I do know what it means. I am a Socialist nation (technically) but I'm not fully Socialist.

Then how the hell does a monarch mean you're socialist?

Even though the idea of percentage swings capitalist and socialist is a bit silly, I won't go into that, but instead suggest that your government is supposedly only socialist by the minority. Meaning that you've got a self-confessed capitalist ruling ideology, which alone breaks rule 1.
