Gregory Churchill, well into his 80’s, walked into the Scouting Conference Room. The seats of all the members were there, with notepads, glasses of water, and everything. Twenty Demphorian Boy Scouts were waiting at the front door. The hallway

“Everything ready?” asked Mr. Churchill.

“Yes” replied a Scout

“Good, head to the front door.” He said, and the Scout eagerly ran to the front.

The lobby of the office was large, with two stain glass windows representing Scouting on each wall of the lobby. Two hallways were connected to the lobby. The right one led to the World Scouting Conference Room, and the other led to the recreational rooms.

The flag of the NationStates Organization of the Scout Movement fluttered in the wind in the green front lawn of the Scouting Office.

Gregory Churchill went to the front door, he was hoping that this would be a nice event.

A man in his seventies, Liard Smith, donning the uniform of the Boy Scouts of Luziyca, which was designed to resemble American military uniforms marched in. When he saw Churchill, he felt he had to do one thing.

He promptly saluted and sat down, where the flag of Luziyca was at.

Liard then said, "Good day. My name is Liard Smith, President of the Boy Scouts of the Christian Republic of Luziyca, who led this organization since 1978. I represent the honorable Christian Republic of Luziyca's Boy Scouts, all 3.5 million of them, who defend liberty, freedom and democracy."

[Demphor]

Churchill saluted back.

"My name is Gregory Churchill, I've led Scouts Demphor since 1958, and I represent the 6 million Scouts of Demphor, who believe true Scouting spirit and good working fellowship, how are you this evening?" he asked.

[Luziyca]

Churchill saluted back.

"My name is Gregory Churchill, I've led Scouts Demphor since 1958, and I represent the 6 million Scouts of Demphor, who believe true Scouting spirit and good working fellowship, how are you this evening?" he asked.

"I, for one, am doing well. And you, Gregory?" he responded in his native Slavic accent.

"Myself? Pretty good, how was your trip in?" asked Mr. Churchill

"Myself? Pretty good, how was your trip in?" asked Mr. Churchill

"Pretty good. Good thing we got on the Council, instead of those damn commies from Crystal Spires," he stated with a smile.

[Crystal Spires]

Troop #495 stood outside the meeting room door, in their Spirean Ranger Uniform, sporting a green beret with Mallorn shaped leaves stitched from cloth upon it and little badges stitched onto their brown tunics. Beren Glavenhalm entered with them, only his entire uniform rather than green was dark navy blue. His black hair was short and his brown eyes showed a serious disposition, but a strong sense of paternal warmth that could easily be seen as he led the boys and girls outside of the meeting room, and then spoke to them with a calm and genial manner.

"Now Comrades, you remember the Principles of the Spirean Rangers? Let us review them before we enter the meeting room, for you must remember that we are representing not only ourselves, troop #495, but also our whole country. This warrants a review of our principles, so who can tell me what the most important concepts in Spirean Rangers is?"

A bunch of the troop members raised their fingers but one girl raised her finger high in the air and Beren gestured with an open hand to her.

"Go ahead Erel..." Beren said with an encouraging look.

"The Pillars of Character are the most important concept in the Spirean rangers, because one who has not mastered the principles in the Pillars of Character will not be able to have mastered themselves. Those who haven't mastered themselves cannot be said to have mastered conflict with themselves and are therefore a danger in the wide world and can cause suffering and unhappiness." Erel Yoennan said with a proud expression.

"Ahah... Well you have a point Erel, but the biggest and most important concept for a Spirean Ranger is to become master of Conflicts. The truth that mastering the self is the first conflict one must solve before trying to solve other conflicts is a fair point, very good Erel, but who can name for me the pillars of Character?" Beren asked as he smiled at their enthusiasm as they all raised their fingers in the air. "Okay, Amsuin Daaditu, it is your turn then."

"The Pillars of Character are "Knowledge, Courage, Purity, Justice, Temperance, and Adaptation." the young boy said with a salute.

"Good, wonderful. Now what are other conflicts that Rangers must master? Self conflict is one of them, but what other conflicts exist?" Beren asked as he looked over at Nidur Livena and gestured. "Go ahead Nidur, tell us what other conflict a Spirean ranger must master?"

"A Spirean Ranger must, in addition to self-mastery, become master of their environment, master of society, and master of mediation." Nidur said with a shy smile.

"Wonderful, so remembering that you are all strong and powerful forces of nature; Masters of self, environment, society, and mediation when we enter this room, can I expect that you will all be on your best behaviors?"

"Yes, sir!" They said with enthusiasm.

"Even if they are unpleasant?" Beren asked with a knowing smile as they repeated.

"Yes, sir!" They said with determination.

"I CAN'T HEAR YOU!" He said with a full shout building their confidence.

"YES, SIR!" They yelled back.

"Let's get in there then and show them the true character of Spirean Rangers. Remember to not waste a spoken word. Not even once." Beren said as he entered and they came into the room congregating around their troop leader as he bowed to the other Delegates present. "Joy and salutations! I am Beren Glavenhalm, of the Beastling States." He said with a genial look. "I suspect you're having important meeting topics, so please tell me what they are. I hate being late, so missing anything important is definitely not going to do well for me."

Nutella was carried into the meeting place by two muscular men with golden AKs and Armani suits. 30 young boys followed close behind, some obviously from the country, wearing primitive clothing, others from the city, with long hair and black clothing. They all were well-behaved and only spoke when talked to. They were chosen from the smartest and fit, and were to be the first scouts to be scouting the Nation of Wellboneland.

Nutella was set down and brushed her mane away to reveal the Esperanza Diamond, a 8 trillion dollar necklace. She wore a practical suit and walked over to the conversation. Nutella was.. smaller than the rest, so she had people carry her aloft as to gain respect from others in her nation, but was not sure of the customs in Demphor at all, so she approached without her servants and only with the 30 boys. She carried a bag of gifts too, and looked at the 30 boys. They immediately lined up and looked presentable.

"Why hello there, I see the meeting has begun. I brought gifts for all, if that is fine."

[Crystal Spires]

"A gift? Such is our custom as well, but I intended to wait for everyone to arrive. It would seem that we have arrived early, which is always a good thing if I do say so myself. This is good, aye Comrades?" He said to his troop as they nodded silently. "Furthermore we are pleased to see manner has not faded in this time and age! Join us, please! Let us hope this does not become solely a diplomatic affair. My guess is we also have not begun topics yet either, but if I may say so it might be important, since we all have our own manner, or lack thereof, we should begin with some planned events and also unified symbols of International Scouting as a Movement." Beren said as a young Spirean ranger whispered to him.

"Nidur's suggestion is Internationale day. In Crystal Spires we do this as well, where we pick a region of Crystal Spires, dress in their cultural manner, and make cultural representations of this region, cook their local variants of food, and bring up specific conflicts that we feel must be addressed in this region. Crafts are also done, and luxury signets are raised to help address this issue brought up. Last year we did Fordur, and we were able to address issues of desertification of Fordur by planting more trees and irrigating the area from local streams to prevent erosions. Nidur believes we should expand this to an internationale event, and everyone pick a nation that is not their own, and raise money to address this issue. I believe it is a brilliant idea, and suggest it as a possible annual international event. What say you?" Beren asked with crossed arms as Nidur Livena shyly and nervously adjusted her beret.

"Internationale day seems good. I also want this to happen, though most people are not fond of our culture at all. Seems they hate all the screaming and violence involved. Not to worry, beside our loud music and our myths that are strange even to us we have good aspects of our culture. Like this custom of raising the people who shipwreck on our shores. Obsidian is not soft, after all. Oh, I would like you to meet Altavion Y'hennto, the leader of the first scouting org."

A boy, about 16, from the country stepped forward.
"Hullo, I am the leader of the troupe, as the Prime Minister said. I hope you don't mind us here."

Gregory Churchill

"Well, um, actually I was only planning on having, well, the Scouting Executives only. I mean, the rest of you can go relax in the lounge and not break a single thing, maybe change into swim shorts and go to the pool. The rest of us can decide a couple things." said Gregory. This Conference room can only hold so many, he thought.

[Crystal Spires]

"We cannot rightfully have a scouting conference without the Scouts having a say! That would be a bad idea, furthermore it would discourage the children from believing that they have an impact in this meeting. If there isn't enough room perhaps we should have the meeting in the lounge. We are all friends here, no?" Beren said with a smile as he raised his eyebrow looking at Gregory Churchill with crossed arms and then looked at the Prime Minister of Wellboneland.

"And furthermore, your excellency, Wellbonelandian culture is not well known enough for us to have a good understanding and this is exactly why we need to have Internationale day. We can come to a greater understanding at that which binds us rather than divides us. Surely your Saiyan people have family values, celebrate courage, wisdom, and temperance along with the willpower to succeed in all circumstances. These character values along with an appreciation of one another does give power to the Saiyan people. It is also a way that we can actually see their compassion, their sense of brotherhood and genuine kindness. The violence in the world is something unavoidable at times, but there's something more to the Saiyan people than mere brutality." Beren said as little Erel smiled.

[Demphor]

"Sir, this is a bussiness meeting, I can't have 100 scouts sitting around on the floor, besides, this Internationale Day you speak of, is what we are planning, except a bit less communist sounding. We are going to plan jamborees, where we'll have them, and where we'll have the next Scouting Conference, but if you'd like, we can mingle in the lounge as the rest arrive." said Gregory, "Oh, may I speak with Mr. Smith, then we'll join you." he said, smiling.

After they left, he turned to Mr. Smith.

"I get what you mean now, I wasn't expecting Communist Manifesto Party Land morphing into Scouts." said Gregory with a grin.

[Luziyca]

Finally, Liard then stood up; seemingly out of anger, and shouted at Beren. "Well, you communist, you have NO right to defend liberty, freedom, and democracy; for you are a communist nation that oppresses its people and denies them their most basic human rights. You, Beren; have no right to represent your nation and try to paint itself as a 'free, democratic' entity, when millions, nay, billions, starve on the streets, begging for more Signets."

Liard coughed and then continued, "Why does your nation have the right to send representatives, of your communist hellhole, whilst your parties, which is really a single GODDAMN political party, brutally throws anyone who opposes its regime into gulags? Why should you, a freedom-hating nation sit in these hallowed halls? We are lucky that we, true defenders of liberty, freedom and democracy; us Luziycans, have a seat in the World Scouting Council, instead of you commies which wish to impose a Stalinist criteria to join this organization. You should even be lucky that we haven't sent spies and terrorists to end your communist regime, for we'll wait until Hippostania gets pissed off at you, before the beacon of freedom invades. We shall then follow, but for now; we will let you practice communism in peace. You have no right to have a seat in this chamber, and you SHOULD NOT have membership in this organization!" With these words, Liard slammed his fists on the table.

"Now, get back on your next flight home, and bring your 'Supreme Leader' more orphan tears."

"Sir, I do not think your presence is appropriate here if you are going to act like a child. Please calm yourself or remove yourself from this meeting." Nutella said, feeling threatened.

She then turned to the Spires' ambassador.
"As a equine, I have not grown up in a Saiyan household, but they must have family values if I know most boys about 17 have two children by that age. I know it is not pure brutality, because Saiyan art is quite beautiful, and they are masters at fireworks. And please, let the boys stay."

Beren burst into a roar of laughter as he looked at the Luziciyan and pat him on the back. He had never heard something more hilarious in his entire life. He felt embarassed for the Luziciyan and was also amused that the Demphorian delegate was actually convinced by this nonsense. The idiocy of such baseless claims were just too outrageous for Beren to address.

"Crystal Spires does not even HAVE a billion people, and we aren't starving at all, we don't have gulags, nor are we Stalinist. We are Council Communists. See this is exactly why we believe Internationale day should be had, and Jamborees are completely different from Internationale day, and quite frankly, I do believe it is uncalled for and unquestionably disgusting to make such an out of hand comment about our people in ignorance." Beren said wiping away tears of laughter. "Furthermore your people committed Genocide in Longfort and we have never violated out people's Civil rights, much less their political rights. One cannot be Communist without having the working people with decision making power. Furthermore this is not about politics. This is about young people building character. Your foolishness embarrasses you and it makes the entirety of this Council look like a farce to even have such a person as a part of it."

Beren said such without ill intent, but imagined that the Luziciyan doesn't have much strength of character, as a result they would once again generate as much conflict as possible. He was without malice when he smiled at the children making their scared and sad faces disappear. It was clear that they were afraid of the Luziciyan and their words were completely unfriendly to what was a young girl's suggestion. A child would not see things as politics, they were still learning what Politics meant on a grand scale, and Beren pat Nidur on the head with a smile.

"You have nothing to be ashamed of. Some people are rather hateful, ignorant, and greedy. They desire power over one another, and we of Crystal Spires do not. We are people who believe in brotherhood rather than fear, and helping one another rather than oppression, freedom over oppression. Some people do not know what freedom means. We must feel compassion for them."

"Pol Pot? What babble are you talking? It is a bad idea to come to a meeting drunken. Kain Tyrant almost exterminated the equines in his nation, but it was not communism. Communism, however terrible a system it is, is not a genocidal system at all. I suggest you shut up before I call security."

Nutella looked at Liard with disappointment.

Promptly, Laird began moving his thumb and pointer finger together, playing the world's smallest violin.

"Beren, you hear that? I am playing the world's smallest violin."

After two minutes, he then spoke, "Okay, Beren, you've had it. You are spouting out useless nonsense to spread your communist imperialism throughout the world. Council Communism is JUST another term for Stalinism. Oh, right, you never heard of him, because YOU WERE BRAINWASHED! Yeah, your government that claimed that it is free, that everyone is equal. Trust me, your members of the Party, get EVERY SINGLE GODDAMN THING."

Laird then coughed.

"As for your baseless accusations of genocide within Longfort, sure, there were SOME civilian deaths. Yes, I place emphasis on SOME. All wars have civilians die in them, but the claim that it is genocide? Yeah, sure, go ahead, but we only killed the people that us, Longfort and Luziyca, considered to be communists. And trust me, they deserved these deaths. Instead, during the Waverley Massacre, you committed genocide against anyone you considered to be OPPOSING THE COMMUNIST IDEOLOGY. What does that show you, Mr. Beren? That is right, you are just a communist spy, that opposes freedom, democracy and liberty. To be communist, many people must die. You see how it works? You are just A communist nation, which DOES NOT deserve to have ANY SAY whatsoever within the international circle."

Laird then took another sip of coffee and took his medication, which he calls "Old Geezer Pills."

"Sorry, had to take my old geezer pills. In any case, I personally VETO your proposal in an Internationale Day, since IT IS COMMUNIST. The sole purpose of Internationale Day, is to spread communist propaganda. No thanks, I'd rather have freedom and democracy than a communist taking away ALL of our rights and freedoms that the Lord, thy Son and thy Holy Spirit gave us. We will rather die, than become occupied and infested by communists."

[Crystal Spires]

Beren blinked and ignored the Luziciyan and gave the children of Wellboneland a warm smile, "Also, I have heard of the Saiyan firecrackers and such. I remember one called Kamehameha 30-Si and we used it on Independence day in Vehir, it was very impressive." Beren said with a genial pat on Nutella's head.

"Also beyond this, once again, this is not about politics. 'Internationale' as opposed to International implies world unity in Spirean diction. For we can be divided and international, but one cannot be divided with the Internationale." Beren said to Churchill with a smile. "We could call it World Thinking Day, if the idea of International Unity is beyond your taste, but I do think that it is cruel to browbeat poor Nidur for giving an innocent suggestion. It is a brilliant idea." He said as he calmly as he motioned to the Demphorian delegate and then whispered.

"Your allowances of the Luziciyan delegate is causing unnecessary conflict. It is perhaps my suggestion that if you wish for there to be further action in the name of International Unity, you should try and consider issuing immediate mediation. It is getting quickly out of hand. I will not allow him to threaten and abuse the children any further.

"Enough speaking of your nation's genocidal actions, you are scaring the children." Beren said to the Luziciyan with a look of disgust.

"Enough with the conflict, I shall now be offering my bid to host." He then took out a briefcase, unzipped the zipper, and took out a stash of papers detailing the bid for the International Jamboree."

"Okay, as for the international jamboree, we shall do it in the Green Hill National Park. It is home to the Battle of Green Hill that occurred between the forces of the DPR of Luziyca which governed the western part since 1935, and the Christian Republic of Luziyca. It has a nearby lake, the Simor Lake which shall be used for canoeing, a 57 km bicycle path for cycling, a town of 1,592 people named Langham, where a clinic will be held. Cabins will be set up at the Simor Lake, and will have backpacking. It has room for various activities and we even have a unique one."

Laird then coughed.

"Firearms training, at the shooting range in the "Montze Trench," at the crest of Green Hill, which is a kilometer long, where the defending Luziycans are used. With creepy effects of gunshots during the day and ghosts during the night, it is THE perfect place for an International Jamboree. All nations in the Scouts Movement will attend, save for communist countries (SIC: Suchon and Crystal Spires), due to the fact that communism is illegal in Luziyca, since we have had... a bad experience with them and the fact that they destroy freedom and democracy."

"Any questions?"

"No because you are stupid and I like the little girls Idea." Nutella said, rubbing her forehead. She was starting to hate this bigot.

She sat down and smiled at the little girl.
"How is it in your nation?"

"Gentlemen," he said to the executive, "No, wait, boys, please calm down, leave the building, come back inside and start the whole conference over again. Leave the beliefs behind, this is not a political battleground for ideologies."
