Yes but look at our supplies. The Peacekeepers, which come under military, draw from your Humanitarian supplies. My thing was to make sure we don't have to grain Humanitarian supplies for bombing someone into submission liberating opressed regimes.

I understand that, I opposed different RANKS of membership if humanitarians were not to be the same as the military-nations. My comment had nothing to do with the seperation of Humanitarians and Peacekeepers (which I support).

IMPORTANT: Can the Humanitarians help the wounded on any side, as it is an important mandate. Obviously Citizens and the ICE come first. Also, can the Humanitarian Department begin official operations prior to the military declaring operations, or do we all do it together?

In offensive operations, ICE member states' militaries go in as the spearhead and destroy enemy opposition. Peacekeepers roll in next to ensure none of the civilains try anything as well as to permanently secure the area. Finally, Humanitarian Aid arrives if necessary. Enemy wounded are typically cared for by ICE militaries (mine does so) but in some cases, officers or members of secret police-like organizations are summarily executed.

We prefer to. In particular, we tend to use a surprising number of guided shells when it comes to short range ground to ground warfare. High angle attacks against tanks or trenches can be particularly efficient in this respect, with self-propulsion not always necessary or economical. Our reasoning is that if we ever fight on flat uninhabited land soldiers (with their short ranges) are at a natural disadvantage and we can simply use missiles launched from aircraft, naval units, and ground launchers, whereas for urban or mountainous or forest or trench warfare it makes sense to use high angles as there are so many obstructions.

1. A field commander.(will draw up a general operational plan, be kept up to date on what each contingent is doing, make reports directly to ICE, command overall operations)
2. A deputy field commander. (assists field commander, acts in his absence)
3. a director of humanitarian operations

It would also be helpful to have contingents organized according to branches and areas of operation. When we have a map this will be easier, but if we do things this way then there will be an inherent connection between the player nations and things will be less confusing and more efficient.

I've always been in favour of maintaining individual, national militaries. In the event of a conflict, these militaries can be controlled by a war council consisting of officers from each military. In my opinion, this allows for a faster, more forceful and more flexible response in the event of a crisis. That's my point of view, anyway.
