TurtleShroom, in one of its few breaks from capitalism and lazziez-faire economics, actually subsidizes all of education from grammar school until the end of college (primary to tertiary) for all citizens. We did this by privatizing and decentralizing academia in near totality, and simply paying for tuition, letting the free market and the internal workins do all management. Every school, for profit, state-run, or non-profit, is a de facto charter school. Whether it is an elected Board, a corporation, a community, or the truck system, all education is subsidized. As long as the graduates can read, write, do math, and turn a profit, it's approved.

There is no truly free schooling. Taxpayers fund it, but considering the lack of education quality in the country, it seems like a proper use of the people's money, especially with such surpluses and little to no tax burden on the citizenry.
