The Vaygr people, a nation divided by tribal feuds and constant foreign occupation/interference, are now voicing their collective outcry for sovereignty and recognition as a peoples of the world. Tribal chieftains are planning to meet amid ongoing conflicts with foreign saboteurs, raiding parties and other pejorative elements, to discuss the possibility of the creation of the first Vaygr nation-state in the region's tumultuous history.

The current situation is grim. The tribes live in post-Cold War conditions, much resembling rural Russia or Chechnya. Local militia and minutemen are raised up for security purposes, but foreign encroachment on Vaygr soil is commonplace, jeopardizing prospects for stability and development. The only entity able to provide any sort of comfort or refuge for the downtrodden and disenfranchised is the local federation of churches and monasteries, but even they admit that they are helpless to provide any long-term solution.

The Vaygr people themselves are most heterogeneous, encompassing ethnic origins from Gaelic Europe as far as the Orient. It is under these circumstances that this assembly requests the intervention of the IHAPC to assist the Vaygr people in pursuing the following:

1) returning security and stability to the Isles of Ferin Sha and its immediate surrounding waters.

2) drafting of a constitution in the interests of the Vaygr people, and formation of a Vaygr nation-state.

3) establishment of conditions necessary for development and education, to be pursued through education programs, social welfare and public works projects.

The Vaygr people shall repay all outstanding debts or credit contracted from this arrangement within a period no longer than ten (10) years after the establishment of the Vaygr Nation-State. We hope to hear a reply from the IHAPC soon.
