Independence and Declaration of Existence.

In a drafty auditorium on the campus of the University of Shiloh, a small man with a deep voice called roll as the sun went down outside.

"Mr. McCall"
"Mr. Meyers"
"Ms. McIntyre"
"Mr. Minziki"
"Mr. Morelle"


In a corner of the room a television camera recorded the events in this room. A boom mic hung from the ceiling to pick up every word. The proceedings were being broadcast into millions of homes across the Osean Federation. Citizens were glued to their television sets. The waited impatiently as the roll call came to an end.

"Mr. Yancy"
"Mrs. Young"
"Mr. Yost"
"Mr. Zeffenbach"


When Earl Zeffenbach answered to his name, the President of the Osean Constitutional Convention walked to the podium. The clerk who had just finished calling the roll handed the convention president the tally sheet. He gave it a quick glance, but already knew that there were enough delegates in the room for the convention to proceed. The tall, white haired Conner Davis cleared his throat, and surveyed the assembled men and women before speaking.

"A quorum is present. The question before the convention is the ratification of the proposed constitution of the United Osean Federation. The Yeas and Nays have been ordered, and the clerk will call the roll."

Again, the short man with the deep, booming voice began to call the roll. This time however when he called a delegate's name, the delegate answered back with a vote.

"Mr. Abbot"

"Aye"

"Mr. Addams"

"Aye"

"Mr.Bartholomew"

"Yes"


The vote was more a formality than anything. For the last three weeks, the men and women of the convention has worked to craft a convention that they could all agree on...for the most part. There were a few delegates that balked at the "Right to Bear Arms" clause, and others who said that the "Right to Free Speech" was too broad. In the end, though, the delegates...and the people who elected them; were ready to form a new government.

The "Aye" vote of Adam Michaels, a delegate for the Galway City suburbs, officially put them over the top. However, the ratification would not be considered official until every delegate had a say.

Around the room, and around the nation, people started to get excited. Delegates began to shake hands and embrace. In bars across the nation, men and women clinked glasses of beer and wine in celebration.

"Aye"

"Mrs. Young"

"Aye"

"Mr. Yost"

"Aye"

"Mr. Zeffenbach"

"Aye"


The delegates began to applaud and cheer loudly.

Convention President Conner Davis rapped the gavel for quiet, but knew he wouldn't get it. he struggled to be heard over the den of noise.

"On the ratification vote, the Ayes are 200, and the Nays are 0. I'm proud to announce that the United Osean Federation has a constitution. Let the word go forth to every corner of the world that the UOF is now an independent nation.
