Earthquake and Eruption in Southern Parau

Our southern coast was rattled by a series of major earthquakes and a eruption, killing hundreds. Our military is fighting a war with New Parau,and we have little aid available. Please help>

Message from the Padritanian Government
Our thoughts go out to the people of Parau who are affected by the recent earthquake. We seek to help in any way we can, except that we don't wish to be involved in the current conflict between Parau and New Parau. Government aid (food, water, portable tents, money, etc.) of US$ 5,000,000.00 equivalent, as well as teams of 500 Padritanian volunteers, have set off for southern Parau.

Please give them a warm welcome, and we hope the best of health for the people of Parau in moving forward. Thank you.

On board the Kamaraderie, a civilian liner bound to southern Parau
Herbert Zachmann, the captain of the ship and the leader of the civilian society and humanitarian aid mission, paced the deck nervously. He checked the list of passengers, the list of goods, that Padritanian colours were flying high. Suddenly, over the intercom a voice cried out,

"We'll be arriving in Parau in six hours. Shall we contact their coastal authorities?" Zachmann nodded to himself. "Please do," he said.

His Holy Majesty's Government is willing to provide aid in the form of monetary and military assistance. We ask only that in return, the Hwinnish Realm be allowed to establish naval bases in your nation, so that we may help protect Parau from its enemies in the future, as well as aid in the security of our own nation.
