How about it involves Nazis that experimented on gens after the War the gov. did it on regular people to win the cold war.

Yeah, and the people with powers escaped, as they didn't enjoy being probed an' all. So, they escaped and now the government wants them back. BUT, the escape caused the systems to explode (one of them used their powers to overload the system, effectively destroying the national grid) and now there's no conventional electricity, only Steampunk.
