I suppose you could say that the Republic has two seperate Intelligence Agencies at work.

First off is the Federal Security Bureau which is a domestic intelligence agency responsible for the security of the state and state assets within the Republic as well as counter-espionage actions across the country. In addition to it's strictly Intelligence related duties, it is also the premier Federal Investigation branch and conduct the lion's share of investigations against Federal lawbreakers and the likes.So essentially think if the FBI and NSA had a baby then this would be the branch.

Second is the Joint Intelligence Agency which is the premier Foreign Intelligence service responsible for maintaining a presence across the world for the purposes of collecting data and protecting the Republic via covert Action. It has the authorization to tap,monitor or intervene in any situation which directly affect the security of the Republic without Congressional oversight; as long as Presidential Consent is maintained. Being that the Joint Intelligence Agency was formed from the concentration of civilian and military intelligence services, the modern JIA is a unique entity with broad ranging civilian and military powers.So to put it simply; it's our CIA.

Also fun fact, President Marshall served in the JIA as a Deputy Director before running for the office and most members of his cabinet are veterans of the FSB or JIA.
