Personally, if I was a CEO of a spy company, I wouldn't want to set up my base of operations in Brunei.

Did we have a 1990s Balkans conflict? From the looks of it, no. Spree ate up Serbia somehow. But if we had one and Spree used it to get Serbia and the others get independence, perhaps that could work?

Incidentally, Spree and I were discussing an RP idea that might work as a stand in for the Balkans conflict.
