised there is no rule on judges voting for people/groups with the same nationality as the judge (e.g. Judge A is from Maxtopia, and Candidate A is from Maxtopia. Just because the technology has applications some people find immoral doesn't make it a lesser scientific achievement. What's needed to cure people suffering from mental disease is destroying harmful synapses in their brains... which was until now only possible trough difficult methods, often involving brain surgery... A mind control device is capable of killing harmful synapses by blocking people from activating them and is also capable of helping people to preform difficult tasks, study or fall asleep.
Besides, Influential entities like goverments, banks and corporations have been making decisions for people for a very long time... while the mass media did most of the thinking for the people aswell.
